Kalaburagi: Prof M Govinda Rao, president of the Karnataka Regional Imbalance Remedial Committee, announced that a comprehensive report aimed at reducing regional inequality in the state will be submitted to the state govt in Oct. Rao emphasised the need for Kalyana Karnataka Region Development Board (KKRDB) to develop five-to ten-year vision plans for the all-round development of the region, with the goal to boost the per capita income and human development index of the marginalised populations. During a meeting held at the KKRDB Hall in Kalaburagi, which was attended by board members and officials from various departments, Rao said the priority sectors should be improved over the next five or ten years. Referring to Dr DM Nanjundappa's report, Rao noted that "In all sectors where this region is lagging behind, the board should take action to overcome the deficitS." He suggested that the govt be presented with an action plan. "Instead of granting funds indiscriminately, attention should be focused on the priority sectors," he said. To address the region's backwardness, Rao suggested amending the Constitution and implementing Article 371(J) more effectively. He stated that the regular supervision of infrastructure works funded by the board on a daily basis, is essential to ensure accountability. "Spending money is not enough, people should see change. Rao pointed out that compared to other regions, the KKRDB is receiving substantial funding through special reservation provisions. "Funds are being released and these should be utilised efficiently," he added. KKRDB president Ajay Singh said in the past two years, the board has implemented effective programmes in health, education, employment, and forest innovation. He noted that in a cabinet meeting held in Kalaburagi last Sept, Rs 857 crore was approved for the health department, with Rs 300 crore already sanctioned. "The board is making all efforts to improve the region's health infrastructure by allocating more funds," Singh stated. He added that an industrial hub is being established to foster industrial growth and create employment opportunities.

The Karnataka Regional Imbalances Redressal Committee will submit a comprehensive report to the State government in October, identifying the reasons for lagging development in certain regions and recommending measures to bridge the disparities, committee chairperson M. Govinda Rao has said. Addressing a press conference at the Karnataka Kalyana Region Development Board (KKRDB) office in Kalaburagi on Thursday, Prof. Rao said that the report is being prepared based on 35 indicators from the Dr. D.M. Nanjundappa Committee Report and will follow a CDI (Comprehensive Development Index)-like framework for allocation of funds. 'The upcoming report will assess development outcomes across 41 parameters, including health, education, agriculture, industry and infrastructure. We aim to identify why the expected progress has not been achieved in certain areas despite the financial allocations,' he said. Prof. Rao clarified that backwardness is not limited to the Kalyana Karnataka region alone, although it is more pronounced there. 'In the earlier assessment of 175 taluks, 39 were identified as most backward. The issues of backwardness apply across the State, but Kalyana Karnataka continues to lag significantly, which is a matter of concern,' he said. KKRDB chairperson Ajay Singh, committee member Sangeeta Kattimani, Principal Secretary of Planning and Statistics Department and committee member-secretary R. Vishal and KKRDB secretary Nalin Atul were present at the press conference.

Chairperson of the Karnataka Regional Imbalances Redressal Committee M. Govinda Rao has emphasised the urgent need for the Kalyana Karnataka Region Development Board (KKRDB) to formulate a long-term, five or 10 years, vision plan aimed at improving per capita income and the Human Development Index in the region. Addressing a review meeting of KKRDB officials and district department heads at the KKRDB headquarters in Kalaburagi on Thursday, Prof. Rao said that the board should move forward with clearly defined priorities for the next decade. 'The board must focus on reducing regional disparities by targeting sectors identified as lagging in the D.M. Nanjundappa report. A clear action plan must be developed to address these gaps and submitted to the government. Rather than trying to fund everything, the KKRDB should channel resources into priority sectors to ensure meaningful outcomes. It is not enough to merely spend funds, as results must be visible and impactful in the lives of people,' he said. Prof. Rao noted that no other regional board in Karnataka receives as much funding as the KKRDB, thanks to the special provisions under Article 371(J) of the Constitution. 'Thousands of crores have been released. It is our responsibility to ensure that this money is used effectively and with accountability,' he stressed. Board plan Speaking at the meeting, KKRDB Chairperson Ajay Singh highlighted several impactful initiatives undertaken in the past two years in sectors like health, education, employment and forest conservation. 'During the Cabinet meeting in Kalaburagi in September last year, the board received approval for ₹857 crore in health projects alone. Of this, more than ₹300 crore has been utilised. Plans are also under way to establish an industrial hub to boost employment in the region,' he said. Secretary of the board Nalini Atul presented the board's progress report revealing that ₹5,000 crore was allocated for 2025-26 with 60% (₹3,000 crore) of the amount earmarked for micro and macro development projects, while 31% will supplement State government schemes. 'The remaining funds are reserved for discretionary and administrative use,' he said. Committee member Sangeeta Kattimani, Planning and Statistics Department Secretary and Committee member secretary R. Vishal, Chairperson of KKRDB's Education Expert Committee Chhaya Devagawkar, Deputy Commissioner B. Fouzya Taranum, Zilla Panchayat CEO Bhanwar Singh Meena, City Corporation Commissioner Avinash Shinde and other senior officials attended the meeting. Engagement with civil society organisations Following the review meeting, Prof. Rao also held a consultation with civil society organisations, gathering inputs on a wide range of development issues such as agriculture, irrigation, health, education, and unemployment. Stakeholders placed several demands including the establishment of a Railway Divisional Office in Kalaburagi, AIIMS and IIIT campuses, national project status for the Upper Krishna Project, and a special industrial incentive policy. The High Power Committee for Redressal of Regional Imbalance under the chairmanship of M. Govind Rao constituted by the State government for studying the implementation of the Dr. Nanjundappa Committee report will visit the Kalyana Karnataka region in the first week of August to understand the region's current status and recommend strategies for balanced and sustainable development. Kalyana Karnataka Region Development Board (KKRDB) Chairman Ajay Singh addressing presspersons here on Tuesday said that the Govind Rao committee will visit the region on August 7 and 8 to ascertain the number of taluks that are still backward, more backward and most backward and also to examine various aspects of development, using a range of indicators to assess progress and identify areas needing improvement. Reiterating that Governor Thaawarchand Gehlot has approved a ₹5,000-crore action plan for 2025-26 submitted by the KKRDB, Dr. Singh expressed happiness over the early approval for the action plan this year. Earlier, the 2023-24 action plan was cleared in December 2023. Despite a delayed approval, the board has spent ₹2,009 crore in 2023-24. Similarly for 2024-25, the approval came in August and by the end of March 2025, the board has spent ₹3,158 crore, he said. In total, the KKRDB has taken up development works worth ₹5,167 crore over the last two years, he added. New programmes Giving details about the various new programmes to be taken up by KKRDB during 2025-26, Dr. Singh said that an industry hub will be established to promote small-scale industries in Kalaburagi and Yadgir districts with an investment of ₹200 crore from the board and the Small-Scale Industries Department. A sum of ₹100 crore will be allocated for increasing green cover under Aranya Avishkara programme in collaboration with the Forest Department. Under Akshara Avishkara programme, 50 Karnataka Public Schools are being established by the board in the region, besides the 100 KPS schools being built by the State government in the seven districts of the region. The board will also allocate adequate funds for setting up dialysis centers in each district of the region, he said. Replying to a query, Dr. Singh said that the KKRDB has reserved ₹1,500 crore under the Scheduled Castes Sub-Plan and Scheduled Tribes Sub-Plan (SCSP/ TSP). The board will also introduce Jala Bhagya scheme in collaboration with the Minor Irrigation Department to help the farming community. Both the KKRDB and the Minor Irrigation Department will spend ₹100 crore each this year. A sum of ₹400 crore will be spent in 40 taluks of the seven districts in the next two years, Dr. Singh said and added that the board will construct warehouses in all the 40 constituencies of the region at a cost of ₹1.5 crore each.

Kalaburagi: Governor Thaawar Chand Gehlot approved the Kalyana Karnataka Regional Development Board's (KKRDB) action plan for 2025-26 on July 24. Speaking to TOI, KKRDB Chairman and Jewargi MLA Ajay Singh said that chief minister Siddaramaiah forwarded the action plan to the Raj Bhavan, which received swift approval. This approval enables the board to implement additional development projects in the welfare sector. In conversation with TOI, Ajay Singh mentioned that the 2023-24 action plan received gubernatorial approval in Dec, followed by the Manjali meeting on Aug 29. By March 31, KKRDB implemented various projects worth 2009 crores across education, health, and infrastructure sectors. For 2024-25, following the board meeting on July 1, the governor approved the action plan in August. Recently, governor Gehlot sanctioned the Rs 5,000 crore action plan for 2025-26, which was formulated on May 10 during a board meeting with MLAs, MPs, and ministers in July's third week. Ajay Singh expressed that this approval would facilitate increased development activities by the board. The planning process incorporates the CDI index identified in Dr Nanjundappa's committee report. The action plan, allocated Rs 5,000 crore in accordance with the chief minister's budget, received clearance from the finance department. With the governor's recent approval, the board can now proceed with allocating grants for various development initiatives, according to Ajay Singh. Ajay Singh visited the Raj Bhavan to express gratitude to the governor, whose July approval provided fresh impetus to Kalyana Nadi's development.
