Shakti scheme slows rail revenue, while boosting RTC passenger growth
Hubballi: Passenger revenue growth in South Western Railway (SWR) slowed to 2.6% in 2024-25, a sharp dip from 12% in 2023-24 and 75% in 2022-23. In contrast, the KKRTC, NWKRTC, and KSRTC, which implemented the Shakti (free travel for women) scheme in June 2023, recorded passenger increases of 40%, 14%, and 11% respectively. While RTCs are witnessing an uptick in revenue, SWR appears to be facing a slowdown, raising questions about the impact of the scheme. Manjunath Kamanadi, chief public relations officer, SWR, stated that earnings in the passenger head in 2021-22 were Rs 1,572 crore. "There was a hike of 75% in 2022-23, when we earned Rs 2,755 crore. The hike was 12% in 2023-24 with revenue of Rs 3,090 crore, and now in 2024-25, it's a 2.6% hike with revenue of Rs 3,173 crore. Shakti scheme was implemented from August 2023, and it has affected our earnings, basically on small leads up to 500 km, to the tune of 10% on local passengers. Another reduction in the advance reservation period from 120 days to 60 days also affected our earnings to some extent. The jump in 2022-23 was due to the reintroduction of trains that were cancelled due to Covid. However, our long lead passengers are unaffected and their number is still growing," he claimed. Mahendra Singhi, a member of zonal railway users consultative committee, commented that the railway increased train fares in the name of special and train on demand. "It should withdraw this fare hike and should introduce more passenger trains in the state. They should reintroduce concessions for senior citizens and others to regain their popularity," he added. If one goes through the number of passengers in Kalyana Karnataka Road Transport Corporation (KKRTC), it witnessed a 42% increase in the number of passengers, which was 43.2 crore in 2022-23 and now has increased to approximately 61.7 crore. NWKRTC witnessed a 44% increase in the number of passengers, which was 61.8 crore in 2022-23 and increased to approximately 89 crore in 2024-25. KSRTC witnessed a 12.2% increase in the average number of passengers per day from 2022-23 to 2024-25.
