Panchkula: Artist Shiv Singh's 86-yr-old widow alleges harassment by neighbours, moves HC
Alleging continued harassment by neighbours on the second-floor of her residence despite an FIR lodged against them in April this year, Gisela Singh, the 86-year-old widow of renowned artist Shiv Singh, has moved a petition in the Punjab and Haryana high court, seeking directions to the police to take action against the couple. Gisela Singh (HT Photo) The complainant had moved into the property, a ground floor apartment in Mansa Devi Complex, Sector 6, with her son, aged 50, in December 2023. Her husband, Shiv Singh, an acclaimed Indian sculptor, painter, and designer, and one of the founder members of Loose Group of artists and the Punjab Lalit Kala Akademi, had passed away in 2015. The complainant alleged that the couple living on the second floor had illegally constructed on the common rooftop, diverting their bathroom sewage into storm water pipes, causing an 'unbearable stink' on her property. She further alleged that her family is unable to set up a gallery in Shiv Singh's memory in the basement due to the couple's harassment. Due to this, Shiv Singh's artwork has remained packed in boxes for a year-and-a-half. Gisela further says she is unable to walk freely outside the house as she feels threatened by the couple. Alleges verbal abuse, littering by couple Gisela says the couple's acts of harassment include verbal abuse, throwing children's used diapers in verandah daily, throwing eggs on her car's windscreen, blocking her entry and exit by parking vehicles in front of her gate and placing a child's toy car in front of her main door, iIllegally using her water connection to wash their cars. Despite an FIR being registered on April 23 against them under Section 126(3) (wrongful restrain), 324(3) (mischief), 351(2) (criminal intimidation), 79 (insulting the modesty of a woman) of the Bharatiya Nyaya Sanhita following her initial HC petition this year, Gisela claims the harassment has continued. She alleges the couple habitually cuts off her water supply, spills water onto her floor, and prevents her repairmen from accessing the rooftop to fix AC compressors or water tank leakages. All these incidents, she says, are recorded on closed-circuit television (CCTV) cameras installed by them. When contacted, Sahil Garg, the accused in the FIR and owner of the second floor, said he had no issue with the ground floor owner and that they have filed false complaints against him and his wife. He added, 'We have never even spoken to them.' Gisela states that her complaints to the Haryana Shehri Vikas Pradhikaran (HSVP), Panchkula sub-divisional magistrate, and police authorities have been met with 'total apathy', with some authorities reportedly refusing to even register her complaints. Her fresh petition, filed through counsel Sameer Sachdev, names the state of Haryana, top police officials, the SDM, HSVP officers, and the second-floor residents, Sahil Garg and his wife, as respondents. She seeks directives for prompt action on her complaints from April, May, and June, and an interim order to prevent the couple from deliberately causing water seepage and to ensure her and her repairmen's access to the rooftop. The house in Sector-6 is divided into independently registered floors. Gisela owns the basement and ground floor. The first floor is occupied by a retired army officer and his wife. The army man is bedridden and his wife had also filed a police complaint against Garg, citing his rude behavior, refusal to allow workers on the roof for repairs, blocking her main entrance, and non-payment of water and lift electricity bills. Previous HC proceedings In a case filed earlier this year, the HC had directed the Panchkula police commissioner to file an affidavit and the estate officer, HSVP, to inspect the property for illegal constructions. While an affidavit and report were filed, and an FIR registered, the case was dismissed as withdrawn on May 19, 2025, with HSVP stating that 'appropriate orders will be passed as per law'.

Enforcement agencies initiate action to nab accused in HSVP scam who fled to Canada
Chandigarh: In yet another attempt to apprehend more key players in the Rs 68 crore funds diversion scam of HSVP, the enforcement agencies, namely the Haryana Vigilance and Anti-Corruption Bureau (HVACB) and the Directorate of Enforcement, have initiated proceedings against a former manager of a nationalised bank and a businessman from Panchkula. Tired of too many ads? go ad free now While the anti-corruption bureau has initiated proceedings for the issuance of a lookout circular against Kulvir Singh and the businessman Sanjeev Bindal, the ED has simultaneously moved the special PMLA court for the issuance of open-ended non-bailable warrants against the accused. Sources informed that the move against the two accused comes after it was established that they escaped to Canada after the registration of the case by the Haryana police last year. According to information, Sanjeev Bindal and Kulveer Singh facilitated the main accused, the former senior accounts officer (SAO) of HSVP, Sunil Bansal, and Ram Niwas Surjakhera, the former MLA, and opened a secret bank account in the Manimajra branch of Punjab National Bank to transfer the amount of Rs 69 crore. From there, the funds were transferred into personal accounts maintained in various branches of a private bank, and the accused are believed to have withdrawn cash from there to procure their assets. "We are working in close coordination with the ED to ensure that each and every penny of govt funds is recovered and those involved are punished by the law of the land. We are in the advanced stage of the LOC process," said a senior official supervising the investigations in HVACB. In a related development, the PMLA court has also fixed Tuesday as the next date of hearing in an application moved by the defence counsel engaged by accused Sanjeev Bindal after the federal agency moved the application for open-ended warrants against him as well as Kulvir Singh. The properties include residential bungalows in Panchkula, commercial space in the industrial area of Derabassi, and nearly a dozen residential flats in a newly carved-out multi-storey housing project in Derabassi. The cause of action dates back to March 2023 when the bureau registered the case into the alleged scam. Consequently, the ED also registered the enforcement complaint information report (ECIR) and arrested Sunil Bansal and Ram Niwas Surjakhera. Following this, the two agencies made six to eight more arrests.

Swachh Survekshan 2024: After dismal 219 rank, Panchkula turns to Indore to clean up its act
Following a decline in the Swachh Survekshan 2024 ranking, the Panchkula municipal corporation (MC) is set to implement cleanliness models of Indore and of four other top-performing urban cities in the country. A senior MC officer confirmed that detailed reports from these cities have been requested to guide their new strategies. An MC official acknowledged that data collection for the assessment was flawed, with public questionnaires on cleanliness not accurately recorded. The MC is currently awaiting its detailed score breakdown from the Swachh Survekshan assessment to pinpoint specific areas for improvement. An MC official acknowledged that data collection for the assessment was flawed, with public questionnaires on cleanliness not accurately recorded. 'A significant 1,200 marks were directly deducted due to the absence of a waste-processing plant. Insufficient social media publicity for Swachh Survekshan also contributed to the low score,' the MC official added. Swachh Survekshan 2024: After dismal 219 rank, Panchkula turns to Indore to clean up its act Despite the numerical drop, an officer offered a nuanced perspective. The officer explained that in 2023, the city competed against 446 cities in the 1-3 lakh population category. This year, it was in the 50,000-3 lakh population category with 824 competing cities. Despite this increased competition, Panchkula secured 10% more marks (8,008 out of 12,500) compared to last year's 5,224 out of 9,500, suggesting an underlying improvement in performance. Major setback in waste collection and processing In the Swachh Survekshan, Panchkula had major setbacks under various categories. Report shows that door-to-door waste collection sharply fell from 99% in 2023 to 61% in 2024 and source segregation in the city plunged from 61% to just 20%. Waste processing efficiency also plummeted from 98% to 51%. Public toilet cleanliness declined from a perfect 100% to 50%. Cleanliness of residential areas also saw a slight dip from 99% to 88%. Raising his concerns, SK Nayar, president of the Citizens' Welfare Association, criticised the MC's waste management. He stated that the door-to-door garbage collection service is unsatisfactory and doesn't cater to the needs of vulnerable groups like seniors, patients, and those residing on upper floors. Nayar highlighted that MC staff often mix segregated waste, undermining residents' efforts. He further expressed alarm over the condition of public toilets in markets and parks, describing them as frequently locked, dirty, broken, or lacking water. HSVP asks MC to take over cleanliness of more sectors In a related development, the Haryana Shehari Vikas Pradhikaran (HSVP) has formally requested the MC commissioner to accommodate its 32 employees and assume responsibility for the cleanliness of additional sectors, including those in the trans-Ghaggar area, Sector 31, and the MDC area. If the MC accepts this proposal, it could expand its cleanliness coverage. Presently, the sanitation work in these sectors is handled by HSVP. City ready for monsoon with cleaned drains, improved roads The Panchkula Metropolitan Development Authority (PMDA) has announced comprehensive measures to tackle monsoon waterlogging and enhance city infrastructure. PMDA CEO K Makarand Pandurang stated that all city drains have been thoroughly cleaned, including major stormwater channels and roadside drains. He said that significant progress has also been made on road repairs, with 28 out of 32 sanctioned outer roads covering 21.72 km already completed. Additionally, a master plan for the city's entire rainwater drainage system is underway, and projects to upgrade 11 major parks and 19 green belts with new amenities are progressing. The PMDA has approved projects worth ₹251.17 crore for these various initiatives.

ACB busts land scam, 4 nayab tehsildars & patwari among officials charged with corruption
Gurgaon: The Anti-Corruption Bureau (ACB) has uncovered a scam involving fraudulent sale of prime govt land, implicating four nayab tehsildars and HSVP officials among others. The 1.5-acre prime land, situated near Hero Honda Chowk and earmarked for developing Industrial Sector 37 and widening Badshapur drain, was allegedly sold by a DLF-1 resident identified as Rakesh Batra in collusion with four nayab tehsildars of Kadipur tehsil, a patwari and HSVP officials. The revenue officials involved have also been accused of causing financial losses to the exchequer by collecting lower stamp duties. The scam came to light when Praveen Rao, a resident of Rewari, filed a complaint with ACB in May 2024, supported by documents. He alleged that in 2022, Batra in collusion with officials and employees of MCG, Kadipur tehsil and HSVP illegally subdivided and sold land that had been acquired by HSVP for development projects. Batra, who owned the adjacent land, sold more plots than he legally possessed, effectively selling property belonging to HSVP, formerly known as HUDA. The land was acquired by the govt agency in Khandsa, Kadipur and Naharpur in 1988 for developing the sector. Approximately 3 acres of Batra's nearly 4-acre landholding were included in this acquisition. Batra challenged the acquisition in Punjab and Haryana high court in 1990, but the court dismissed the petition in 2001, and the land was subsequently handed over to HSVP. By 2004, he had secured the CLU in the name of Shanti Ispat Ltd for 26,771 square yards of land. However, according to revenue records, after the 2001 land acquisition, he only had 22,365 square yards remaining. Batra managed to obtain a CLU for an additional 4,406.25 square yards by misleading HSVP and DTCP. In 2009, HSVP acquired another half acres of Batra's remaining land in Khandsa for widening of the Badshapur drain. In collusion with naib tehsildars from Kadipur tehsil, Batra subdivided approximately 5 acres of land into 22 plots and sold them to various people through eight registries, according an ACB officer. Also, seven different parts, totaling 11,759 square yards, were transferred to his brother Pawan Batra and son Aman Batra. According to regulations, a plot with change of land use can't be subdivided and sold. Batra sold most of the plots allegedly to the family of Gulshan Kumar, a HSVP senior. Kumar purchased plots in his wife Vandana's name and registered two deeds. In total, Batra transferred and registered 25,102 square yards of land, effectively selling 7,712 square yards of HSVP's land. HSVP's estate officer-1 became aware of Batra's activities and wrote to the Kadipur tehsildar in April 2022, highlighting that attempts were being made to sell HSVP-acquired land. The letter emphasised that the land was part of a govt-approved development plan and requested that registration of sale deeds for this land should not occur without a No- Objection Certificate (NOC) from the district town planner and HSVP. The letter also stated that HSVP should be informed if any sale deed was executed. Despite these warnings, approximately 7,712 square yards of HSVP land were divided into eight plots and sold without obtaining the NOC. The property ID of the adjacent land owned by Batra was used to execute the sale deeds. "The naib tehsildar of Kadipur didn't adhere to the circle rate while registering the deeds and collected the stamp duty at a rate of Rs 10,000 per square yard. As a result, the revenue department suffered a loss of Rs 1.6 crore in stamp duty for registering these eight deeds. According to the town planner's report, no NOC was taken before registering the plots," said the ACB official, adding that following an investigation, all allegations were found to be true, and a case was registered under sections 120B, 218, 409, and 420 of IPC and Section 13 of the Prevention of Corruption Act at the bureau's Gurgaon office against Batra, nayab tehsildars Satish Kumar, Parush Pahal, Neha and Akhtar Hussain, patwari Suratmal and Gulshan Kumar from the revenue office among others.
