TMBU under fire over fake Admit cards; Controller of examination served show cause, assistant suspended
Tilka Manjhi Bhagalpur University (TMBU) in Bihar is under fire after a number of students lodged complaints with the University alleging the staff in the examination department extorted money from them for issuing admit cards and mark sheets which later turned out to be fake. Taking strong note of the incident, the vice chancellor (VC) Prof Jawahar Lal has constituted a team to probe the allegations. The controller of examination (CE) Prof Krishna Kumar has been served show cause. 'On the basis of preliminary investigation, the assistant Sanjay Kumar has been suspended and three clerical staff Mohammad Taslim, Shashi Kumar and Manik Chand have been transferred,' public relation officer (PRO) of VC, Prof Deepak Kumar Dinkar told HT over phone on Friday. He said, '17 mobile phones of all the staff under suspicion have been seized for further investigation and strict legal action will be taken against all those involved in it.' He said, 'The controller of examination Prof Krishna Kumar has been served show cause notice today (Friday) and he has been asked to submit his explanation within 24 hours.' He said that one contractual staff Avineet Kumar has been stopped from visiting the examination department till investigation concludes. Notably a number of students of the TMBU were debarred from appearing at the ongoing examination of the final year of graduation (Old course) after their admit cards were found to be fake. Later these students approached the CE and lodged complaints alleging that they had paid ₹3000 to 8000 to Sanjay Kumar for the admit cards. Even one student who appeared with his mark sheet accused the same staff of demanding ₹8000 from him for issuing a mark sheet with increased marks. 'When I asked for CLC (College leaving certificate) much to my chagrin, they declared my mark sheet fake,' Manish Kumar of Marwari College said, prompting him to reach the staff. 'But I found the staff absent and his phone was found switched off,' he told HT. As many as 30 students were debarred from appearing at the examination as their admit cards were found to be fake. Reliable sources within university told HT, 'Corruption in the examination department is not new, this has been going on for a long time, however, fortunately or unfortunately the matter has come into light now.'

K'taka HC relief for state cricket body officials in stampede case
Bengaluru The Karnataka high court on Friday restrained the Bengaluru police from arresting the top brass of the Karnataka State Cricket Association (KSCA) in connection with the June 4 stampede at Bengaluru's M Chinnaswamy Stadium, which left 11 dead and over 50 injured. Granting interim protection from arrest till June 16, Justice SR Krishna Kumar directed that no 'precipitative action' be taken against KSCA President Raghuram Bhat, Secretary A Shankar, and Treasurer ES Jairam, who are among the accused in one of three FIRs registered suo motu by the Bengaluru police over the tragedy. The court however, directed the petitioners to cooperate with the ongoing investigation, and barred them from leaving its jurisdiction. The FIR, registered at the Cubbon Park Police Station in Bengaluru, names the KSCA management for alleged negligence during the crowd-control disaster that unfolded as thousands gathered to greet the Royal Challengers Bengaluru (RCB) team following its first-ever IPL title win. It also charges them under Section 105 of the Bharatiya Nyaya Sanhita for the offence of culpable homicide not amounting to murder. In their petition, the KSCA officials claimed that the FIR was a 'knee-jerk, politically motivated' action spurred by public outrage and state government pressure. 'There is absolutely no wrong that can be attributed to the petitioner committee or its office bearers,' stated the plea, adding that despite offering independent compensation to victims, the KSCA was being 'subjected to undeserved misery.' The petition also took strong exception to public remarks made by chief minister Siddaramaiah, alleging that he had directed the police to arrest KSCA officials. 'The media carries commanding statements by the Hon'ble Chief Minister directing the police to arrest the accused. The police have got on their toes pursuant to the same, in utter violation of the law,' the petition read. Senior advocate Ashok Haranahalli, appearing for KSCA, argued that no criminal offence had been made out and the FIR was vitiated as it was registered by police officers who had since been suspended. He pointed out that the state government had already instituted three inquiries -- a magisterial probe, a judicial commission headed by retired Justice Michael Cunha, and a CID investigation. However, advocate general Shashi Kiran Shetty opposed the quashing plea, arguing that the investigation must be allowed to proceed. While assuring the court that the police had no immediate plans to arrest the petitioners, Shetty cautioned that arrests might become necessary depending on the outcome of the parallel inquiries. 'Whatever the allegations, the police must be allowed to proceed. We have no intention of arresting the petitioners right now, but we must file objections and the investigation should not be stalled,' he said. Shetty further questioned the timing of the petition, noting the haste with which the KSCA approached the court 'even before the ink had dried' on the FIR. Shetty informed the court that along with KSCA officials, the FIR named three employees of the event management firm DNA Entertainment and that RCB marketing head Nikhil Sosale had already been arrested. On its part, the court clarified that it had no intention of interfering with or staying any of the three ongoing investigations but deemed it appropriate to grant the petitioners brief protection. 'If they are arrested, it will affect their constitutional rights,' Justice Krishna Kumar observed. 'Without prejudice, respondents (police) are directed to not take any precipitative action against P2, 3, 4 (petitioners) subject to condition that petitioner cooperates with investigation/inquiry,' the court ordered. It also took up a separate plea by RCB marketing head Sosale challenging his arrest. He was apprehended at 4:30 am on Friday from the domestic terminal of Kempegowda International Airport as he was allegedly attempting to flee to Dubai, according to the AG. Sosale's lawyer, senior advocate Sandesh Chowta, argued that the arrest was illegal and politically motivated. The court posted the matter for further hearing on Monday, June 9. The June 4 stampede occurred when crowds surged toward the stadium gates following unverified rumours that entry to the celebration event would be free. The felicitation programme had been organised by Royal Challengers Sports Pvt Ltd, with logistical support from the KSCA. The high court is also hearing a suo motu petition seeking broader systemic accountability in the wake of the tragedy. That matter is scheduled to be heard again on June 10.

The court's directive protects the KSCA officials from arrest, following their inclusion in an FIR registered in the aftermath of the stampede, which occurred during a felicitation ceremony for IPL 2025 champions Royal Challengers Bengaluru (RCB) on June 4. The incident claimed 11 lives and left 56 others injured as an overwhelming crowd gathered at the stadium. Justice SR Krishna Kumar, presiding over the matter, made it clear that while no immediate action should be taken against KSCA officials, they must fully cooperate with the ongoing investigation. 'No precipitative be taken against management of Karnataka State Cricket Association till the next date of hearing, subject to condition that they shall cooperate with the investigation,' said Justice Kumar. The court also instructed the petitioners not to leave the jurisdiction without prior approval. The FIR, filed under various sections of the Bharatiya Nyaya Sanhita (BNS), names KSCA, RCB, and event management firm DNA Entertainment Private Limited as the primary organisers of the event. All three have been booked for alleged 'criminal negligence' leading to the deadly crowd surge. During the hearing, Advocate General Shashi Kiran, representing the state, stated that the police investigation will continue unhindered and assured the court that no arrests will be made for the time being. However, the petitioner's lawyer pointed out that one of the accused, the marketing head of RCB, had already been taken into custody. The AG confirmed the arrest, saying, 'One accused was arrested at an airport. He was trying to escape. He was going to Dubai.' In an earlier statement, KSCA had distanced itself from the logistical lapses at the event, placing the blame on the state government, RCB, and DNA Entertainment for the mismanagement that allegedly led to the tragedy.

Stampede Deaths: HC grants relief to KSCA office bearers from arrest
The Karnataka High Court on Friday granted protection from arrest to the Karnataka State Cricket Association (KSCA) office bearers in connection with the case the Bengaluru Police registered on Thursday after 11 persons died, and scores of others injured in a stampede in front of Chinnaswamy Stadium in Bengaluru on Wednesday. Justice SR Krishna Kumar, while granting interim relief to KSCA office bearers, president Raghuram Bhat, secretary A Shankar and treasurer ES Jairam, asked them to cooperate with the police investigations. The court asked the government and the police not to take any coercive action against the office-bearers till the next date of the hearing. The KSCA management swiftly moved the high court on Friday after chief minister Siddaramaiah ordered the arrest of its office bearers along with the senior executives of RCB Bengaluru and DNA Entertainment Networks charging them with culpable homicide not amounting to murder and other sections under Bharatiya Nyaya Sanhita. Their petition prayed for the quashing of the FIR holding KSCA management accountable for the deaths and injuries to RCB fans. In its petition, KSCA said it is only a governing body of cricket in Karnataka with affiliation to the board of control for cricket in India. It runs the M Chinnaswamy stadium in Bengaluru where international tests, one day and T20 cricket matches are conducted. The KSCA has nothing to do with IPL events and Wednesday's celebrations were organized by RCB franchise and managed by its vendor DNA Entertainment Network. KSCA's role was limited to making the stadium and its infrastructure available to RCB and DNA. Bengaluru stampede: HC grants conditional interim relief to Karnataka cricket board officials; no coercive action for now
Stampede outside Chinnaswamy Stadium The Karnataka high court on Friday granted interim conditional relief to office-bearers of the Karnataka State Cricket Association (KSCA), after the cricket board moved the high court to quash the FIR registered against its officials in the Chinnaswamy Stadium stampede case. Justice SR Krishna Kumar ordered that no coercive action should be taken for now against the KSCA office-bearers. However, the order is subject to the condition that the petitioners should co-operate in the ongoing investigation, and not leave the jurisdiction of the court. The next hearing in the matter will be held on June 16. The plea was moved by KSCA president Raghu Ram Bhat and a few other office-bearers after the Bengaluru Police registered FIR against Indian Premier League (IPL) 2025 winners Royal Challengers Bengaluru (RCB), event management firm DNA entertainment private limited, and the KSCA. The stampede occurred on Wednesday outside the Chinnaswamy Stadium, RCB's home venue, where a large number of fans gathered to participate in the celebrations of the team winning the IPL, the franchise's first title since the league began in April 2008. The Rajat Patidar-led team defeated Punjab Kings in Ahmedabad on Tuesday to lift the trophy. The incident claimed 11 lives and left 56 people injured.
