Punjab cabinet's decision aims to streamline payment process for properties sold by ULBs

CHANDIGARH : In a decision aimed at streamlining and expediting the payment process for properties sold by urban local bodies , the Punjab Cabinet on Friday approved an amendment to the Punjab Management and Transfer of Municipal Properties Rules, 2021. A decision to this effect was taken by the Council of Ministers in a meeting held here under the chairmanship of Chief Minister Bhagwant Mann , said an official statement. "As per the amendment, the Cabinet has decided to reduce the time period to six months for depositing the sale price by allottees for properties sold by the Urban Local Bodies. "So, the allottees will now be required to deposit the full sale price within 180 days from the date of allotment, replacing the earlier provision of six half-yearly instalments. The decision aims at the faster realisation of revenue by urban local bodies, strengthening of Municipal finances and facilitation of the common man by a reduction in legal disputes related to delayed payments," the statement said. With the objective to further tap Punjab's growth potential by developing a vibrant environment for entrepreneurship, the cabinet also gave the nod to allot Rs 5 crore to Punjab Innovation Mission to help meet its objectives. The decision has been taken in view of the immense contribution of the mission to unleash Punjab's growth potential and create a thriving economy by generating jobs and inviting investment. "The mission is also important for the state as it acts as a catalyst to further give impetus to develop Punjab as an industrial hub in the country," the official statement said. In order to streamline the promotions in the Punjab Police, especially among those promoted from the Sports quota, the Punjab Cabinet also gave a nod to frame service rules for the officers/employees serving in 207 Specially Promoted Cadre. This decision will regulate the future promotions of these Police personnel and further streamline their other service matters. Likewise, based on recommendations of the Group of Secretaries committee to review redundant laws/ regularisation and decriminalisation, the Cabinet also approved the Punjab Appropriation Acts (Repeal) bill, 2025. As per the recommendations of the committee, the Department of Finance has considered the proposal and identified its appropriations acts for repealing, which authorised departments to incur expenditure from the Consolidated Fund of the state. Repeal of Appropriation Acts, whose terms have ended, will in no way have any adverse effect on actions that were validly taken or to be taken in relation thereto pursuant to these Acts, the statement said.

In anticipation of this high-profile visit, District Collector Vijayaendra Boie, along with SP D. Janaki, Additional Collectors Shivendra Pratap (Local Bodies) and Mohan Rao (Revenue), conducted a comprehensive review of the arrangements on Thursday. From tight security protocols to showcasing cultural heritage, authorities are leaving no stone unturned to ensure a memorable experience for the international guests. Located just 4.5 km from Mahabubnagar town, Pillalamarri is home to a majestic 700-year-old banyan tree, spreading across 3.5 acres. Once known as Peerlamarri, it is now revered as a natural and spiritual heritage site, attracting thousands of visitors annually. The ancient tree, recognized as one of the largest in India by the Telangana Forest Department, symbolizes endurance and regeneration. After suffering damage in 2017, the tree underwent advanced treatments like IV chlorpyrifos injections and is now thriving under protective care, with tourists able to view it from a specially constructed foot-over bridge. The Miss World delegation will spend two hours exploring Pillalamarri's archaeological museum, which houses rare sculptures, ancient coins, and relics from the Stone Age to the Qutb Shahi era. Notably, the Sri Rajarajeshwara Temple, reconstructed at this site after being relocated from Eerladinne due to the Srisailam project, showcases Vijayanagara architectural brilliance and religious harmony with artifacts from Hindu, Buddhist, and Jain traditions. Complementing the museum are a mini zoo, deer park, aquariums, and interpretation centers, making Pillalamarri a unique blend of heritage, knowledge, and nature. Collector Vijayaendra Boie emphasized the need for seamless coordination among departments, with cultural performances and guided tours planned for the visitors. Instructions were issued to ensure that every moment of the visit reflects Telangana's hospitality and vibrant culture. SP D. Janaki confirmed that a security force of 1,000 personnel has been deployed, with support from IG Satyanarayana, Jogulamba Zone DIG L.H. Chauhan, and senior officers. Additional SP Ramulu, DFO Satyanarayana, Municipal Commissioner Maheshwar Reddy, RDO Naveen, and DEO Praveen Kumar were among those present during the review. This prestigious visit is seen as a golden opportunity to promote Telangana's tourism to the international stage. With the state's tourism slogan, 'Telangana Zaroor Aana', officials hope the Miss World contestants will become global ambassadors for its beauty, culture, and history. Ends.

A.P. issues comprehensive guidelines for urban local bodies on fund utilisation

In a significant move aimed at strengthening Urban Local Bodies (ULBs) and enhancing urban service delivery, the Central government has issued comprehensive guidelines on the utilisation of municipal funds. The order, issued by S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development Department through G.O. Ms. No. 75, on Monday seeks to ensure efficient financial management across all ULBs, starting April 1, 2025. Aligning with the State's ambitious Swarna Andhra@2047 vision and India's Viksit Bharat@2047 mission, the government aims to accelerate GSDP growth by over 15% annually. Recognising ULBs as critical growth hubs, the new policy grants them greater autonomy over municipal fund management, as announced by the Finance Minister Payyavula Keshav during the 2025-26 Budget Session. The guidelines categorise expenditures into maintenance and capital investment, targeting critical sectors such as public health, sanitation, water supply, roads, drainage, and streetlighting. Essential services ULBs are mandated to prioritise essential services like 100% door-to-door waste collection, leak-proof water supply, pothole-free roads, and fully functional streetlights. Municipalities have been directed to allocate a minimum portion of their revenues— ranging from 20% to 30% depending on their grade—to capital expenditure projects. Furthermore, not less than 30% of income, excluding government grants, must be earmarked for public health advancements under the Public Health Act, 1939. Monitoring mechanism To ensure accountability, a robust monitoring mechanism, including a dedicated expenditure dashboard linked to the ERP system, will be set up. Expenditure reviews will be conducted fortnightly by the Municipal Administration Directorate and monthly by the State government. Mr. Suresh Kumar emphasised strict adherence to these guidelines to transform urban governance and deliver better services to citizens.
