Palace says no budget required for Pamilya Pass 1+3 program
President Ferdinand 'Bongbong' Marcos Jr. greets commuters inside a train of the Metro Rail Transit Line 3 (MRT-3) on Sunday, June 1, 2025, the official launch day of the Family Fare 1+3 Promo. Under the promo, families of four can have three free train rides at MRT-3 and LRT-2 every Sunday beginning June 1. Marcos was accompanied by the First Family, Transportation Secretary Vince Dizon, and other key government officials during the train ride. Yummie Dingding/ PPA POOL Malacañang on Wednesday said there is no budget required for the government's Family/Pamilya Pass 1+3 program or free MRT-3 and LRT-2 rides. ''Wala naman pong budget require for the MRT-3 at LRT-2 iyan din po ayon kay DOTr Secretary Vince Dizon, dahil government run po ito at karaniwan naman po 'pag Sunday hindi naman po napupuno ang LRT at MRT natin,'' Palace Press Officer Undersecretary Atty. Claire Castro said in a briefing. (There's no budget required for the MRT-3 and LRT-2 because according to DOTr Secretary Vince Dizon, this is government run and usually the LRT and MRT are not full during Sundays.) President Ferdinand ''Bongbong'' Marcos Jr. earlier said the Family/Pamilya Pass 1+3 program was made in honor of Family Day and to celebrate Filipino families. In this program, families or barkadas of four members only need to pay for one passenger to ride the MRT-3, LRT-2 and LRT-1 every Sunday starting on June 1, 2025. Transportation Secretary Vince Dizon had said that under the promo, only one member of the family or a group traveling together on the same trip needs to pay for a ticket and enter the turnstile while the rest of the family will pass via the side entrance. Aside from families, groups of four friends can also avail of the promo, Dizon said. Meanwhile, Castro also explained that the President had ordered for its implementation until June 2028 because he wants to give the next administration the right to decide on what programs it will enforce. ''So, wala pong budget na required for this. (There's no budget required for this and why only until June 2028? It's because the President wants to give the next administration the right to decide on what programs it will implement. That's a sign of respect from the President to the next leadership.) — BAP, GMA Integrated News

Common station, MRT-7 finished by 2027 — DOTr's Dizon
Transportation Secretary Vince Dizon on Tuesday committed that the common station for LRT-1, MRT-3, and MRT-7 lines will open in 2027, coinciding with the start of the operation of MRT-7 which connects Metro Manila and Bulacan. Dizon said this prior to the approval of his ad interim appointment as secretary of the Department of Transportation (DOTr) by the transportation committee of the Commission on Appointments (CA). 'Ang goal po natin is makahanap na tayo ng bagong gagawa at magtatapos ng istasyon ng common station ngayong 2025 at ang timeline natin is kasabay sana ng opening ng MRT-7 ay tapos na rin ang common station, para by 2027 tapos na po finally,' he said. (Our goal is to find a new contractor to build and finish the common station by 2025. Our timeline is to finish the common station at the same time as the opening of the MRT-7, so that by 2027 it will finally be finished.) 'Parang 15 years na itong mga proyektong ito between common station, MRT-7, at ang koneksyon ng LRT-1 at MRT-3. Mahigit isang dekada na ito, halos 15 years na. Tingin ko, within the term of the President, lahat ng prokeytong ito ay matatapos na at operational,' he added. (These projects—the common station, MRT-7, and the connection of LRT-1 and MRT-3—have been going on for 15 years. It's been more than a decade, almost 15 years. I think, within the term of the President, all these projects will be completed and operational.) — RSJ, GMA Integrated News

As EDSA rehab looms, Skyway eyed as alternative route
The government is considering allowing motorists to use portions of the Skyway for free once major repair begins on EDSA this coming June. In Joseph Morong's Tuesday report on '24 Oras,' the EDSA rehabilitation will begin on June 13. Transportation Secretary Vince Dizon said Metro Manila's major thoroughfare will undergo large-scale repair since reblocking and asphalting the road is no longer enough. Officials said the stretch between Roxas Boulevard in Manila and Guadalupe, Makati will be the first to be affected. According to the Department of Public Works and Highways (DPWH), EDSA will be repaired per lane. 'Yung mga kababayan natin na imbes na sa EDSA meron silang ibang dadaanan, alternative na dadaanan at ang pinakamadaling alternative na dadaanan ay ang Skyway,' Dizon said. (Instead of traversing EDSA, they will have an alternative route. The best option would be the Skyway.) The Department of Transportation (DOTr) said repair work on EDSA would take about two years, but the EDSA bus carousel would remain operational during the whole time. EDSA buses will use the adjacent lane while the remaining lanes will be for private vehicles. 'Wala tayong magagawa. Kailangan unahin natin ang commuter,' Dizon said. (There's nothing we can do. We have to prioritize commuters.) To ease the travel of commuters, some facilities of the EDSA bus carousel were fixed, including 18 elevators at six of its stations. Wheelchair lifts were also installed for persons with disabilities. Meanwhile, the Supreme Court partially lifted the temporary restraining order against the No Contact Apprehension Policy (NCAP), allowing only the Metropolitan Manila Development Authority (MMDA) to implement it in areas under its jurisdiction. 'Yung mga violators, hindi na namin kailangang parahin, mag-talo, isyuhan physically ng ticket na habang ginagawa yun ay nakakaabala pa sa traffic. So, kung may NCAP, tuloy-tuloy na yung takbo at huhulihin na lang namin through CCTV camera,' MMDA chairman Romando Artes said. (We don't have to stop motorists to issue a physician ticket, get into arguments, as this causes traffic. With the NCAP, violators will be caught via CCTV cameras.) Dizon also said the government is hastening the completion of the Common Station of the LRT-1, MRT-3, and MRT-7, which was supposed to have been finished in 2021. He added DOTr is looking for another contractor for its completion. 'Ang target natin by early 2027, tapos na lahat. Tapos na ang Common Station, MRT-7 and nakakonekta na tayo sa LRT-1 papuntang MRT-3 and MRT-7,' Dizon said. (Our target is to finish everything by early 2027. We aim to finish the Common Station, MRT-7, and that LRT-1 is connected to the MRT-3 and MRT-7.) —Mariel Celine Serquiña/RF, GMA Integrated News

MMDA eyes possible shutdown of EDSA busway
Operations of the Epifanio delos Santos Ave. (EDSA) busway may be shut down eventually should there be enough passenger capacity for the Metro Rail Line Transit (MRT-3), the Metropolitan Manila Development Authority (MMDA) said. In a press briefing on Wednesday, Feb. 5, MMDA Chairperson Romando Artes said there are plans to launch a new train wagon to increase the current MRT capacity by 30%. Artes said the purpose of the MRT and EDSA busway is just 'repetitive.' 'Kung maa-accommodate naman sa taas, sa tren iyong mga pasahero, we don't see the need na magkaroon pa ng bus kasi exactly the same route nga siya. In fact, mas bentahe pa nga ang train dahil mas marami siyang stops kaysa sa bus carousel,' he said. The MMDA chief said there are also suggestions to free up the current EDSA bus lane for use of high-occupancy vehicles. 'May plano po ang DOTr na talagang magkaroon ng seamless transfer from different train system like MRT, idugtong na talaga sa LRT 1, or iyong sa north, same, LRT-1,' Artes noted. Artes, however, clarified that the proposal will not happen if train capacity will not be addressed. 'Hangga't hindi pa kaya i-accomodate ng MRT iyong pasahero po ng bus carousel, hindi maaalis iyong buses na iyan,' he said. Just early this week, Transportation Secretary Jaime Bautista said the DOTr is fixing terms of reference for the privatization of the EDSA carousel operations for a possible turnover in 2026. The special bus lane began in 2020 to address travel woes during the pandemic. It followed a paid fare system in 2023. Bus operations stretch from Monumento in Caloocan to the Parañaque Integrated Terminal Exchange (PITX).
