Muddy water supply in some Panchkula sectors despite repeated complaints

1 2 Panchkula: An 83-year-old retired deputy commandant from the defence sector has been running from pillar to post for over a year, trying to get his muddy water supply issue resolved, but despite all efforts, the problem remains unsolved. On Monday, Suresh Aggarwal, a resident of Sector 4 who lives with his wife, attended the Samdhaan Shivir chaired by deputy commissioner Monika Gupta and personally raised his long-standing issue of muddy water supply. However, even this effort failed to bring relief. Following the DC's instructions, a water supply worker inspected his house again, but by Wednesday, the problem persisted. He is still receiving muddy water. "We have two filters and get them serviced regularly, replacing old parts with new ones. Yet, we find so much mud in them. Water supply officials have visited my house multiple times, but the issue hasn't been resolved in over a year. Even approaching the DC didn't help," lamented the 83-year-old retired deputy commandant. Suresh Aggarwal is not alone in facing this ordeal. Subhash Chandra, a captain in the merchant navy and president of the Sector 2 residents' welfare society, shared a similar concern. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trade Bitcoin & Ethereum – No Wallet Needed! IC Markets Start Now Undo "For the past two months, residents here have been receiving muddy water. We contacted the junior engineer and other officials, but none could provide a satisfactory technical explanation. The problem continues to persist," he told TOI. "Although muddy water is present only during the first 10–15 minutes of both morning and evening supply times, just think about the amount of water wasted when all residents have to let it flow out. At a time when we talk about water conservation, the reality is quite the opposite," said the 68-year-old serving captain. Rakesh Aggarwal, president of Vikas Manch Panchkula and a resident of Sector 12, added, "Muddy water supply usually happens during repair work. But here, such maintenance is frequent, almost every month or two. The old tubewells often face issues like pipeline breakage or leakage. When repairs are carried out, muddy water continues for two to three days, causing inconvenience to residents." Previously, Sector 15 frequently reported dirty water supply, but residents say the situation there has improved for now. Meanwhile, Haryana Shehri Vikas Pradhikaran (HSVP) maintains that everything is under control. HSVP executive engineer Shamsher Singh Dhillon said, "There is no muddy water supply in Panchkula. If we receive any specific complaint, we address it promptly. In some cases, when we treat Bhakra water using fitkari (alum), and taps remain unused for a few days due to a closed house, muddy water may appear in old pipelines. " So far, residents of the trans-Ghaggar sectors have not reported muddy water issues. Their concern is low water supply.

Warrant against senior HSVP officials for delay in land compensation

Gurgaon: A city court on Tuesday directed police to issue a bailable warrant against Haryana Shehri Vikas Pradhikaran (HSVP) and its chief administrator after it failed to pay compensation to a landowner "for years despite a court order". Tired of too many ads? go ad free now An HSVP official, when contacted by TOI, said it will analyse the order and take "appropriate action after obtaining legal opinion". Additional district judge Jagdeep Singh passed the order on an execution petition filed by Nav Rattan Singh through his counsel Jagjeet Singh. Warrants were issued when HSVP repeatedly failed to pay the amount of the enhanced compensation of the acquired land, which was increased by Punjab and Haryana high court in 2017. The court — while passing the order due to payment delay in a case where Pradhikaran had acquired land — directed DCP (HQ) to execute the bailable order, failing which action would be initiated against the official. The court order said DCP (headquarters) shall ensure the execution of bailable warrants, failing which the officer shall have to appear in person on the next date of hearing to explain the reasons for non-execution of the warrant. "This court is left with no other option except to issue bailable warrants in the sum of Rs 10,000 each against the HSVP (Gurgaon) administrator and its chief administrator to be executed through the office of DCP (headquarters) before July 28," the order said. The court said a perusal of the record would reveal that the present execution petition was preferred way back in 2019 and to date, HSVP has not paid the compensation amount to the landowner. Tired of too many ads? go ad free now Jagmeet Singh, counsel for the petitioner, said the govt should devise a fair and transparent mechanism so that landowners are paid compensation in a timely manner. He said, "People oppose the acquisition of their land because they are not paid just and proper compensation within the prescribed time." Around half an acre of land belonging to Nav Rattan Singh, situated in the village of Daultabad (Gurgaon), was acquired for the construction of a master storm drain in 1998. However, the amount of enhanced compensation was not paid to the landowner by HSVP. Due to this, landowner Singh filed an execution petition before the district judge (Gurgaon) in 2019. Even after nearly six years of filing the execution petition, HSVP did not pay the amount.

Panchkula: Patwari caught taking ₹20k bribe

The anti-corruption bureau arrested a patwari, Rakesh Kumar, red-handed while reportedly accepting a bribe of ₹20,000 outside the Haryana Shahari Vikas Pradhikaran (HSVP) office in Sector-6 on Tuesday evening. ACB inspector Virender Kumar and his team laid a trap after receiving a complaint from Virender, a resident of Saketri, Panchkula, who mentioned that a piece of land registered in his and his four brothers' names in Saketri had been acquired by the HSVP in 2003. Dissatisfied with the initial compensation, they moved the high court which directed the respondents to enhance the amount. The file for this enhanced compensation had been pending with Rakesh Kumar. When the complainant met him, Rakesh Kumar allegedly demanded ₹25,000 from each of the five owners as bribe to process the file. The bribe amount was eventually negotiated down to ₹20,000. HSVP estate officer Manav Malik clarified that Rakesh Kumar was a contractual worker engaged through Haryana Kaushal Rojgar Nigam Limited and had been deputed to the survey branch of the HSVP, Panchkula, to assist with revenue-related matters. Malik said the department would conduct an internal review. The accused will be produced in a local court on Wednesday. A case under Section 7 of the Prevention of Corruption Act has been registered against him.
