New National Sporting Governance Bill Will 'Will Usher In New Sporting Culture', Opines Kiren Rijiju

Parliamentary Affairs Minister Kiren Rijiju expressed that the National Sports Governance Bill, which is set to be tabled on Monday, would pave the way for a revolution in the culture of sports in India. The 53-year-old Lok Sabha MP from Arunachal, who was the union sports minister for two years between 2019 and 2021, opined that the new bill will prove to be a watershed moment in the history of Indian sports. 'It's a historic bill coming for the sporting community," Rijiju said. Rijiju went on to thank the Honourable Prime Minister of the nation, Shri. Narendra Modi, for his ardent encouragement of athletes. 'I must thank Prime Minister Narendra Modiji for having such a visionary idea about transforming the sports sector," he said. 'There are two other things — the Khelo Bharat Niti and the anti-doping amendment bill," he added. 'Once the new sports bill is passed, it will usher in a new sporting culture in the country," he declared. 'Khelo India has already promoted sports culture in the country," Rijiju concluded. The bill aims to establish a framework for effective governance within the National Sports Federations (NSFs) and the Indian Olympic Association (IOA). It calls for the creation of a regulatory board with the authority to grant recognition and allocate funding to NSFs based on their compliance with good governance practices. This regulatory board will also be tasked with ensuring adherence to the highest standards of governance, financial management, and ethics. Over several years of extensive discussions, the NSFs have been included, especially following Mandaviya's appointment last year. Additionally, the bill proposes the formation of Ethics Commissions and Dispute Resolution Commissions to enhance transparency in governance and reduce litigation, which often results in conflicts between athletes and administrators on matters such as selection and elections. The IOA has opposed the bill, arguing that the establishment of a regulatory board would undermine its role as the central body for all NSFs. Current IOA President P T Usha has warned that such government interference could risk India's suspension by the International Olympic Committee (IOC). However, Mandaviya has emphasized that the IOC was consulted during the drafting of the proposed legislation, which is crucial as India is aiming to host the Olympics in 2036. Rijiju, who advocated for the autonomy of sports administrators with increased accountability during his tenure in the sports ministry, expressed confidence in the smooth passage of the bill through Parliament. The anti-doping act, initially passed in 2022, faced implementation delays due to objections from the World Anti-Doping Agency (WADA). WADA raised concerns about the establishment of a National Board for Anti-Doping in Sports, which was given the authority to make recommendations to the government on anti-doping regulations. The board, to consist of a Chairperson and two members appointed by the central government, was also granted oversight of the National Anti-Doping Agency (NADA) and the power to issue directives to it. WADA rejected these provisions, citing government interference in an autonomous body. India is third in terms of the highest number of overweight and obese individuals in the world, only behind the US and China. By 2050, the country could have over 440 million obese and overweight people, an analysis published in The Lancet journal estimated. Obesity causes- What new research indicates As per research conducted by Stanford University, University of Cambridge and the Baylor College of Medicine, diet plays a more important role in obesity than previously assumed. The study, which comprised data from 4,213 adults across six continents, stated that lack of exercise is not the only reason behind obesity levels. Diet, specifically the consumption of ultra-processed food (UPF), is also a big factor. Obesity also increases the risk of non-communicable diseases (NCDs) such as heart disease, diabetes and hypertension. The shift towards reduced physical activity, processed foods and lifestyle changes has further contributed to the crisis. During a Mann Ki Baat address in March, Prime Minister Narenda Modi highlighted the need for collective action to reduce obesity and move towards fitter and healthier India. The government has also introduced initiatives for a healthier society such as Fit India Movement, Eat Right India, and Khelo India. While all these initiatives are commendable, sometimes what matters in a fitness journey is realising the need to change one's lifestyle. VIJAYAWADA: Chief Minister N Chandrababu Naidu has urged the Centre to extend support to the State for setting up a world-class badminton training centre in Amaravati. On the second day of his visit to Delhi on Wednesday, Naidu met Union Minister for Youth Affairs and Sports Mansukh Mandaviya. He discussed key projects and infrastructure needed to boost sports development in the State. He highlighted the opportunity to establish a National Water Sports Training Hub in Amaravati, and explained the potential for setting up water sports training centres on the banks of the Krishna river. He informed the Union Minister that the State had already submitted multiple proposals related to sports infrastructure development projects. Proposals have been made to set up National Centres of Excellence at Nagarjuna University and in Kakinada. Sports infrastructure projects taken up in Tirupati, Rajamahendravaram, Kakinada and Narasaraopet under the Khelo India scheme should be completed as per schedule, he said. The Chief Minister sought Rs 27 crore for upgrading the Indira Gandhi Stadium in Vijayawada, Rs 170 crore for a multi-sports complex at BR Stadium in Guntur, and Rs 341 crore for the overall sports development across various regions of the State. He also stressed the need for sanctioning additional Khelo India Centres to identify young sports talent at the district level. He proposed that the Centre consider setting up of a Sports Authority of India training centre in Tirupati. Under the Andhra Pradesh Sports Policy 2024-29, he said the government had initiated steps to build a comprehensive sports ecosystem.

He also proposed establishment of a Sports Authority of India (SAI) training centre in Tirupati, located in the Rayalaseema region. Khelo India Martial Arts Games Mr. Naidu said that under the Andhra Pradesh Sports Policy-2024-29, the State initiated important steps to build a comprehensive sports ecosystem. He expressed his gratitude to Mr. Mandaviya for considering Andhra Pradesh as the host for the Khelo India Martial Arts Games-2025, adding that these games would be conducted at top-tier venues in cities such as Vijayawada and Visakhapatnam. He also urged the Centre to sanction ₹25 crore for hosting the Khelo India Martial Arts Games.
