KPM takes key steps to enhance school safety and address bullying
PUTRAJAYA: The Ministry of Education (KPM) will implement several key measures to ensure safety in all educational institutions under its purview, including boarding schools and hostels. Dr Mohd Azam Ahmad, Director-General of Education, stated that safety audits will focus on compliance with all relevant standard operating procedures (SOPs). 'The audit findings will be presented to KPM's top management within three months,' he said. KPM will also improve existing school safety SOPs and disciplinary measures to address issues like bullying. Current guidelines will be reviewed to ensure they remain relevant to present and future needs. Additionally, the existing complaint system, including the Bullying Complaint Portal, will be reformed for easier and anonymous reporting. A new Education Institution Safety Reform Committee will be established to strengthen safety measures. The committee will include academics, NGOs, experts, police, and parent-teacher associations. KPM has a zero-tolerance policy towards bullying, with strict penalties including suspension and expulsion. The 'Bangkit Bermaruah' intervention programme will focus on community service and character development for suspended students. Administrators, teachers, and education officers who fail to handle bullying complaints properly will face disciplinary action. Psychosocial support will be reinforced at all levels to ensure the well-being of students and staff. School counsellors will play a crucial role in bullying prevention and intervention. KPM urges all stakeholders to work together in addressing bullying comprehensively. - Bernama

KGKS calls for review of 25km claim policy in Sabah
Published on: Thursday, July 31, 2025 Published on: Thu, Jul 31, 2025 Text Size: KUDAT: The Sabah State Government Teachers' Union (KGKS) has appealed to the Public Service Department (JPA) and Ministry of Education (KPM) to review the strict enforcement of the 25-kilometre straight-line travel claim limit in the State. KGKS president Murkam Hussien ( pic ) said the measure does not reflect the geographical realities in Sabah, where rugged terrain and limited road access often make actual travel distances far longer. He cited SK Penimbawan in Tuaran as an example, where travel by boat takes 10–15 minutes, but the road route stretches 78km, highlighting the disconnect between policy and practical travel. Murkam said the union had received complaints from members whose salaries were docked or who were ordered to repay allowances in instalments, sometimes amounting to tens of thousands of ringgit. He said affected teachers were shocked to receive deduction notices without prior consultation, with some reportedly forced to take loans or sell their cars to settle repayment demands. The RHA claim process involves district officers verifying the 25km distance before clerks and headmasters approve claims, which Murkam said meant others should also share accountability. KGKS is urging JPA and KPM to conduct on-site engagements in Sabah to explain the policy and prevent further hardship for teachers serving in remote areas. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? New York shooting: New details emerge about Shane Tamura's actions before attack
New York Police Department Commissioner Jessica Tisch detailed the minute-by-minute timeline of Shane Tamura's movements and actions at a news conference on Monday night The Manhattan mass shooter's chilling final movements and actions have been laid bare. Shane Tamura travelled more than 2,500 miles from Las Vegas to New York to carry out the horror on Monday night, which saw him kill at least four innocent people. The 27-year-old man then turned the weapon on himself in the skyscraper in Manhattan. Police Commissioner Jessica Tisch told reporters at a press conference last night Tamura left Las Vegas on 26 July and drove across several states to arrive in New York City on Monday. His vehicle, registered under his name in Nevada, was discovered at the crime scene with a rifle case, a revolver, ammunition, magazines, a backpack and medications prescribed to him, she said. Numerous calls were made to the New York Police Department by around 6.28pm on Monday, each relating to Tamura wielding a rifle as he stormed the towering office block - home to large companies including KPM, National Football League (NFL) and Blackstone. The gunman had exited his black BMW, which was double-parked on Park Avenue, and calmy strolled towards the building. His motive was then - and still is now - unclear. Tamura entered the lobby of the building, turned right and immediately opening fire on an NYPD officer, Ms Tisch said. He then shot a woman who was hiding behind a pillar, reports the Mirror US. The Las Vegas native stormed through the lobby, unleashing a hail of bullets, Ms Tisch recounted. He advanced towards the lift area, where he shot a security guard hiding behind a desk. Another individual was injured in the lobby, Ms Tisch noted, mentioning she had received his statement from the hospital. Upon summoning the lift, which arrived with a woman inside, Tamura let her pass by unscathed before heading up to the 33rd floor, home to Blackstone's offices. Reaching the floor, Tamura moved along a corridor, discharging his firearm and fatally wounding one person. "He then proceeds down a hallway and shoots himself in the chest," Ms Tisch disclosed. A bomb disposal team examined Tamura's car on Park Avenue and declared it free of explosives, she added. Preliminary investigations indicate that Tamura drove through Colorado on July 26, then through Nebraska and Idaho on July 27, according to Ms Tisch. His vehicle reached Columbia, New Jersey on Monday afternoon, before arriving in New York City shortly thereafter. The reasons behind Tamura's violent spree remain a mystery, but he was known to have a "documented mental health history," Ms Tisch stated. "We are working to understand why he targeted this particular location."

KPM prioritises education access in Sabah, says Fadhlina
Published on: Saturday, June 28, 2025 Published on: Sat, Jun 28, 2025 By: Nora Ahmad Text Size: Fadhlina speaking to the press - Nora Ahmad/Daily Express KOTA KINABALU: The Education Ministry (KPM) is committed to ensuring Sabah, especially its rural areas, is not left behind in accessing quality education, said Minister Fadhlina Sidek. "Sabah is always in KPM's heart. We are committed to addressing access issues and preventing dropouts," she said after attending Dewan Bahasa dan Pustaka's 69th anniversary event on Saturday. To support this, KPM is working with the Defence Ministry (Mindef) through a special programme in Kampung Serudong Laut, Tawau, to build a school under the Jiwa Murni initiative. Although construction is still in planning, classes have already begun, with 20 to 30 students attending lessons led by rotating teachers from JPNS. Fadhlina said the area shows strong potential for educational infrastructure development, with ongoing efforts to collect data and ensure consistent student attendance. She also praised Sabah's recent STPM performance, noting that over 146 students achieved perfect scores, evidence, she said, of the success of national education reforms. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? RM90 mln MARA college project in Kapit begins after long wait
Nanta (fifth left) witnesses the handover of award letter between Roslan (fourth left) and Hajini. KAPIT (June 14): A long-awaited higher education project in Kapit is finally underway as the government recently handed over the letter of award for the Kolej Profesional MARA (KPM) to its appointed contractor, in the presence of Works Minister Dato Sri Alexander Nanta Linggi. The Kapit MP was joined by Public Works Malaysia (PWD) Director-General Datuk Wira Ir Roslan Ismail, where the latter presented the award letter to Wangi Marine Services Sdn Bhd director Hajini Pon. 'We have waited a long time for this. This is what we truly needed – a high-impact project to benefit students from rural areas,' Nanta told a press conference today. The KPM Kapit facility, approved in 2019, will offer diploma-level education with courses such as business studies, e-commerce, plantation management, information technology, and other soft-skill disciplines, he said. The college is expected to accommodate up to 300 students per intake. While a minimum fee is required for first-time enrollees, he said tuition will be free and each student will receive a monthly allowance of RM300. 'Parents need not apply for education loans – all costs will be fully borne by the government,' he assured. Elaborating further, the minister said the project is estimated to cost approximately RM90 million, with the contractor securing the open tender for RM79.7 million. The remaining allocation will be used for additional infrastructure and related purposes. The scope of works includes earthworks, construction of 19 administrative and academic blocks, a cafeteria, student hostels, and a football field. Nanta expressed his gratitude to Deputy Prime Minister Dato Seri Dr Ahmad Zahid Hamidi and Majlis Amanah Rakyat (Mara) for their roles in ensuring the project's implementation in Kapit. 'KPM will not only serve the people of Kapit but will be open to all Sarawakians,' he said. Nanta also urged the contractor to carry out the project with strict adherence to quality standards and a commitment to timely completion, despite the area's challenging terrain, particularly near Jalan Kapit–Song. Also present were MARA deputy director-general Rohayah Mohd Zain; PWD Malaysia deputy director-general Siti Baizura Mohd Nora; deputy minister in the Premier's Department (Native Customs and Laws) Datuk Jefferson Jamit Unyat; Katibas assemblyman Lidam Assan, and Pelagus assemblyman Wilson Nyabong Ijang. alexander nanta linggi Kapit Kolej Profesional MARA
