RCB, KSCA must pay ₹1 crore each to stampede victims' families, says Karnataka Minister

Karnataka's Women and Child Development Minister Laxmi Hebbalkar on Friday called on the Karnataka State Cricket Association (KSCA) and Royal Challengers Bengaluru (RCB) to provide ₹1 crore each as compensation to the families of those who lost their lives in the stampede outside M Chinnaswamy Stadium earlier this week, Deccan Herald reported. According to the report, speaking to reporters, Hebbalkar said she was deeply affected by the deaths, describing the tragedy as a 'heart-wrenching' incident. 'It is extremely unfortunate that 11 people lost their lives during the celebrations. KSCA and RCB must step up and support the victims' families with meaningful compensation,' she said. Watch) The stampede occurred on Wednesday evening when a massive crowd gathered outside the stadium to catch a glimpse of the IPL-winning RCB team. Poor crowd control and confusion over entry procedures reportedly contributed to the chaos, leaving over 50 injured in addition to the fatalities. Hebbalkar also took aim at opposition parties, accusing them of politicising the tragedy. 'The opposition is trying to mislead the public. Instead of turning this into a political slugfest, we must focus on understanding the root causes and ensuring such an incident is never repeated,' she said, adding that Congress leaders would respond appropriately to the allegations being made. Police have arrested and questioned several individuals, including RCB's marketing head and officials from the event management firm DNA Entertainment. Belagavi: Women and child development minister Laxmi Hebbalkar asserted on Tuesday that the credit for planning and securing funds for the development of the historic Yellamma Temple in Savadatti rightfully belongs to tourism minister HK Patil, not to Belagavi MP and former chief minister Jagadish Shettar. Addressing media persons at her residence in Belagavi, Hebbalkar criticised Shettar's recent claims. "Shettar was once the chief minister. Does he not understand basic procedure? Can someone simply write a letter after becoming an MP and expect hundreds of crores to be sanctioned? That's not how governance works," she said. Taking a sharp dig, she added, "If he truly had the capability, let him bring funds and develop other temples in the district. " Hebbalkar emphasised that HK Patil, whose family deity is the presiding goddess of Savadatti, took a personal and professional initiative in the temple's development. "He prepared a comprehensive plan, submitted it to the central govt, and worked tirelessly to ensure its approval. The credit should go entirely to him," she clarified. Support Mahadayi Project On the ongoing opposition to the Mahadayi drinking water project by environmental groups, Hebbalkar appealed for cooperation. "This project has reached a decisive stage after years of struggle. It is crucial for drinking water access, for both people and livestock. I urge environmentalists not to obstruct it," she said. When asked about allegations that the protests were backed by Goa, Hebbalkar responded, "I'm not aware of that and won't comment on matters I don't know." No link between Mrinal Sugars and Hidkal water diversion Responding to controversy surrounding the diversion of water from the Hidkal reservoir to the Dharwad industrial area, Hebbalkar categorically denied any involvement of her company, Mrinal Sugars. "There's a deliberate attempt to blame me for every issue in Belagavi. I have no idea who is transporting water from Hidkal or why. Our sugar factory does not need this water. We have a stream nearby and sufficient borewells. We are self-sufficient," she said. She further clarified that the project has not come before the state cabinet. "We haven't approved it. Even the district minister, Satish Jarkiholi, has already clarified this. I'll respond after discussing it with him," she added. 'Kamal Should apologise' Commenting on actor Kamal Haasan's controversial remarks about the Kannada language, Hebbalkar said the issue could be resolved with a simple apology. "Kannadigas are large-hearted and forgiving. If Kamal Haasan apologises, this can be put to rest. As a senior public figure, he should not prolong the controversy unnecessarily," she stated.

The Supreme Court on Monday stayed the criminal proceedings against Karnataka MLC and Bharatiya Janata Party CT Ravi in a case related to the allegedly derogatory remarks he made about Congress minister Laxmi Hebbalkar in the state Assembly, Live Law reported. A bench of Justices MM Sundresh and Rajesh Bindal was hearing a petition against a May 2 order of the Karnataka High Court, which refused to quash the criminal case against the BJP leader. On December 19, Hebbalkar, the state women and child development minister, accused Ravi of repeatedly calling Congress leader Rahul Gandhi a 'drug addict' amid ruckus in the Karnataka Assembly. In response, Hebbalkar called Ravi a 'murderer', referring to his alleged involvement in a 2019 road rage incident. This led the BJP leader to use an alleged sexually derogatory slur against her, escalating the chaos on the floor of the House. Hebbalkar filed the first information report against Ravi. He was booked under provisions of the Bharatiya Nyaya Sanhita related to sexual harassment and outraging the modesty of a woman through words, gestures or actions. On Monday, the Supreme Court issued notice in the matter and stayed the proceedings in the trial court, Live Law reported. In his petition, Ravi said that his statements were made during the parliamentary proceedings in the Legislative Council in December and was hence protected under the immunity granted to MPs during their conduct in the House, according to Live Law. The petition added that provisions under the Civil Procedure Code also barred the arrest of members during parliamentary sessions and for up to 40 days after the sessions, PTI reported. Ravi was arrested in Belagavi on the evening of December 19 and granted bail two days later.

The Karnataka high court on Friday refused to quash the criminal case against Bharatiya Janata Party (BJP) MLC CT Ravi, who was booked by the Belgavi police last year for allegedly making an obscene remark against state women and child development minister Laxmi Hebbalkar on the floor of the legislative council. Justice M Nagaprasanna rejected Ravi's petition seeking quashing of the FIR after holding that the BJP leader was not entitled to any legislative immunity for comments that had nothing to do with his legislative duties. Ravi had moved the court seeking quashing of the FIR against him since he is entitled to 'blanket immunity' available to MLAs under Article 194(2) of the Constitution. Senior counsel Prabhuling Navadgi, who appeared for Ravi, told the court that the alleged remarks made by the BJP leader cannot be investigated by police or any other external agency since the incident had occurred on the floor of the House and the speaker of the state legislative council had already taken cognisance of the issue. The high court, however, rejected such defence in its order. His words clearly amounted to an offence under Sections 75 and 79 of the BNS that pertain to sexual harassment and outraging a woman's modesty, respectively. 'The alleged words that the petitioner (Ravi) has uttered... undoubtedly forms the ingredient of both Sections 75 and 79 of the BNS. Whether such word spoken is immune from any action. The unequivocal and emphatic answer is, a NO,' the court said. Saying that his remarks had no nexus to the transaction of business in the House, justice Nagaprasanna added, 'No Nexus; No Privilege.' The FIR against Ravi was registered on December 19 last year for his comments made against Hebbalkar on the floor of the legislative council when the House was adjourned following commotion over Union home minister Amit Shah's remarks on BR Ambedkar. Ravi allegedly used obscene words against Hebbalkar after the latter objected to his sloganeering. The BJP leader was arrested soon after, following a complaint by Hebbalkar's personal assistant. However, Ravi was released from custody after the high court questioned the need for such arrest and granted him interim bail just a day after his arrest.

Justice M Nagaprasanna dismissed Ravi's petition seeking to quash the FIR, ruling that the BJP leader was not entitled to any legislative immunity for comments unrelated to his legislative duties. Ravi had moved the court seeking quashing of the FIR, arguing that he was entitled to the 'blanket immunity' granted to members of the legislative assembly (MLAs) under Article 194(2) of the Constitution.
