Julaihi delivers his winding up speech in the DUN. — Ukas photo KUCHING (May 26): Petroliam Nasional Berhad (Petronas) may apply for exemption from licensing requirements for activities or projects that do not conflict with the role of Petroleum Sarawak Berhad (Petros) as gas aggregator, said Datuk Julaihi Narawi. The Utility and Telecommunication Minister said such applications will be considered in accordance with the law, provided they do not involve the supply, sale, retail, or distribution of gas—sectors under the purview of Petros as sole aggregator. 'The Joint Declaration acknowledges Petros as the gas aggregator appointed by the Sarawak government in the exercise of its executive authority. 'Both the Prime Minister (Datuk Seri Anwar Ibrahim) and the Premier of Sarawak (Datuk Patinggi Tan Sri Abang Johari Tun Openg) have expressly stated that this appointment must be respected by all parties involved in the business of gas distribution in the state,' Julaihi said in his ministerial winding-up speech at the State Legislative Assembly (DUN) here today. Julaihi said all agreements and arrangements related to the supply and sale of natural gas in Sarawak must align with Petros' role as gas aggregator, as outlined in the Joint Declaration. He stressed that all industry players, including Petronas, must conduct their gas distribution activities in full compliance with the terms of the declaration. 'Therefore, all parties involved in activities related to the distribution and supply of gas are required to apply for a licence under Section 7 of the Distribution of Gas Ordinance, 2016 (DGO 2016). 'Failure to comply with this licensing requirement constitutes an offence under Section 20 (criminal case) or Section 21A (civil claim) of the Ordinance, which may result in a fine, imprisonment, or both,' said Julaihi. He stated that since the amendment to the DGO 2016 in 2023, his ministry has implemented several regulatory measures, including the issuance of 14 licences for upstream activities under Section 7(g), 537 licences for downstream industry players, and 10 non-compliance notices to five companies found operating without a licence under Section 7 of the Ordinance. Julaihi further expressed his confidence that the Joint Declaration will benefit Sarawak and serve national interests by strengthening investor confidence, particularly among international companies in the gas distribution sector.

Badr Abdel atti CAIRO – 22 May 2025: Egyptian Minister of Foreign Affairs and Emigration, Badr Abdel-Atti, held a series of meetings with key European Commissioners in Brussels on Thursday, May 22nd, focusing on strengthening bilateral cooperation and addressing pressing regional issues. Meeting with European Commissioner for Health, Oliver Varhelyi: Abdel-Atti emphasized Egypt's commitment to deepening cooperation with the European Union across various sectors outlined in the Joint Declaration for upgrading relations to a Strategic and Comprehensive Partnership. He expressed Egypt's desire for increased access for Egyptian products, particularly agricultural goods, to European markets. He also called for a review of quotas for Egyptian agricultural products under the Egypt-EU Association Agreement to boost bilateral trade. Furthermore, the Foreign Minister highlighted Egypt's interest in technical assistance for agricultural and food products and leveraging European expertise in health and pharmaceuticals. He proposed joint initiatives to strengthen drug supply chains, technology transfer, and local pharmaceutical manufacturing partnerships in Egypt. He also suggested technical cooperation programs to expand Egyptian pharmaceutical exports to Europe and enhance their competitiveness. Meeting with European Commissioner for Energy and Housing, Dan Jørgensen: DAbdel-Atti welcomed the enhanced relationship with the EU within the Strategic and Comprehensive Partnership framework, emphasizing cooperation in six key areas, particularly renewable energy and climate change. He highlighted Egypt's central role in promoting clean and renewable energy in the Middle East and implementing Egypt's Vision 2030 for sustainable development and green transition. The Foreign Minister detailed Egypt's efforts in renewable energy, climate, and green transition, including the launch of a national hydrogen strategy. He noted Egypt's pursuit of foreign investment in renewable energy from European partners, including Norwegian, Danish, Greek, Belgian, and Italian companies. Abdel-Atti stressed Egypt's commitment to balancing economic growth with green transition, emphasizing the importance of strengthened Egypt-EU cooperation in this area. Meeting with European Commissioner for Crisis Management, Janez Lenarčič: Discussions centered on the recent developments in the Gaza Strip. Dr. Abdel-Atti stressed Egypt's priority for an immediate ceasefire and the unimpeded delivery of humanitarian aid amidst the catastrophic humanitarian situation caused by Israeli obstruction and the complete aid blockade since March. He emphasized the crucial role of UNRWA and other humanitarian organizations in providing aid, shelter, and medical assistance to Palestinians in Gaza, reiterating Egypt's complete rejection of Israeli policies using starvation and collective punishment as weapons against the Palestinian people. The Foreign Minister outlined Egypt's efforts to host an international conference for early recovery and reconstruction in the near future and expressed Egypt's desire for continued coordination with the EU and international donors to play a pivotal role in the conference. The two sides also exchanged views on the humanitarian situation in Sudan, with Dr. Abdel-Atti underscoring the importance of intensified humanitarian support for Sudan.

This was among the key points of the Joint Declaration signed by Prime Minister Datuk Seri Anwar Ibrahim and Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg at Perdana Putra today. In a statement, the Prime Minister's Office (PMO) said fundamental principles have been agreed upon to facilitate further negotiations between Petronas and Petroleum Sarawak Bhd (Petros). The Joint Declaration acknowledges both Federal and State laws, the status of existing agreements, and the establishment of a cooperative framework between Petronas and Petros. 'All Federal and Sarawak State laws related to gas distribution in Sarawak must coexist and be respected by all parties conducting such activities in the state, including Petronas and Petros,' the statement said. According to the Joint Declaration, the Sarawak state government has appointed Petros as the gas aggregator effective March 1, 2025. 'This appointment made pursuant to the executive authority of the State shall be respected by all parties undertaking the business of marketing, distribution and supply of gas to consumers in Sarawak. 'Any agreements and arrangements between Petronas and/or its subsidiaries with third parties for the purpose of liquified natural gas (LNG) sales from upstream operations through to LNG exports to foreign parties shall remain unaffected,' it said. Additionally, both Petronas and Petros shall enter into discussions for the purpose of expanding business cooperation for Sarawak's gas needs in several areas. This includes collaboration on the gas supply pipeline projects of up to 1.2 billion standard cubic feet per day (Bscf/d) to support the Sarawak Gas Roadmap. The collaboration also encompasses other green energy, hydrogen and power generation projects which may be implemented by both Petronas and Petros, in line with Sarawak's aspirations to be the energy hub in the ASEAN region. 'All discussions on collaborations must be subject to technical and commercial viability, and Petronas shall cooperate with Petros on future projects in Sarawak involving international partners,' it said. The PMO emphasised that both Petronas and Petros must work together to further develop the cooperation framework in accordance with the national interest, guided by transparent, commercially-sound principles. Kazakhstan and Vietnam, key players in their respective regions, have officially upgraded their bilateral relationship to a strategic partnership , to deepen cooperation across a range of sectors. The joint statement establishing the strategic partnership was signed during a state visit by General Secretary of the Communist Party of Vietnam, To Lam, and President of Kazakhstan, Kassym-Jomart Tokayev. The agreement highlights a mutual commitment to closer collaboration in diplomacy, economics, and cultural exchange. In addition to the joint statement, both sides signed several memoranda of cooperation covering key areas such as technology, innovation, digital transformation, culture, and sports. These agreements include cultural and sports cooperation programs for the period 2025–2027 and a twinning initiative between Kazakhstan's Kyzylorda region and Vietnam's Hung Yen province to foster local-level engagement. Economically, the countries finalized a notable transaction involving the sale of shares in Qazaq Air between Kazakhstan's sovereign wealth fund, Samruk-Kazyna, and Vietnam's Sovico Group. In the energy sector, KazMunayGas and Petrovietnam Exploration Production agreed to cooperate on geological exploration projects, opening doors for joint ventures in resource development. Simultaneously, Kazakhstan and UAE also expanded their partnership. President Kassym-Jomart Tokayev welcomed the signing of more than 20 commercial agreements worth $5 billion during the official visit of the Crown Prince of Abu Dhabi Sheikh Khaled bin Mohamed bin Zayed Al Nahyan to Kazakhstan on May 12. During the negotiations, President Tokayev emphasized that the United Arab Emirates (UAE) is one of Kazakhstan's main partners, sharing common goals and aspirations. In 2023, both governments signed a Joint Declaration on strategic investment projects, and the inflow of direct investment from the UAE in 2024 more than doubled. Crown Prince Al Nahyan noted that bilateral ties now go beyond trade and investment, covering various areas from energy and transport to digital infrastructure and education. Abu Dhabi Future Energy Company PJSC – Masdar and Samruk Kazyna Sovereign Wealth Fund signed collaboration agreement related to the development of renewable energy and battery energy storage system (BESS) projects in Kazakhstan during the official visit of the Crown Prince of Abu Dhabi Sheikh Khaled bin Mohamed bin Zayed Al Nahyan to Kazakhstan on May 12. Kazakhstan aims to generate 15% of electricity from renewable energy sources by 2030 and 50% by 2050. Masdar signed an agreement at COP28 with W Solar, Qazaq Green Power QGP, a Samruk Kazyna Group company, and the Kazakhstan Investment Development Fund to develop and implement the one gigawatt (GW) wind project. The power purchase agreement and the investment agreement for the project were signed at COP29 in Baku last year, with construction expected to begin in 2026.

Speaking during the Europe Day celebrations, attended by several ministers, governors, and foreign ambassadors, Abdel Ghaffar emphasized the significance of the occasion as a symbol of enduring values. The minister also pointed to milestones such as increased high-level political dialogue, stronger economic ties, and collaborative initiatives like the 2024 Egypt-EU Investment Conference, which he described as 'a landmark event reflecting deepening trust and a shared vision for prosperity.' In addition to economic cooperation, Abdel Ghaffar noted joint humanitarian responses to regional crises in Gaza and Sudan, including the provision of cross-border aid and medical support to displaced communities. He emphasized the EU's vital role in supporting Egypt's transition toward a green economy, innovation-driven growth, and social inclusion. 'Egypt remains committed to strengthening this strategic partnership,' he said, 'to build a future rooted in sustainability, inclusivity, and shared values that respond to the hopes of our people and the challenges of our time.' Ambassador Angelina Eichhorst, Head of the European Union Delegation to Egypt, also addressed the gathering, praising the long-standing and dynamic relationship between the two sides.
