KUWAIT CITY, July 22: Acting Director of the Public Relations and Media Department at the Public Authority for Manpower (PAM) Mohammad Al- Muzaini confirmed that the authority continues to Kuwaitize jobs under government contracts. In a press statement, Al-Muzaini disclosed that PAM is currently coordinating with the ministries to Kuwaitize contracts in public entities such as the ministries of Electricity, Water Public Works and Health. He affirmed the completion of the first phase with the Ministry of Health, while awareness programs and interviews have started with the Ministry of Public Works. He stated that applications are being sorted and the authority is working in line with the national strategy to achieve balance in the labor market. He explained that the government contract Kuwaitization program aims to encourage Kuwaiti youths to work in the private sector, away from total reliance on government employment. He said the authority applies national labor quotas to companies and holds job fairs in partnership with the Union of Banks, banks and telecommunication companies. He added the authority has also started Kuwaitizing the health and hotel sectors to provide more job opportunities for Kuwaitis. He said some companies have exceeded the specified quotas and employed up to 40 percent of Kuwaitis without being obligated to do so. Kuwait revives co-op Kuwaitization plan with new online hiring system

KUWAIT: Kuwait's Ministry of Social Affairs announced Thursday that it will open online applications for supervisory positions in cooperative societies starting July 27, as part of the country's broader Kuwaitization strategy aimed at placing more citizens in leadership roles across key sectors. The move comes nearly a year after the ministry temporarily suspended earlier initiatives to Kuwaitize the sector. For the first time, candidates will be required to take an electronic exam on September 9, organized in cooperation with the Gulf University for Science and Technology (GUST), according to the ministry's Acting Undersecretary Dr Khaled Al-Ajmi. 'In a first since appointments in co-ops began, the ministry will require applicants to take an electronic test,' Al-Ajmi told Kuwait News Agency (KUNA), adding that passing with a score above 80 percent is mandatory to qualify for the in-person interview stage. The exam will count for more than 80 percent of the final evaluation, while the interview will account for 15 percent. The decision is part of a wider national effort to prioritize citizens for employment and address what officials have described as the country's 'demographic imbalance.' In 2023, the ministry launched its first round of Kuwaitization efforts in co-ops, posting supervisory jobs in five co-ops — Nuzha, Qortuba, Faiha, Jabriya, and Qadisiya — for positions such as directors, deputy directors, and department heads. A special committee was assigned to oversee the process. However, sources noted that turnout was lower than expected, citing job security concerns. Since then, the ministry has been working to expand the scope of the Kuwaitization initiative. In July 2024, it introduced a new vision that included general roles such as legal accountants, procurement clerks, and store managers. In January 2025, Minister of Social Affairs and Minister of State for Family and Childhood Affairs Dr Amthal Al-Huwailah announced the formation of a new committee tasked with overcoming obstacles in hiring Kuwaitis. Al-Ajmi emphasized that the new electronic test is intended to ensure fairness and transparency in the hiring process. 'The goal is to enhance transparency, equal opportunity, and job justice in selecting candidates,' he said, noting that a free, optional training course will be made available for applicants to prepare. Salaries for the available supervisory positions range from KD 1,000 to KD 2,000 depending on the role and its responsibilities, Al-Ajmi added. Assistant Director-General of the Public Authority of Manpower Musaed Al-Mutairi confirmed that the authority has activated a digital system to register and advertise vacancies submitted by co-ops. The job opportunities will be published through the 'Fakhrona' platform dedicated to hiring Kuwaiti nationals. Applications can be submitted via the authority's online portal or through the Sahel app, Al-Mutairi told KUNA. This complies with the directive that His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah issued when he visited the Supreme Judicial Council in March. It is also a reformative step aimed at empowering national manpower and boosting confidence in Kuwaiti competencies. The decision includes the transfer of a group of Kuwaiti personnel in the partial and specialized prosecution offices to the Public Prosecution, as part of a comprehensive strategy to Kuwaitize the Public Prosecution and assign sensitive judicial positions to qualified nationals. The decision sets a remarkable precedent, as it is the first time that some Kuwaiti women were appointed to the Public Prosecution. KUWAIT CITY, May 3: Former Director of the Legal Research and Grievances Department at the Ministry of Education and incumbent Human Resources Supervisor Saud Al-Jassar has submitted a formal complaint to Civil Service Commission (CSC) Chairman Dr. Essam Al-Rubaian on the alleged contravention of governmental mandates on the nationalization of legal jobs. This complaint arises from the decision of the ministry to reinstate several expatriate legal researchers one year after their dismissal as per the Kuwaitization policy. Al-Jassar pointed out that the initial terminations were under the directives of the Council of Ministers and the CSC to prioritize citizens, particularly in legal positions. He said these terminations achieved legal inviolability after the expiration of the specified appeal period. He alleged the CSC violated these mandates by authorizing the reassignment of Kuwaiti legal professionals to general administrative roles, concurrently sanctioning the reinstatement of expatriates into legal positions. He argued 'this action is deemed a reversal of the established replacement policy, undermining the government's intention to Kuwaitize legal positions.' According to Al-Jassar, this measure not only challenges high-level State directives, but also constitutes a clear breach of CSC Resolution No. 11/2017 and contradicts the statements published by CSC in local media on Feb 3, 2025. He said 'these prior statements affirmed the termination of numerous expatriate contracts and indicated that contracts for expatriates in non-essential government roles would not be extended beyond March 31.' He also affirmed the availability of more than 370 Kuwaiti legal researchers in educational districts and additional qualified Kuwaiti applicants seeking legal sector employment; hence, questioning the rationale behind the expatriate reinstatements. He also criticized the involuntary transfer of Kuwaiti legal professionals to administrative roles, which is inconsistent with their academic qualifications and experience. He wondered why national expertise is marginalized while expatriate personnel are re-engaged in legal capacities. He said the official correspondence of the CSC typically precludes reinstatement of Kuwaiti personnel following termination and the lapse of the legal appeal period. 'However, the long-expired termination of expatriates is being reversed, raising questions on equality and legal consistency. CSC Circular No. 15/2000 prohibits the revocation of valid termination decisions after the legal appeal period. The CSC chairman must take legal measures to rectify such a violation of legal and national directives,' he asserted.
