Mumbai: After successful completion of the 100-day action plan, CM Devendra Fadnavis has now drafted a 150-day plan for providing result-oriented administration. The highlight of the new plan is to effectively link tehsils with Mantralaya and coordination among all departments, both vertically and horizontally. As per a govt resolution issued a few days ago, it is a comprehensive action plan for e-governance, which is expected to result in improvement in efficiency at all levels, and lists targets of govt-to-citizen (G2C) interactions, govt-to-business interactions (G2B), and govt-to-govt interactions (G2G) for departments. Under the G2C target, departments have been asked to provide as many services as possible to people through online portals, cutting down the need to visit govt offices and resulting in improved ease of living. All laws, rules, govt decisions and circulars should be put in the public domain, all services should be notified under the right to guarantee and made available on Aaple Sarkar, and decisions should be taken in a manner that they help the public, according to the plan, which also pushed for creation of a dashboard for supervision. The order said all G2B services should be made available under e-governance so that there is ease of doing business. It said all permissions required to start a business should be listed, the number of approvals should be reduced, unnecessary documents should not be asked for, FAQs should be drafted for all services, a full-fledged grievance redressal machinery must be set up, and a dashboard should be prepared. Under G2G, all efforts should be made to carefully study and analyse the current working systems, unnecessary ones should be removed, and all systems should be simplified. To improve efficiency, the existing procedures should be re-examined, and even manpower requirements and logistics should be evaluated, said the order. As per the plan, 15 key result areas will be enforced across govt offices at divisional, district and tehsil levels.

Mumbai June 3 (UNI) Amid allegations that hundreds of ineligible Mantralaya women employees are availing of the benefits of the Ladki Bahin Yojana scheme, the Maharashtra government has sought detailed information from the income tax department about women who have filed returns to ascertain their eligibility, sources in the state secretariat said on Tuesday. 'We have forwarded the request to the Finance Ministry to share the required tax payer data and ITR filed by women in the state,' said a senior tax official. The BJP-headed Mahayuti government with allies drawn from Shiv Sena (Eknath Shinde) and NCP (Ajit Pawar) launched the ambitious Ladki Bahin Yojana just before the 2024 assembly elections in which 2 crore 67 lakh women applied and an amount of Rs 7,500 was deposited in the account of every woman for about 5 months without any comprehensive verification. Post-polls, the ruling alliance led by Chief Minister Devendra Fadnavis ordered a review of the scheme to identify ineligible beneficiaries leading to disqualification of nine lakh women from the Ladki Bahin Yojana scheme. Raipur: Teachers across Chhattisgarh issued a two-day ultimatum to the state govt, threatening a division-wise sit-in protest starting May 31. This followed a massive protest in Raipur on Wednesday, where 23 teacher organisations, united under the 'Sarv Shikshak Sajha Manch' banner, attempted to gherao the Mantralaya. Teachers are protesting the govt's school rationalisation policy, which they claim will impact around 40,000 teachers and nearly 30,000 schools, alleging the move is misleading the public and will severely worsen the quality of education in govt schools. "Our talk with the Education Secretary failed, and thus we decided to continue our strike to save around 4,000 teachers' posts in govt primary, upper primary, and higher secondary schools across the state," said Virendra Dubey, State President of Shaley Shikshak Sangh. He clarified that while they have no objection to the principle of rationalisation, the state govt is allegedly conspiring to eliminate around 40,000 teaching posts by "freezing" the 2008 setup. Dharmesh Sharma, General Secretary of the Sangh, affirmed their acceptance of the RTE Act 2009 but insisted that the 2008 setup plan should remain. He claimed that through this rationalisation policy, the state govt plans to eliminate one post each in primary and middle schools, and one commerce lecturer post in higher secondary schools. Similarly, 3,500 commerce lecturers in higher secondary schools, where there are typically two commerce lecturers per school, will be impacted by the proposed reduction to one. Sharma pointed out that Chhattisgarh's Pupil Teacher Ratio (PTR) is better than the national average, which is an achievement. However, he stressed that this does not justify abolishing teaching positions. Meanwhile, Chhattisgarh Education Department Secretary Siddharth Komal Singh Pardeshi clarified that there will be no tampering with the existing setup. He stated this during a recent media interaction amidst the ongoing protests. A report by the Chhattisgarh Education Department recently revealed that 211 govt schools across the state have zero student enrolment despite having teachers deployed. This finding came to light amidst a wider rationalisation effort by the department. For instance, in Sajabhavna and Harratikra Government Primary Schools in Batau development block of Surguja district, teachers are present despite the absence of students. The Education Department stated that these schools are no longer relevant, and the process of transferring these teachers to schools with actual need has begun. Conversely, remote and inaccessible areas of the state face a severe shortage of teachers, directly impacting students' academic performance. In the Government Higher Secondary School, Kunwarpur, in Manendragarh-Chirmiri-Bharatpur district, the absence of subject-specific teachers led to a higher secondary examination result of only 40.68% in 2024-25, significantly lower than the state's average. During his visit to Kunwarpur, CM Vishnu Deo Sai heard villagers' pleas for teacher appointments. Residents reported that teachers for crucial subjects like science, mathematics, and English were unavailable for years, hindering quality education. In response to these conditions, the Education Department is re-deploying teachers from schools with no students to those where they are genuinely needed through its rationalisation process. Departmental sources indicate that the teacher rationalisation process will be completed soon to improve the education system. Education experts believe this step was long overdue. They note that while some schools struggle without teachers, others had teachers who were underutilised due to a lack of students. They added that if the rationalisation is implemented transparently, it could significantly strengthen the education system.

The clerk was threatened with arrest by cyber frauds, claiming her Aadhaar card was used in a money laundering case. The clerk filed an FIR at the South Cyber police station at Grant Road on Jan 28, stating that the fraud occurred between Nov and Dec last year. Police arrested Pratik Bapu Surve, a professional who photographs weddings and birthday celebrations, and have frozen his bank account used in the crime. The complainant went to her bank and applied for a gold loan for Rs 15 lakh. It was approved. However, the bank manager noticed a change in behavior and advised her to contact the police. Police investigation found that Surve's account was used in November last year in the crime and it received Rs one lakh from the complainant. A wanted suspect related to Surve had informed him about an upcoming Rs 15 lakh deposit in his account. Whe police landed at Surve's residence, locals informed that the Chhattisgarh police had already taken his mother for questioning regarding a separate cyber fraud case involving her account. CM's 100-day prog: Women and child welfare dept tops

Mumbai: The state women and child welfare dept was ranked first among 48 Mantralaya depts in implementing the CM's 100-day programme after the Mahayuti govt was sworn into office in Dec last year. The dept, headed by NCP's Aditi Tatkare, scored 80%, followed by the public works dept, agriculture, rural development, and transport and ports dept. The evaluation results were announced by CM Devendra Fadnavis through a post on social media platform X. The Indian Quality Council conducted the final evaluation of the 100-day office improvement programme. The tasks ranged from website enhancement, office facilities, grievance redressal, ease of living, investment promotion, and technology use. The top five in each field were identified by the council. Those who topped the list included the Palghar superintendent of police, Chandrapur district collector, Mira-Bhayandar police commissioner, Ulhasnagar municipal commissioner, Thane Zilla Parishad, and Director of Technical Education. The women and child welfare dept stated it updated its content management system, conducted a website security audit, and provided a list of services notified under the Right to Service Act.
