Karnataka buys land in Goa to build Kannada Bhavan after decades-long demand

Belagavi: In a significant step toward fulfilling a long-standing demand, the Karnataka govt has purchased two acres in Goa for the construction of a Kannada Bhavan. The initiative aims to serve the linguistic and cultural needs of the Kannada-speaking community residing in the neighbouring state. The project is being funded by the Karnataka Border Area Development Authority (KBADA). It was announced in the 2022–23 State Budget, following persistent appeals from Kannada organisations in Goa. To chart out the next phase of the project, KBADA chairman Somanna Bevinamarad held a meeting in Goa on Wednesday. KBADA member Prakash Mattihalli, Siddanna Meti (Kannada Sahitya Parishad – Goa Border Unit), and other committee members, including Hanumant Reddy, Rajesh Shetty, and Shivanand Bingi, were present at the meeting, according to the release. During the meeting, Bevinamarad confirmed that 11,571.2 sqft of land (survey No. 113/9) at Ambarame Matta in Cortalim Village, Vasco-Mormugao taluk, was acquired for the project. "Kannadigas in Goa have been requesting a Kannada Bhavan for over four decades. Nearly six lakh Kannadigas reside in Goa. The state govt initially sought land from the Goa govt, making several formal requests. However, with no positive response, Karnataka opted to purchase private land to proceed with the construction independently. The initiative was taken in response to continuous lobbying by the Akhila Goa Kannada Maha Sangha, among other Kannada organisations, for a dedicated cultural and community space in Goa.

Chairman of Kannada Development Authority (KDA), Purushottama Bilimale, on Tuesday, said that they are asking district administrations in the State to set up display boards with basic information in Kannada at tourist places and monuments. Addressing the press in Udupi, Mr. Bilimale said that there were many tourist attractions in Udupi and Dakshina Kannada districts that lacked Kannada information boards highlighting the significance of those places. Many such places had boards only in English, he added. 'Let there be boards in Kannada, English and Hindi,' he said. The KDA addressed the matter in a meeting with Union Culture Minister Gajendra Singh Shekhawat in New Delhi on December 17, 2024. The Union Minister was apprised of the need to display boards in regional languages, Mr. Bilimale said. Mr. Bilimale said that during his meeting with the district administration in Udupi on Tuesday, he drew the attention of both the tourism department and the Deputy Commissioner to the display of Kannada boards. The Deputy Commissioner was asked to hold meetings with pro-Kannada organisations at least once in two or three months, he said. Kannada Bhavan in Udupi Mr. Bilimale said that Udupi city is likely to get a Kannada Bhavan. It required 11 cents of land to build the bhavan. The proposal to construct the building has been pending for three years. Once the Udupi Urban Development Authority gives its approval, the proposal is likely to be a reality. Constructing the building might cost ₹5 crore, he said. He said that KDA has apprised the Union Finance Minister, Nirmala Sitharaman, of the need to post Kannada-speaking staff in bank branches throughout the State. The KDA chairman said that government schools in the State have been instructed to register their land in their names with the RTCs to prevent encroachments. In Udupi district, eight such schools will have to get their RTCs.

Mandya: In a move that underscores the district's focus on promoting the Kannada language and culture, a Kannada Bhavan will soon be established at Chikkamandya. The project is being undertaken using the unspent funds from the grants provided for the Akhila Bharata Kannada Sahitya Sammelana, which was hosted in Mandya in Dec. The district administration decided to utilise the remaining Rs 2.2 crore from the govt's grant towards constructing a permanent structure that will serve as a cultural and literary centre. Officials selected Chikkamandya after evaluating multiple locations across the district. A 20-guntas of land has been identified and reserved for the project. Deputy commissioner Kumara confirmed the development, stating that the Kannada Bhavan will act as a vibrant centre for literary discussions, cultural programmes, workshops, and community gatherings. He emphasised that this initiative is not only a tribute to the literary festival but also a long-term investment to promote Kannada. The facility is expected to serve as a platform for writers, poets, artists, and local residents to engage in cultural enrichment and preserve Kannada traditions. "Apart from this, we have also requested the govt to allocate office space for Kannada Sahithya Parishat so that we can also keep track of the activities and promote Kannada Bhavan further. We have various plans to promote the Kannada language and culture, which we will take up in the days to come. We also want to promote Mudalpaya Yakshagana in Mandya," she stated.

Kannada activist Ashok Chandaragi wrote a letter to the DC in this regard, objecting to the use of the building by a private organisation, despite it being built with govt funds and used for commercial purposes. Kannada Bhavan of Nehru Nagar was constructed with a grant of Rs 3.2 crore from the Karnataka Border Area Development Authority and Rs 2.9 crore from the Kannada and culture department. In a meeting of the Karnataka Border Area Development Authority held in Bengaluru on May 6, member Ashok Chandaragi raised the issue of managing the Kannada Bhavan. He demanded that the authority form a committee of officers under the DC's leadership to manage the Kannada Bhavan built with govt funds. The amount collected from the commercial shops on the premises of the Kannada Bhavan is being used by a private organisation. It was decided in the meeting that since 2010-11, all Kannada Bhavans constructed with the authority's grant are being managed by committees of officers under the leadership of the respective DC. The Bhavan in Belagavi also should be managed in the same manner. In a meeting held on May 29 to discuss the problems of border areas, district minister Satish Jarkiholi recommended the formation of a committee under the leadership of the DC for the management of Kannada Bhavan. The committee, chaired by the deputy commissioner, includes the additional deputy commissioner and the secretary of the Karnataka Border Area Development Authority as permanent members, and the deputy commissioner (revenue) of the BCC as member-secretary. The committee members will examine the objections related to the Kannada Bhavan and the commercial shops on its premises. The member-secretary will collect the details of the rent and documents collected from the commercial shops and present them before the management committee. Pro-Kannada leader Ashok Chandaragi said that the income from commercial pots should be used for the maintenance of Kannada Bhavan. The fee for Kannada Bhavan programmes should be fixed at a minimum so that more Kannada cultural events are held here. Deputy commissioner Mohammad Roshan said that a committee has already been formed to manage Kannada Bhavan and a meeting will be held soon to take further action.

Songs from plays written by writers Girish Karnad, Chandrashekar Kambar, and HS Venkateshamurthy mesmerised the audience. The musical programme lasted for more than two hours. Speaking on the occasion, Jayashree said ranga geethes (theatre songs) are full of nuances and situations. Their lyrics have colour, form, and personality. They should be enjoyed.
