Maharashtra allows disciplinary notices via email, WhatsApp in digital push
The Maharashtra government, through an official notification, directed that in cases of indiscipline by any government employee or officer, notices for action and other necessary documents should be served to the concerned employee via email and WhatsApp. The government permitted disciplinary notices to be sent via email and WhatsApp, alongside the existing registered post method. The move aimed to streamline administrative communication and accelerate official procedures, particularly in cases of misconduct or disciplinary action against government employees or officers. The General Administration Department (GAD) issued the official circular yesterday, stating that digital platforms can now be used to send notices, related documentation, and other official communication in cases of government disciplinary proceedings. The circular stated, "In case of any official indiscipline by any government employee or officer, notice for action and other necessary documentation can be sent to the concerned employee via email and WhatsApp." However, the traditional practice of serving notices through registered post has not been discontinued. The circular added that notices will also be served via registered post, making it a dual-mode delivery system to ensure the communication reaches the recipient effectively. This decision came in the backdrop of the government's larger vision of administrative reform and development under "Developed Maharashtra - 2047," a part of India's broader vision of becoming a developed nation by 2047. As part of this mission, the Maharashtra government launched an extensive 150-day programme from May 6 to October 2, 2025, aimed at finalising a comprehensive Vision Document for Maharashtra's growth. The initiative aligned with national goals, such as a $5 trillion economy by 2025-26, while also setting state-specific targets for infrastructure, agriculture, industry, education, health, and urban development. To prepare this Vision Document, the state appointed sectoral groups, coordinators, and external experts across 16 departments, including agriculture, education, health, environment, and urban planning. The government also planned state-wide surveys to gather citizens' feedback and aspirations for Maharashtra's future. The Vision Document will be finalised by October 2, 2025, and will lay down short-term, medium-term, and long-term developmental goals up to 2047, marking India's centenary of independence. Meanwhile, the Planning Department of Maharashtra, led by Chief Minister Devendra Fadnavis, issued a Government Resolution (GR) asking all state departments to prepare a vision document titled "Developed Maharashtra 2047." This will be on the lines of the Union Government's scheme of Viksit Bharat 2047 as outlined by Prime Minister Narendra Modi. Chief Minister Devendra Fadnavis has set 150 days from May 6 to October 2 to prepare the document, which will primarily focus on a phase-wise vision. The first phase includes a long-term vision or plan for developing Maharashtra by 2047. The midterm phase includes vision or plans to prepare a plan for Maharashtra 2035, when the state will complete its 75 years of its foundation. The third phase includes a short-term plan to prepare a vision document for October 2029, when the present government will complete its five-year term.

Under Secretary dismissed from service over ‘fake' caste certificate
The Gujarat government has dismissed an under secretary of the legal department after it was found that a caste certificate, which declared her a tribal, was fake. The General Administration Department of the state government has recently passed the order to terminate services of Laxmi Katariya under the provisions of The Gujarat Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificates) Act, 2018. She was first appointed as a Section Officer following her selection as a Scheduled Tribe candidate through a competitive exam. She was given a regular appointment in the Finance Department. Subsequently, she was promoted as the Under Secretary and appointed to the Legal Department. However, the departmental scrutiny committee for the verification of caste certificate had ordered to cancel Katariya's caste certificate after finding it was fake. The committee also informed the authority concerned to take action as per the provisions of Section 11 and 12 of The Gujarat Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificates) Act, 2018. Section 11 of the Act provides that if a person has secured job on a seat reserved for a particular caste on a false caste certificate then such a person's caste certificate will be cancelled and the person will be liable to be debarred from the appointment forthwith. Section 12 of the Act has provisions for cirminal offence and punishment. This follows a recent case where Assistant Commissioner of Police, Surat City, B M Chaudhary, was dismissed from service after his caste certificate, which too showed he was a tribal, was found to be fake. A criminal case had been lodged against Chaudhary as well.

Amid cyberattacks, J&K tells departments: Shut down unauthorised govt websites
The Jammu and Kashmir government Wednesday asked its departments to shut down all their privately hosted and unauthorised departmental websites in view of the growing risks associated with unauthorised digital platforms, outdated hardware and software infrastructure, and increasing incidents of data compromise and phishing, officials have said. Significantly, the instructions have come amid continued barrage of cyberattacks on various Indian government websites from hackers in Pakistan after the April 22 Pahalgam terrorist attack killing 25 tourists and a local pony operator. These cyberattacks reportedly continue even after the announcement of ceasefire between two countries on May 10. Over 15 lakh cyberattacks reportedly targeting critical infrastructure websites were traced to Pakistan, Bangladesh, Indonesia and Middle East, sources said, adding that almost all of them had been unsuccessful. Although the incursions have considerably declined after the ceasefire, they have not fully stopped, they added. Pointing out that it has come to notice that various departments are operating official websites using private domains such as '.com', '.org', or '.net', which are not aligned with the Government of India guidelines on official domain usage, a circular issued by the General Administration Department on Tuesday ordered that 'all such privately hosted/unauthorized departmental websites shall be deactivated forthwith'. It asked the National Informatics Centre (NIC), J&K Centre to assist departments in migrating all the existing websites to security and authenticated government domains, preferable under '. or '. 'No future departmental websites shall be developed or hosted on non-government domains,' it added. While referring to extensive deliberations held at a meeting chaired by J&K Chief Secretary on the need for enforcing 'a secure, standardised, and policy compliant digital an IT environment across government establishments', it said that all proposals for new websites must be routed through NIC and approved by the Information Technology (IT) Department. It asked the officials that not to make or respond to any official communication if it is transmitted from non-government email accounts such as Gmail, Yahoo, Rediffmail etc., adding that they 'shall mandatorily use NIC-provided email Ids (@ for all forms of official correspondence' so as to maintain data confidentiality and prevent leakage of sensitive information. The head of departments (HoDs) shall ensure immediate issuance and activation of official NC email IDs for all staff involved in administrative or public facing roles, adding that 'any emails received from non-NIC domains shall be treated as unofficial and may not be acted upon'. It also asked all the Chief Information Security Officers (CISOs)/Information Security Officers (ISOs) designated in each department to conduct a detailed census and audit of the IT infrastructure including number and specifications of desktops/laptop systems, status of operating systems (licensed/unlicensed, updated/outdated), inventory of installed software (genuine vs pirated), antivirus/firewall status and last update logs, network architecture, access points and security configuration. It must be ensured that all machines run genuine, licensed and currently supported operating systems (e.g Windows 11, Linux variants etc.), and no pirated, obsolete, or end of life software is used. It also called for protection of devices with active antivirus/firewall systems, saying that administrative access to systems was restricted and being monitored.

Maharashtra gives ‘permanent guest' status to CJI Gavai, lists out protocol
Two days after Chief Justice of India (CJI) B R Gavai expressed his disappointment at the absence of senior state officials at a felicitation event held in his honour during his first visit to the state after taking office, the Maharashtra government on Tuesday accorded 'permanent guest' status to the CJI. In a circular issued by the state government, it chalked out the protocol to be followed by the state administration and officers during CJI's visit to Maharashtra. The circular issued by the General Administration Department headed by Chief Minister Devendra Fadnavis strictly directs the authorities to follow the instructions in letter and spirit. The circular has made it mandatory for the chief secretary, the Director General of Police or their representatives to be present during CJI's visit to Mumbai. The circular reads, 'Henceforth, CJI will be entitled permanent guest status… All the protocols, including presence of senior IAS/ IPS officers of departments concerned, will have to be adhered during CJI's visit in Mumbai and rest of Maharashtra.' In other districts of Maharashtra, it has made it compulsory for the senior most district administration officers, police commissioner and their representatives to attend to the CJI whenever he/she visits their respective districts. According to the circular, if any VVIP is visiting the districts, it will be mandatory for the departments concerned to depute a coordinating officer as was in practice. A district officer of Class I grade has to be deputed for coordination. During his first visit after taking over as CJI on May 14 to his home state of Maharashtra on Sunday, CJI Gavai expressed his disappointment about the absence of senior state officials. 'Every organ of the Constitution must… give its due respect to the other,' he said at the event organised by the Bar Council of Maharashtra and Goa. 'We say that there are three pillars of democracy — judiciary, legislature and executive, and that they are equal. Every organ of the Constitution must reciprocate and give its due respect to the other organs. A person from Maharashtra is coming to the state as Chief Justice of India for the first time. If Maharashtra's Chief Secretary, the state's Director General of Police or the Mumbai Commissioner of Police do not feel it necessary to come, it is for them to think about, ' he said. Later, Chief Secretary Sujata Saunik, DGP Rashmi Shukla and Mumbai Commissioner of Police P Deven Bharti were present when CJI Gavai visited Chaityabhoomi to pay tribute to Dr BR Ambedkar. Stating he was not particular about protocol and preferred travelling to his hometown Amravati and Nagpur without pilot escort, CJI Gavai said, 'It is a question of respect towards the judiciary by other organs. If the head of an institution is coming to the state for the first time and he is from the state itself, whether their conduct was proper, is something they should think about.'
