MP13 allocates RM40b to strengthen health sector
by HIDAYATH HISHAM THE government will allocate RM40 billion to the healthcare sector under the 13th Malaysia Plan (MP13), with a focus on reducing out-of-pocket costs for the public. Prime Minister Datuk Seri Anwar Ibrahim said this includes new initiatives to make healthcare more affordable and accessible across all layers of society. 'The Madani Medical Scheme is one of the government's key efforts to ensure broader, inclusive, quality and affordable access to healthcare for the people,' he told the Dewan Rakyat today. He said the government will expand pro-health taxes beyond sugary products to include tobacco, vape and alcohol, not only to boost revenue but to address the growing prevalence of non-communicable diseases (NCDs). Construction and upgrading of public hospitals and clinics — including those in poor condition — will be ramped up, alongside the development of a national health workforce framework. This includes measures for pre-service training, licensing and registration, recruitment, placement and career development to ensure talent retention in the sector. 'Health record management will be strengthened as a core of the healthcare system's digitalisation. This effort will enhance the capability for interoperability across health facilities,' he said. Anwar added that health data interoperability across facilities, empowered by artificial intelligence (AI), would enable more impactful analytics to improve service quality.

13MP: Govt expands health tax to curb NCDs
PETALING JAYA: The government will expand its pro-health tax policy beyond sugar to include tobacco, vape, and alcohol products in a move aimed at curbing the rise of non-communicable diseases (NCDs) and promoting behavioural change among Malaysians. Prime Minister Datuk Seri Anwar Ibrahim, in tabling the 13th Malaysia Plan (13MP) in Parliament today, said the growing burden of NCDs must be addressed decisively. He stressed that the expansion of these taxes is not just a revenue-generating measure but a public health intervention. 'We must be firm in addressing health risks. Pro-health taxes will be expanded from sugar to products such as tobacco, vape, and alcohol – not merely to raise revenue, but to encourage behavioural change and curb the rising rate of NCDs, which is becoming increasingly alarming,' Anwar said. He said healthcare remains one of the government's top priorities, especially as the public health system faces mounting pressure from medical inflation, the spread of both communicable and non-communicable diseases, and an ageing population. The healthcare sector will receive a total allocation of RM40 billion under the plan, with a strong focus on reducing out-of-pocket medical expenses for Malaysians and improving access to quality, affordable care. The Madani Medical Scheme is among the flagship initiatives to expand healthcare coverage and ensure that no Malaysian is left behind in receiving proper treatment. To address infrastructure needs, more hospitals and clinics will be constructed or upgraded, including major new facilities in Negeri Sembilan, Johor, Kedah, Sabah and Sarawak. Anwar said the government is also committed to enhancing its healthcare workforce, with a national framework to be introduced to address talent development, licensing, recruitment and retention in the sector. He added that digitalisation will be a key pillar of reform, with improvements to health record management aimed at strengthening interoperability across healthcare facilities and supporting the development of AI-powered health analytics to improve overall service delivery.

Free healthcare at private clinics for eligible STR recipients

The initiative, known as the Madani Medical Scheme, has been available since June 15, 2023, to provide better healthcare access for low-income groups. Under this scheme, eligible STR recipients can receive free treatment at private clinics without needing to rely solely on public healthcare facilities. The scheme is currently available in ten locations, including Kuala Lumpur, Johor Bahru, Kota Kinabalu, Kuching, and selected districts in Selangor, Perak, and Penang. Services covered include consultations, check-ups, medication, minor procedures, and follow-up referrals for common acute health issues. Annual claim limits are set at RM250 for households, RM125 for senior citizens without spouses, and RM75 for single individuals. Once the yearly limit is reached, recipients must wait for the next cycle to continue receiving benefits under the scheme. No registration is required - recipients only need to present their MyKad at any participating private clinic. To check eligibility or locate a participating clinic, recipients can visit the ProtectHealth website for updated information.
