Louisiana senators trim private education vouchers, expand Medicaid budget

(Wes Muller/Louisiana Illuminator) The Republican-led Louisiana Senate Finance Committee has removed public money meant to expand the use of private education vouchers in spite of the initiative being a priority for fellow Republican Gov. Jeff Landry. The committee agreed Sunday to cut $50 million from LA GATOR, Landry's initiative launching in the 2025-26 school year. The reduction will leave $44 million for the program, enough to continue covering private school tuition for 6,000 students who already receive state-funded vouchers. Landry and the Louisiana House wanted to put an additional $50 million into LA GATOR so the state could give out 5,300 new vouchers next school year, for approximately 11,300 overall. The cut was one of the biggest shakeups in the Senate leadership's initial version of the $43 billion state budget unveiled Sunday. The Senate and House must come together to reach a compromise on the spending plan by June 12. Senate President Cameron Henry, R-Metairie, has been resolute in his opposition to giving out more vouchers in the coming year. For weeks, he has expressed concern that LA GATOR's cost could grow faster than the state can afford it, and that the state's existing voucher program hasn't resulted in better education outcomes for students enrolled in it. Still, Landry and conservative groups who back LA GATOR have been putting pressure on senators to keep the $50 million in the program. They are running advertisements and recently held a rally next to the Capitol pushing for additional vouchers for the program. Some senators were also reluctant to explain why the money had been removed Sunday. Senate Finance Committee Chairman Glen Womack, R-Harrisonburg, and Sen. Rick Edmonds, who sponsored the bill to set up LA GATOR last year, allowed the state budget bill with the cut to move forward, but they declined to comment after the committee meeting. Louisiana Education Superintendent Cade Brumley, one of LA GATOR's biggest proponents, also refused to comment on the budget change after the committee hearing. Brumley said he had not had a chance to review the adjustment to the program yet. Yet based on the assumption that the number of vouchers offered would grow, Brumley had opened applications for the program across the state earlier this spring. Nearly 40,000 families have applied for the limited slots. At least some of the $50 million taken from LA GATOR is going to be used to restore $30 million to a targeted tutoring program for public elementary school students. Brumley attributed some of Louisiana's success on national math and reading tests to the tutoring program and said he was grateful it had been added back into the budget. Landry, Senate hope for hundreds of millions in federal Medicaid funding The Republican Senate leadership's version of the budget also adds hundreds of millions of dollars in federal funding to the state Medicaid budget. The money would be used to pay physicians and hospitals a higher reimbursement rate for treating Medicaid patients. Landry asked the U.S. Centers for Medicare and Medicaid Services earlier this year to allow Louisiana's medical providers to receive a rate for treating Medicaid patients closer to what private insurers provide. The federal government has not agreed pay the new rate yet. But if it does, it will increase Louisiana's federal Medicaid funding by $500 million in the state budget cycle that starts June 1. Hundreds of millions of federal dollars could also be given to Louisiana to retroactively cover payments in the current budget year that ends June 30. Louisiana's request for more Medicaid funding comes at a time when President Donald Trump and U.S. House Republicans, including House Speaker Mike Johnson and House Majority Leader Steve Scalise, are pushing for ways to reduce the nation's overall spending on Medicaid. But the reimbursement rates are not expected to be affected by changes Congress is considering. UNO transfer to LSU System comes with debt relief The Senate has added $20 million in its budget proposal for the University of Louisiana System to pay off debt associated with the University of New Orleans, which is likely to move over to the LSU System this summer. The Senate has also included nearly $2 million for the UL System to continue a youth recreation partnership at UNO for another year and $450,000 for LSU to conduct an 'academic and finance' audit of UNO in the next fiscal cycle. Sheriffs will get paid more to hold state inmates The Senate added $11.6 million to the budget in order to give local sheriffs $3 more per day per inmate to house state adult inmates in their local jails. Currently, sheriffs are paid $26.39 per day per inmate to house state prisoners. Louisiana keeps approximately 15,800 inmates in local parish jails instead of state prisons. This includes almost 2,000 state prisoners who are in transitional work programs, where they hold jobs at private businesses in the community while living at the jail. Louisiana DOGE gets money, staff to find efficiencies The Senate has added $1.5 million into the budget to support the so-called 'Louisiana DOGE' initiative Landry set up to search for government efficiencies. The money will support 10 positions in Landry's Division of Administration to perform a financial review of government services statewide.

Saints brushing off concerns about unproven QBs in Kellen Moore's first year in charge

METAIRIE, La. (AP) — New Orleans Saints first-year coach Kellen Moore's own experience tells him that NFL teams can win without an accomplished quarterback. Moore was playing for Dallas when the Cowboys selected Dak Prescott in the fourth round of the 2016 draft. Prescott won the starting job as a rookie and went 13-3, passing for 23 touchdowns while throwing just four interceptions. And Moore doesn't hesitate to mention that when asked about the fact that the four QBs on the Saints roster right now have a combined seven NFL starts — and no wins — among them. 'It's all about opportunities,' Moore said. Prescott 'hopped in there and played great and certainly there's a lot of other quarterbacks through the history of this game who've done it in a similar fashion,' Moore continued. 'So, we feel like we've got some young guys who are ready to roll.' Rookie quarterback Tyler Shough became the second draft choice of the Moore era when the Saints selected him early in the second round last month. That made Shough the highest QB picked by the Saints since they took Archie Manning second overall in 1971. 'A lot of things you can't control,' Shough said Thursday after the Saints wrapped up their third voluntary offseason practice. 'But you can control your preparation, your attitude, your effort — and that's one thing I'm going to do.' For now, Shough is a front-runner to be New Orleans' starter in Week 1, along with second-year pro Spencer Rattler, a 2024 fifth-rounder, who started six games — all losses — as a rookie last season while Derek Carr — who unexpectedly retired this month — was injured. Shough, who turns 26 on Sept. 28, spent seven seasons with three college programs before turning pro, and his relative maturity has been evident to Moore. 'He's a really, really prepared quarterback,' Moore said. 'He can handle NFL volume. He's handled the playbook tremendously.' Rattler said he didn't envision entering his second NFL season as the most experienced QB on New Orleans' roster, but was grateful for the opportunities he was given last season, even as the Saints struggled to a 5-12 record. 'It helps a lot just with the speed of everything, understanding what you're going to see week in and week out,' Rattler said. 'You can't put too much pressure on yourself,' Rattler added. 'It's Year 2 — a great opportunity ahead of me.' Jake Haener, a 2023 fourth-round pick out of Fresno State, made his lone start last season and aims to be in the mix after he returns from a recent oblique injury that could sideline him for several weeks. 'I'm not dumb. Everybody's probably counting me as the least likely factor to have any success,' Haener said. 'So I'm worried about what I can control at all times and nothing else. ... I've always been the underdog.' New Orleans also signed undrafted rookie Hunter Dekkers after offering the former Iowa State lefty a rookie camp tryout. 'He has some tremendous ability,' Moore said. While it's unusual for an NFL team to open a season without any QBs who've won an NFL game, it's not rare. That was the case when Green Bay went with rookies Jordan Love and Sean Clifford in 2023. Same with Cincinnati in 2020, Joe Burrow's rookie season. Both clubs were playoff bound within two seasons. On the flip side, the New York Jets have largely struggled since opening 2021 with Zach Wilson and Mike White as their active QBs. 'There's been lots of quarterback rooms around the league over the years where they've got a young group and they've got to develop them,' Saints general manager Mickey Loomis said. 'I wouldn't say it's ideal, but that's the hand we've been dealt.' Loomis and Moore wouldn't rule out adding a veteran QB under the right circumstances, but haven't listed that as a priority. Loomis also dismissed the notion that Saints veterans might question the club's urgency to win if they don't pick up a more proven QB. 'I haven't heard that,' Loomis said, but added he was confident that Moore, offensive coordinator Doug Nussmeier and QBs coach Scott Tolzien — all former NFL QBs themselves — would have whoever wins the job well prepared. Moore 'understands the position,' Loomis emphasized. 'He understands what he needs to ask from these guys at this stage of their career.' Veteran tight end Foster Moreau said experienced players know better than to make too many assumptions about unproven teammates at any position. 'These are the cards that we were dealt,' Moreau said. TANGIPAHOA PARISH, La. (WGNO) — Officials with the Jefferson Parish Sheriff's Office report that in the early morning hours of Saturday, May 10, a deputy fired his weapon while performing an arrest. According to the JPSO, around 2:40 a.m., a deputy performed a traffic stop on an occupied truck without a license plate in Metairie, which was located behind a business near the intersection of Yale and Hudson streets. One arrested, two killed in separate overnight New Orleans hit-and-runs During the stop, the suspect who was in the driver's seat of the vehicle, identified as 44-year-old Travis Umfrey, of Metairie, allegedly began yelling at the deputy and ignoring all commands. The deputy then reportedly fired his conducted energy weapon at the suspect after he had gotten back into the truck, however Umfrey managed to drive away with a woman still in the passenger seat. Officials say Umfrey then led deputies on a chase across multiple parishes all the way to Interstate 55 near Ponchatoula, where a local law enforcement officer managed to stop the truck using a spike strip. In attempting to arrest Umfrey, the suspect allegedly fought with officers and tried to grab one of their CEWs, prompting a deputy to fire a single round at Umfrey from their service weapon, missing him. Deputies say the struggle continued outside the truck with Umfrey reportedly trying to grab a knife he had clipped on his pants, however he was eventually put into handcuffs and taken into custody. One hospitalized in Seventh Ward shooting Umfrey has been booked into the Jefferson Parish Correctional Center on charges of improper lane usage, operating a motor vehicle while impaired, resisting an officer, simple kidnapping, aggravated flight from an officer, aggravated obstruction of a highway, attempted disarming of a peace officer and resisting a police officer with force or violence. More charges may be added.
