Parliament's Portfolio Committees on Police and Justice propose forming an ad hoc committee to urgently investigate allegations against the KwaZulu-Natal SAPS Provincial Commissioner, ensuring swift oversight and protecting the justice system's integrity. The Chairperson of the Portfolio Committee on Police and the Chairperson of the Portfolio Committee on Justice and Constitutional Development, in a joint meeting, said that an ad hoc committee is the most appropriate mechanism to investigate allegations made by the South African Police Service (Saps) KwaZulu-Natal Provincial Commissioner, Lieutenant-General Nhlanhla Mkwanazi. As per the directive from the Speaker, the two committees will recommend to the National Assembly (NA) that an ad hoc committee be established to consider the matter. The committees' recommendations will also emphasise 'the need for urgency in considering the matter.' Following consideration of a legal opinion from the Parliamentary Legal Services, the committees agreed that the format of an ad hoc committee, as provided for under Rule 253 of the National Assembly, is best suited for the matter at hand. In a joint statement, Ian Cameron, Chairperson of the Portfolio Committee on Police, and Xola Nqola, Chairperson of the Portfolio Committee on Justice and Constitutional Development, said: 'The rationale for this option is that the scope of such a committee is specific and time-bound.'

The Chairperson of the Portfolio Committee on Police, Mr Ian Cameron, and the Chairperson of the Portfolio Committee on Justice and Constitutional Development, Mr Xola Nqola, have noted the announcement by President Cyril Ramaphosa to establish a Commission of Inquiry on allegations made by the SAPS KwaZulu-Natal Provincial Commissioner, Lieutenant General Nhlanhla Mkhwanazi. 'The announcement of the establishment of a commission will surely enable a process to root out corruption from the SAPS. It is important that the establishment of the commission is not merely cosmetic but facilitates greater reflection and steps to rejuvenate the entire criminal Justice system,' said Mr Ian Cameron. 'The National Prosecuting Authority (NPA) as well as the Judiciary and Magistracy are pillars of the criminal justice system and constitutional rule of law. They are the guardians of justice and accountability, and we cannot have a question mark hanging over them, causing the public to lose confidence in our justice system,' said Mr Xola Nqola. While the announcement is welcomed, both Chairpersons highlighted that the process announced by the President does not affect the parliamentary process. 'The directive from the office of the Speaker of the National Assembly was clear, and the committees will endeavour to urgently implement the directive. Also, the Constitution mandates the national legislature to ensure effective oversight and accountability over the executive. It is in this context that the parliamentary process continues, especially because the credibility of the entire criminal justice system is at stake,' Mr Nqola said. Both Chairpersons underscored the importance of having an effective and efficient justice system that is capable of ensuring the safety and security of everyone. Despite the decisions made by the President, the perception of a systematic breakdown remains, and the parliamentary process might assist in ensuring openness and accountability. As a result, the committees will hold an initial meeting later this week to consider a way forward and report to the National Assembly as guided by the Speaker. Image: Armand Hough/Independent Newspapers TV personality and former PSL club owner Shaun 'MaMkhize' Mkhize has denied any links with Gauteng businessman Vusimusi 'Cat' Matlala and demanded an apology and a retraction from Police Ministry portfolio committee chairperson Ian Cameron. During the committee debate on damning claims by KwaZulu-Natal provincial Police Commissioner Lieutenant-General Mkhwanazi who alleged that Police Minister Senzo Mchunu abused his ministerial powers to shield Matlala from prosecution, Cameron told the committee that the firearms that were discovered by police during the raid at Mkhize's house belonged to Matlala's security company. He added that the firearms were returned to the company. The businessman who is currently in custody for an attempted murder of an actor who is believed to be his former girlfriend is at the centre of the raging public war between Mchunu and Lieutenant- General Nhlanhla Mkhwanazi. In a letter of demand from Mkhize's attorneys, she demanded that Cameron withdraw his utterances and apologise within 48 hours and also send the same to X and various media houses where Cameron's utterances were extensively reported. South Africa: Directive From the Speaker's Office on General Mkhwanazi's Allegations

The Chairperson of the Portfolio Committee on Police, Mr Ian Cameron, has received the directive from the Speaker of the National Assembly, Ms Thoko Didiza, mandating three committees to consider, on an urgent basis, in terms of their respective mandates, the wide-ranging allegations regarding security matters that have implications for the country's national security made by the KZN Police Commissioner, Lieutenant General Nhlanhla Mkhwanazi, and then report to the National Assembly. 'The mandate is clear and the committee will endeavour to urgently conclude the necessary processes to determine the parameters, format and structure of the envisaged process,' Mr Cameron emphasised. But of outmost importance is the need for urgency in finalising modalities to set the process in motion.
