Illinois Governor JB Pritzker to sign law streamlining FOID cards for lowest-level gun offenders
Illinois Gov. JB Pritzker is expected to sign a bill into law Monday that will make it easier for the state's lowest-level gun offenders to obtain a firearm ID card. The laws, which was passed with bipartisan support at the end of the spring legislative session, allows people who have been arrested for the least severe charges of possessing a gun without a license to complete diversion programs that are alternatives to prosecution. After the programs are completed, and the felony case is officially dropped, Illinois State Police would grant that individual a firearm owner's identification, or FOID, card if they choose to apply and pass the background check. The Cook County State's Attorney's Office said the way current Illinois law is structured prevents state police from starting the process of the FOID card and background check until after the felony case is officially dropped, which can take months after the diversion program is complete. The new law allows state police to start the application and background check in the interim between completing the programs and the official dropping of the charges. The state's attorney's office said the law benefits people who own guns for protection or for sport, and who may have moved to Illinois after purchasing a gun legally in another state, especially ones with looser gun regulation and open carry laws, who have not realized Illinois gun laws would require them to get a FOID card and concealed carry licenses. "It's two very different approaches to gun crimes because they're treated very differently under the law," Cook County State's Attorney Eileen O'Neill Burke said in June. "The goal is to get as many people into compliance with the regulation as possible, while at the same time addressing the very real threat that automatic weapons pose."

Southbound I-57 closed after fatal crash in County Club Hills
The southbound lanes of Interstate 57 are closed after a person was fatally hit by a vehicle early Sunday morning in the south suburbs. The crash happened shortly after 4 a.m. near Vollmer Road in Country Club Hills. A preliminary investigation by Illinois State Police indicated a crash occurred, and an occupant from one of the vehicles exited their car and was struck by a passing vehicle. One person was pronounced dead. The identity of the victim was not released. Another person was taken to an area hospital. I-57 southbound is closed at I-80. The I-80 ramp to I-57 southbound is also closed. Investigation into the crash remains ongoing.

Four carjacking suspects in custody after pursuit by state police ends in Chicago
Four people were taken into custody after a pursuit on the Eisenhower Expressway ended in Chicago Friday morning. Illinois State Police said they spotted a vehicle on I-290 that was involved in a carjacking around 4:30 a.m. It's unclear where the car was stolen from. After being chased by police, the suspects exited the expressway and then drove into an alley between Monroe and Madison where they crashed into concrete barricades. The four suspects attempted to flee on foot but were taken into custody. Investigation into the incident remains ongoing. No further information was immediately available.

Driver dies after rollover crash on I-294 ramp
A driver died after a serious rollover crash on eastbound I-294 early Wednesday morning. According to Illinois State Police, a commercial vehicle lost control and rolled over on the southbound ramp to I-290 just after 4 a.m. State police said the driver was pronounced dead on the scene. The victim's identity has not been released. Police said the ramp will remain closed for several hours as crews work to clear the scene. The cause of the crash is unknown at this time. St. Charles to recommend Daniel Likens as Police Chief in September
St. Charles has announced its likely pick for police chief, according to a news release from the city on Friday. Daniel J. Likens is set to take over the post beginning in September, the city said. Likens comes from the Illinois State Police, where he served as a lieutenant colonel and the assistant deputy director for the Division of Criminal Investigations Statewide Investigative Command, according to the ISP's website. Per the release from St. Charles, he was also on the planning committee for the 2024 Democratic National Convention, leading operations for the event, and worked as the project lead for an initiative managing the installation of more than 500 license plate readers across the state. Former St. Charles Police Chief James Keegan — who had been on a personal leave of absence since November, the city has said — stepped down in March, according to past reporting. Deputy Police Chief Eric Majewski has been serving as interim chief while the department searched for a replacement. Since then, the city said it has been conducting a national search, which Mayor Clint Hull, members of the City Council and some city staff members participated in. In June, the city said they made an offer to a candidate, but the individual accepted a police chief job elsewhere, according to past reporting. Likens is set to be formally recommended for the role by City Administrator Heather McGuire at the Sept. 2 City Council meeting, the release said. He will assume the role on Sept. 15.
