Home Office influencer resigns over Palestine Action proscription

Since the Covid pandemic, Government departments have increasingly used paid and unpaid social media influencers to promote areas of policy to audiences that might not be reached by traditional media. The Telegraph understands that all of Thorp's work with the Home Office was done on a voluntary basis. In 2020, the former Conservative government paid influencers who had appeared on Love Island, the the reality TV show, to promote the launch of the NHS's Test and Trace service. In March this year the Government Communication Service (GCS) published an influencer due diligence policy, setting out how civil servants should vet influencers before asking them to participate in campaigns. The policy said officials should 'check whether the influencer has publicly communicated on political issues recently (last 12 months), at a high volume (monthly or more) and in such a way that is likely to become a story in its own right and undermine the campaign'. Thorp has continued to criticise the Government for its policing of pro-Palestinian protesters in the UK. Recently sharing a video of an armed police officer threatening to arrest a protester holding a Palestinian flag, she wrote 'This is Yvette Cooper's Britain'. She described the incident as 'unbelievable' and asked 'where are all the free speech advocates now?' Thorp has also declined an invitation to appear at the Labour party conference in September as part of a panel on violence against women and girls organised by the NSPCC. She said in response to the request: 'I have ceased my work with the current Labour Government and will no longer be promoting any of the work they're doing to tackle violence against women and girls. 'While I obviously support domestic efforts and policies put in place to reduce violence against women and girls in the UK, their continued supply of arms licences to Israel along with their position as an ally to the IDF is wildly hypocritical.' 'She needs to stop virtue signalling' Chris Philp, the shadow home secretary, said Thorp should 'stop virtue signalling', adding: 'Palestine Action is a violent group who want to achieve their political aims through coercion and criminal damage. 'They have sabotaged an RAF aircraft, which our country relies on to defend us, they have smashed up property and they have even attacked a police officer with a sledgehammer. This is all totally unacceptable. 'In this country, we decide issues by debate and elections – not violence and intimidation. Palestine Action's methods should be condemned by anyone who believes in democracy and a peaceful political process. This influencer needs to stop virtue signalling on Instagram and call out Palestine Action's violent tactics.'

The meeting was attended by directors, senior officials, and communication advisors from federal government entities. Empowering Government Communication through Global Best Practices The guide sets out a structured approach to planning and executing effective media campaigns at both national and international levels. It offers key steps, systematic methodologies, and leading global practices to support the development of impactful communication initiatives. As part of the meeting, Saeed Al Eter delivered a session titled 'Successful Media Campaigns,' in which he outlined the strategic components and stages necessary for designing and delivering effective campaigns. Al Eter also addressed targeting methods and performance evaluation. The session highlighted successful national and international campaigns, such as the UAE's Hope Probe, demonstrating the transformative impact of strategic communication. Saeed Al Eter stated, 'The launch of the guide reflects the UAE Government Media Office's ongoing commitment to developing advanced communication tools for federal entities, empowering them to achieve their strategic communication objectives and align with the UAE's broader national media vision.' Developed in partnership with the New Media Academy, the guide outlines foundational steps for effective campaign planning. It also addresses common challenges and how to proactively mitigate them. The content covers team formation, visual identity development, campaign messaging, channel selection, creative ideation, and the formulation of comprehensive evaluation frameworks. The meeting also featured a presentation on the Content Management Platform, an integrated digital system designed to support federal entities in developing, approving, and managing media content in coordination with the UAE Government Media Office. The platform enhances efficiency in content creation and approval processes, improves data access and analysis, and facilitates unified archiving and message alignment across all government communication. Additionally, the UAE Government Media Office recently introduced a Social Media Guide for Government Entities, an initiative developed in collaboration with the New Media Academy to keep pace with the rapid evolution of social media and to enhance communication between federal government entities and the public. He noted that while there are already successful spokespersons, it is essential to further build their skills and communication capabilities to ensure clear and effective messaging to Jordanian society. As part of the ministry's ongoing efforts to boost performance, Moumani said the government will introduce evaluation and training programs to strengthen communication skills, along with mechanisms to ensure active participation in major events and a high level of professionalism in public representation. He added that the ministry is working to improve the flow of information and unify government messaging, to present a more professional and transparent image of government institutions and improve engagement with the public. Moumani also revealed that there are ongoing efforts to issue a regulatory framework or guidelines to reinforce the role of media spokespersons and evaluate their performance. The goal is to ensure that spokespersons possess the necessary competence and media qualifications to represent institutions effectively. He stated that media spokespersons across ministries and government bodies will fall under the direct technical supervision of the Ministry of Government Communication. The proposed system or guidelines will also ensure that annual performance evaluations are carried out in collaboration with the Minister of State for Public Sector Modernization and the Competency Center at the Civil Service Bureau, reviewing media performance and strategic communication plans to improve coordination between ministries and the communication ministry. He stressed the importance of linking evaluations to achievements and the quality of media plans, ensuring continuous monitoring of spokesperson performance and strengthening their capacities—ultimately enhancing the institutions' public image and communication effectiveness. Moumani emphasized that this step aligns with the ministry's goal of improving the quality of government media work and ensuring the implementation of coherent and strategic media plans that reinforce the image of public institutions and deliver their messages professionally. AMMAN — Despite rising regional tensions, Jordan's airspace remains safe and operational for civil aviation, thanks to continuous risk assessments and coordinated response strategies, according to the Civil Aviation Regulatory Commission (CARC). Speaking at a media briefing organised by the Ministry of Government Communication, CARC Chairman Captain Haitham Misto affirmed that 'there is no compromise on the security and safety of Jordanian airspace'. Misto explained that Jordan manages its airspace using a comprehensive risk assessment strategy grounded in civil-military coordination, real-time regional collaboration, and strict adherence to national and international aviation safety standards. He also noted that decisions to close the airspace have been temporary, tactical, and based on identified short-term threats. Misto said that Jordan is currently connected to 85 international airports, with 48 airlines operating flights to and from the Kingdom, adding that passenger traffic through Queen Alia International Airport in 2024 has reached around 8.9 million. Misto also discussed aviation statistics during the ongoing crisis, highlighting changes in passenger numbers, overflights, flight frequency, and cargo volume. The number of passengers dropped from 27,397 per day before the crisis to 18,622, while daily overflights decreased from 285 to 192 aircraft, Misto said, noting that the number of daily flights fell from 237 to 141, and the volume of air cargo declined from 124 tonnes to 74 tonnes per day. He highlighted that the 'professionalism and expertise' involved in managing the airspace, backed by internal and external coordination with relevant authorities, have ensured its ongoing operational status and reaffirmed Jordan's position as a secure destination for aviation. Misto noted that risk level assessments are conducted with high precision, facilitated by civil-military coordination and regional collaboration with international regulatory counterparts, in line with global aviation requirements to exchange information critical to the uninterrupted flow of regional air traffic. He noted that the Jordanian airspace is managed using a methodology grounded in continuous threat evaluation and adherence to international and national aviation safety standards across all flight operations, including takeoff, landing, and aircraft movement. Decisions to close Jordanian airspace, he added, have been temporary and tactical, made only in response to identified short-term risks. Misto added that once a threat is clearly assessed, CARC deploys the necessary tools and mechanisms to mitigate it, which may include partial or full airspace closure depending on the severity. Identifying threats is integral to this mitigation strategy, Misto said, noting that CARC operates a 24/7 risk monitoring system to gather intelligence on activities that could elevate threat levels, with the goal of maintaining safe and continuous air traffic. He stressed that CARC's assessment strategy prioritises two key areas: air traffic to and from Jordan, and overflight operations, noting that the commission's proactive approach involves pre-emptive risk mitigation procedures such as civil-military coordination, regional cooperation, and aircraft fuel load adjustments to account for potential rerouting. Should risk levels escalate, CARC implements additional safety measures, including halting aircraft departures from Jordanian airports, rerouting flights through safer corridors, diverting inbound aircraft to nearby alternate airports, and enforcing partial or full closure of airspace, as necessary. In response to journalists' inquiries, Misto said that financial losses resulting from the crisis have not yet been assessed, noting that several Arab carriers resumed flights to Jordan as of Monday, reflecting growing confidence in the safety of Jordanian airspace.
