Noida blacklists agency for Golf Course construction work delay
NOIDA: The Noida authority has blacklisted an agency, engaged in development of the International Golf Course in Sector 151A, for delaying the project work and also failing to carry out the developmental work as per the requisite norms, officials said on Tuesday. The agency failed to expedite the work despite repeated notices and subsequent reminders about the delay in work. (Sunil Ghosh/HT Archives) The authority has decided to finalise another contractor to complete the project, with about 30% of the work yet to be completed, they added. The step followed Noida authority's chief executive officer Lokesh M last week conducting a site inspection in Sector 151A last week, and pulling up the agency staff for delay, and violation of the construction guidelines. 'The authority has decided to seize the security amount of this agency named Kashyapi Infrastructure Private Limited, and also put it in the blacklist category because it failed to complete the work as per the fixed timelines, and also failed to carry out the work as per the agreement. Now as a punishment, this agency cannot work in Noida projects for the next two years for its negligence,' said Vijay Rawal, deputy general manager of Noida's authority's civil department. The agency failed to expedite the work despite repeated notices and subsequent reminders about the delay in work, Rawal added. To be sure, in the notice, the authority said that the work start date for the Golf Course was July 1, 2021, and completion date June 30, 2022 according to the tender timelines. Due to the hurdles and challenges at the construction site, the Noida authority said that it gave additional time to the agency for work completion, with the last deadline being June 30. However, the agency failed to complete it on fixed timelines, prompting the civil department to blacklist it. The authority, on June 10, had issued the last show-cause notice to the agency. On June 24, the agency replied to the show-cause notice and gave some reasons for the delay at the site. 'The reasons given in the reply by the agency were baseless and untrue. Therefore, the authority took action against the agency,' said Rawal. Noida authority is constructing an 18-hole golf course in Sector 151A along the Noida-Greater Noida Expressway. It has already completed administrative and cafeteria structures, and now it is to finish the landscaping process, requiring closure of the old road passing through the project. According to officials, during its 198th board meeting in February 2020, the authority approved a tentative budget of ₹90 crore for the development of the golf course at Sector 151A. The project encompasses a 90-acre golf course, a 20-acre adventure sports facility, and a 10-acre heliport. The agency was not available for a comment despite HT's repeated attempts.

Greater Noida brings OTS scheme for plot owners
GREATER NOIDA: The Greater Noida authority during a board meeting held on Tuesday approved a one-time settlement (OTS) scheme for allottees of multi-storey flats, measuring up to 121 square metres, including economically weaker section (EWS), low income group (LIG), and middle income group (MIG) categories. To boost the city's flood preparedness, the board also approved building a regulator on the Aimanabad Bandh. (Sunil Ghosh/HT Archives) 'The scheme offers relief on interest and late fee dues on unpaid premiums and lease deeds. An estimated 2,000 flat buyers stand to benefit. Many of them have faced delays in executing lease deeds due to mounting dues,' said the authority's chief executive officer Ravi Kumar NG. The scheme will remain effective until December 31. The initiative will help expedite lease registrations and resolve long-pending cases. A formal office order with implementation details will be issued shortly, said officials. Meanwhile, the board meeting, presided over by Uttar Pradesh chief secretary and authority's chairman Manoj Kumar Singh via video conferencing, took a series of important decisions to address civic needs and infrastructure gaps. The discussed issues included the homebuyers, flood safety, and housing for airport security personnel among others. To boost the city's flood preparedness, the board also approved building a regulator on the Aimanabad Bandh. This regulator is designed to prevent Hindon River floodwaters from entering populated areas of Greater Noida during heavy rains. It will also help prevent erosion in areas around the Bisrakh drain, said officials. The Irrigation Department will carry out the construction, while the Greater Noida authority will fund the project with ₹10.56 crore. The funds will be released soon to begin the tender process, they added. To support the upcoming Noida International Airport, the authority also approved a proposal to provide rental housing for Central Industrial Security Force (CISF) personnel deployed for airport security. A total of 467 vacant flats in Sector Omicron 1A, falling under the MIG and LIG categories, will be allocated for this purpose. The move aims to ensure accessible, secure accommodation for CISF staff working at the strategically significant airport, said officials.

Uttar Pradesh: Traffic curbs, diversions announced in Noida ahead of Kanwar Yatra
Noida: To ensure a safe passage of Kanwar pilgrims, who will use a 4 km stretch between July 11 and 25, the Noida Police have held meetings with different departments including power, and health departments, and Noida authority, besides holding discussions with DJ operators and event organisers, officials said on Thursday. DJ operators and event organisers during a meeting were also advised to follow prescribed guidelines. To be sure, in Noida, pilgrims will enter through Mayur Vihar, pass by the Shani Temple and Okhla Bird Sanctuary, and exit at Kalindi Kunj, covering a route of approximately four kilometres within the city. The health department is set to provide eight ambulances and set up medical camps. These camps will be staffed with 16 doctors, 16 pharmacists, and 16 ward boys with necessary medicines, they said. In coordination with the power department, more than 600 electric poles and 50 transformers have been insulated to avoid any untoward incidents, they added. Meanwhile, DJ operators and event organisers during a meeting were also advised to follow prescribed guidelines. Officials said an additional police force comprising traffic police, city police, and the Provincial Armed Constabulary (PAC) will be deployed to ensure safety. Additionally, a control room has been established near Sector 14A to monitor the situation through CCTV cameras, it added. On traffic diversions, deputy commissioner of police (traffic) Lakhan Singh Yadav said that the movement of goods carriers on city roads will be restricted from 10pm on July 11 until July 25 for safety reasons. 'They will be diverted to the Noida-Greater Noida Expressway and the Eastern Peripheral Expressway for those heading towards Delhi and Haryana. Such vehicles will be stopped on major routes including the Elevated Road, DND Flyway, and Kalindi Kunj. The vehicular movement from Chilla red light to Okhla Bird Sanctuary via the Shani Temple will be entirely prohibited,' he added. Police have also warned of action against anyone found spreading fake news or attempting to create panic on social media related to the pilgrimage.

Noida authority to hold registration camp for industrial units on Tuesday
NOIDA: The Noida authority will organise a camp on Wednesday to facilitate industrial units, which need to get functional certificates made, registration done and other papers made, officials said on Tuesday. there are about 10,000 units operating in the jurisdiction of Noida authority areas, which significantly contribute to boost not only the state's but also the country's economy, said Noida authority's chief executive officer (CEO) Lokesh M. (Sunil Ghosh/HT Archives) The step comes after the authority's survey established that many units are yet to obtain functional certificates and other requisite no objection certificates (NOCs). Currently, there are about 10,000 units operating in the jurisdiction of Noida authority areas, which significantly contribute to boost not only the state's but also the country's economy, said Noida authority's chief executive officer (CEO) Lokesh M. 'The authority conducted survey in some sectors to continuously monitor the operational status of these units and to gather information about the difficulties they are facing at various levels, as well as their resolution. It was revealed that many units are operational on-site but have not received a certificate of operational status from the authority,' the CEO added. The survey further revealed that there are also some units, which are operational, but not registered under the Factory Act or the Shop Act. 'Perhaps due to a lack of information, many production units have neither obtained a certificate of operational status from the authority nor registered under the Factory Act or the Shop Act. Thus, a special camp has been organised at the N.E.A.(Noida Entrepreneurs Association) office on Wednesday (July 9) from 2 to 5pm for the convenience of all entrepreneurs,' said officials. NEA president Vipin Malhan said the move is welcome and it will help the entrepreneurs. 'As the Noida authority and other officials will be available at the camp, the entrepreneurs will easily get their papers done,' he added.

Yeida instructs plot owners to expedite work on their units
GREATER NOIDA: The Yamuna Expressway Industrial Development Authority (Yeida) has asked plot owners in the Medical Device Park to submit a 'work plan' about completing the building before they initiate operations, officials said on Thursday. Yeida, the CEO said, has sought a flow chart from the plot owners specifying the exact date of start of work at the site, date, when they will build the plinth area. (Sunil Ghosh/HT Archives) The instructions to plot owners came during a site inspection by Yeida chief executive officer RK Singh along with the staff in Sector 28. The park spread over 350-acre is located in this sector, and is near the upcoming Noida International Airport. Notably, the central government has directed Yeida to complete the common facilities work inside this project by January-end, 2026, said officials, adding that the project is funded by Uttar Pradesh, and the central government to boost manufacturing of the medical device equipment in this region since the project can create employment. 'We have already completed at least 85% of the basic civic amenities including roads, drainage, sewer lines, parks and electricity among other work, and the remaining work will be completed at the earliest, said Yeida chief executive officer (CEO) RK Singh. He said the common scientific facilities (CSFs) housing 13 specialised labs, including IoMT (internet of medical things) and AI/ML(artificial intelligence and machine learning) computing, sensor testing, digital display zones, electronic assembly, common tooling rooms, bio-material testing, and a gamma irradiation zone (a designated area where materials are exposed to gamma radiation, typically for sterilisation, modification of material properties, or research purposes) have already been built as per the Centre's directions so that the manufacturers can use the same. 'Now, the key aspect is that the owners of these plots first build premises, and then start operations as per the timelines without any delay,' the CEO added. Yeida, the CEO said, has sought a flow chart from the plot owners specifying the exact date of start of work at the site, date, when they will build the plinth area, time of making roof, and then when they will seek completion certificate. 'We want them to build the buildings at the earliest and then start operations so that they can use the common scientific facilities already created in this mega project. If they do not build projects and start operations, the common facilities will remain unused,' he added. The project, with an estimated cost of ₹440 crore, has so far seen allotment of 89 plots to different firms. To be sure, more than 200 plots are planned in the park. Among the 89 companies allotted plots, one will produce cancer care equipment, 13 will focus on radiology devices, 31 will manufacture anaesthesia equipment, 23 will make implants, and 21 will produce in-vitro diagnostic (IVD) products. Of the total project cost, ₹100 crore has been provided by the Centre. This amount has been used to construct an administrative building — now complete—and to develop seven common scientific facilities that house 13 laboratories.
