Telangana government sets up committee to probe violations at private IVF clinics and fertility centres

The Telangana government has constituted a committee to investigate violations of statutory provisions and ethical norms at private in-vitro fertilisation (IVF) clinics and fertility centres across the State. The move comes after the Hyderabad City Police busted a baby-selling racket at Universal Srushti Fertility Centre, Secunderabad recently. A Government Order (GO) issued by the Health Secretary Christina Z. Chongthu on Saturday, August 2 stated that numerous clinics were flouting established ethical guidelines in contravention of the Assisted Reproductive Technology (Regulation) Act, 2021, and the Surrogacy (Regulation) Act, 2021, failing to adhere to mandatory registration requirements, and lacking transparency in procedures such as gamete donation, embryo transfer, and surrogacy arrangements. The committee, formed under the supervision of the Commissioner of Health and Family Welfare, will comprise the Commissioner herself, the Chief Executive Officer of the Rajiv Aarogyasri Health Care Trust (RAHCT), and the Director of Medical Education (DME). Its mandate is to conduct comprehensive inspections of all private IVF clinics and fertility centres in Telangana, ensuring strict adherence to legal, clinical, and ethical standards in reproductive medical services, the GO said. The order directs the committee to scrutinise whether clinics are violating provisions of the ART and Surrogacy Acts by examining their functioning, patient consent processes, sourcing of gametes, and maintenance of procedural documentation. The committee is also tasked with analysing prior complaints, first information reports (FIRs), and departmental actions against erring clinics to assess the scale of the violations and the number of affected individuals, including oocyte and sperm donors, surrogates, and commissioning couples. The committee will also investigate any possible role or inaction of public officials or regulatory bodies, such as the Medical Council, in enabling these violations. Additionally, it has been asked to evaluate the adequacy of existing regulatory frameworks and suggest measures to prevent recurrence of such incidents. A detailed report with specific findings and recommendations is to be submitted to the government within 10 days. The committee may also summon officials or experts to provide information or evidence relevant to the inquiry.

Hyderabad: The Hyderabad City Police along with the Child Welfare Committee successfully conducted Operation Muskaan XI in the month of July and rescued a total of 1,247 children, including 560 from other states across India. The operation was conducted including the departments - Labour Department, Department of Women and Child Welfare, Child Line, Anti-Human Trafficking Unit (AHTU), Juvenile Bureau (JB) Unit, and various NGOs from July 1 to July 31. This intensive month-long operation was aimed at identifying and rescuing children involved in child labour, begging and those found in vulnerable conditions on streets and other unsafe environments. According to the police, a total of 28 dedicated divisional teams were constituted across the city for this special drive. These teams carried out inspections and rescue operations at various commercial establishments, traffic junctions, bus stations, railway stations, construction sites, and other suspected locations. The teams worked round the clock and displayed exceptional commitment in safeguarding the rights and dignity of children. Viswaprasad, Addl. CP Crimes said 'In the operation, a total of 1,247 children were rescued, including 1,173 boys and 74 girls. Among these rescued children, 673 belong to Telangana State, while 560 were identified as hailing from other states across India.' He said, notably, 14 children were found to be from Nepal. To ensure stringent legal action against the perpetrators, the police have registered 55 FIRs in various police stations against employers who were found engaging children in illegal labour practices. Furthermore, 939 cases under the Minimum Wages Act have been booked and fine an amount of Rs 47,75,921 against erring employers. Under the direct supervision of Viswaprasad IPS, Addl. CP Crimes, we conducted a coordination meeting with all stakeholders at the outset of Operation Muskaan XI, followed by a follow-up video conference with 28 divisional teams. This initiative motivated the teams to perform effectively and contributed to the success of Operation Muskaan XI.

Hyderabad: Hyderabad City Police with the support of the Medical and Health department busted an illegal surrogacy and baby selling racket. Police arrested eight persons, including the doctor and owner of Universal Srushti Fertility Centre in Hyderabad and Andhra Pradesh. The arrested persons were Dr Athaluri Namratha Pachipala (64), owner of Universal Srushti Fertility Centre, and associates Pachipala Jayanth Krishna (25), C Kalyani Atchayyamma (40), working as Manager at the centre, Gollamandala Chenna Rao (37), Lab Technician & Embryologist, Nargula Sadanandam (41), Anesthesia Specialist and working doctor in Gandhi Hospital, Dhanasri Santoshi (38), Mohammed Ali Adik (38), and Nasreen Begum (25), all three native of Assam. According to police, the complainant couple approached Universal Srushti Fertility Centre located in Gopalapuram in August 2024 for fertility and IVF consultation. There they met Dr Namrata who after conducting fertility related tests advised them to go for surrogacy. The couple was directed to another branch of the clinic at Visakhapatnam for collection of specimens and were told that the surrogate will be arranged by the clinic and the embryo would be transplanted to the surrogate. 'Over the course of 9 months, the couple made several payments to the clinic and updates as to the baby's health were given by the clinic. In June 2025, the complainant was informed that the surrogate had delivered a baby boy via C-section in Visakhapatnam and that they should pay extra amount for the delivery charges and collect the baby from Visakhapatnam,' said S Rashmi Perumal, DCP North Zone. The DCP said the complainant reached Vizag and the baby boy was handed over to her along with documentation which showed registration of the child as having been born to the couple themselves, creating a false birth certificate document. 'Overall, the clinic took over Rs 35 lakhs from the couple as consultation charges for the procedures. Later, the couple went in for a DNA test which revealed that the child's DNA did not match theirs at all. They tried to get in touch with the clinic, but they were refused any documentation and were threatened, which prompted them to approach the police,' said the DCP. Rashmi said that in an inquiry it was revealed that the main accused, Dr Namratha was conducting a large-scale illegal surrogacy and fertility scam. She began medical practice in 1995 and transitioned into fertility and IVF services from 1998. Over the years, she expanded into unethical and illegal practices, collecting Rs 20 – Rs 30 lakh from each client under false promises. 'She, along with associates, targeted vulnerable women, particularly those seeking abortions and lured them into continuing pregnancies in exchange for money. These newborns were then passed off as children conceived through surrogacy, misleading clients into believing the babies were biologically theirs.' The original parents of the baby were identified (native of Assam and living in Hyderabad) and the delivery was planned at Vizag. After taking the baby, a paltry sum was handed over to them and the couple was sent back to Hyderabad. On charges of baby selling, the original parents were also tracked and arrested. A simultaneous raid was planned at Hyderabad and Vizag clinics, which led to several arrests. With the help of the medical department, the clinic at Gopalapuram was seized and large-scale equipment was found at the area which substantiated the facts that the accused was conducting IVF treatments, creating live embryos, doing real medical procedures without any proper license. Gopalapuram police seized medical equipment and medicines being used at the clinic, mobile phones and digital devices, case records and surrogacy documents seized with help from Medical and Health Department officials. More than 10 cases have been registered previously so far. Police said the investigation is ongoing, and further legal action is being pursued. The Medical and Health Department had cancelled the registration of the fertility clinic previously, but the accused continued to operate the place from the building and put the name of another certified doctor Dr. Suri Shrimati on the official letter pads of the clinic.

The Hyderabad City Police's SHE teams caught 478 individuals for misbehaving with women at key temple locations across the city during the recent Bonalu and Moharram action was taken as part of the enforcement drive during celebrations at Golconda Bonalu, Balkampet Yellamma Temple, and Secunderabad Ujjaini Mahankali Temple. Those apprehended included 386 adults and 92 enhance security during the festive period, 14 SHE teams were deployed across major congregation points. The teams took preventive and responsive measures against incidents of harassment and misbehaviour. According to the Women Safety Wing, 288 individuals were let off with warnings but four were booked under petty cases, resulting in fines totalling Rs 1,050. Five cases ended in convictions with one offender receiving a jail sentence and fine. A shocking incident of mass molestation has been reported from Hyderabad during the Bonalu and Muharram festival processions. A total of 478 men, including 92 minors, were caught molesting women in the crowds. The action was taken by the city's She Teams, deployed to ensure women's safety at major congregation zones, including Golconda and the Balkampet Yelamma temple. According to a reporter on the ground, "The She Team, that is working for the safety of women, have witnessed 478 men behaving with women and they have been caught by the She Team." Following the incidents, 8 FIRs have been registered, while 288 individuals were warned and let off. The Hyderabad City Police are now conducting awareness programs and monitoring such gatherings.
