Kuwait begins Fahaheel Expressway upgrades under national plan

KUWAIT CITY, May 8: The Ministry of Public Works has announced that maintenance work is underway on the Fahaheel Expressway heading towards Kuwait City, as part of its broader infrastructure development strategy. The initiative is one of 18 road rehabilitation projects being carried out across Kuwait's governorates, aligned with the national development strategy, "New Kuwait 2035." In a statement, the ministry affirmed its commitment to implementing the highest engineering and safety standards to ensure high-quality execution. The road upgrades are part of a comprehensive modernization plan aimed at enhancing the country's transportation infrastructure. Eng. Sultan Al-Otaibi, Deputy Supervising Engineer for both the Fahaheel Expressway and King Fahd Road, confirmed that field teams from the ministry are actively present on-site to monitor progress under new contracts related to extensive road maintenance. According to Al-Otaibi, the ongoing work includes soil treatment and the application of three asphalt layers—classified as Type 1, Type 2, and Type 3—to ensure durability and improved road performance. He urged citizens and residents to follow updates from the General Traffic Department, particularly regarding temporary road closures, to minimize inconvenience and avoid traffic congestion during the maintenance period. The Fahaheel Expressway project represents a key milestone in Kuwait's infrastructure renewal efforts as the country continues investing in sustainable and efficient road systems.

‘Fast-track Metro Project to realize Kuwait Vision 35'

KUWAIT CITY, April 28: The Municipal Council, headed by Abdullah Al-Mahri, held its 17 regular session for the third legislative round on Monday. During the session, the council approved the following: Request of the Ministry of Public Works to allocate a reservoir and a track, add the use of Unitized Distribution System (UDS) transformer and cancel the previous allocation of reservoirs in South Sabahiya; Request of the Ministry of Electricity to allocate overhead lines to connect Wafra Z2 main transformer station to the overhead lines Request of the Ministry of Interior to create additional parking spaces next to Qurain Health Center in Qurain, Block Two; Amendments to Table No. Six stating the requirements and specifications for agricultural and livestock areas in the new building regulations; Building requirements for areas affiliated with the Public Authority for Agriculture Affairs and Fish Resources (PAAAFR), Public Authority for Sports (PAS), Public Authority for Manpower (PAM) or any other government agency. These areas are used for the cultivation of agricultural products, fish farming, poultry, livestock, cattle, horse and camel breeding; beekeeping, honey production and services; breeding and training of racehorses and camels by hunting and equestrian clubs and camel clubs; in addition to certain plots in Abdally and Wafra. The important amendments include specifying the building percentages in the agricultural areas in Wafra, Abdally and Sulaibiya. The permitted building percentage is 10 percent of the plot size with a maximum of 10,000 square meters. Dairy farms are permitted to have varying building percentages distributed as follows: five percent for feed stores, one percent for repair shops, three percent for milking facilities and 10 percent for residential buildings, not exceeding 1,000 square meters. Horse breeding plots should not exceed 10,000 square meters, with building percentages not exceeding 15 percent of the plot size. Five percent of broiler and layer chicken plots should be allocated for workers' housing and five percent for feed and machinery storage. Areas designated for light pens for poultry production and breeding should also be included. Areas for raising horses and racing camels should not exceed 50 percent of the plot size. Plots located in Block 10 in Wafra Agricultural Area should measure at least 500 square meters and not exceed 5,000 square meters, which will be distributed to unions, associations,and companies. Moreover, the council presented three recommendations as per the reply of the Kuwait Municipality to the question of Deputy Chairman Khaled Al-Mutairi about the Kuwait Metro Project as follows: 1. Identify the government entity responsible for designing and implementing the Metro Project. 2. Re-evaluate the metro lines and stations stated in the previous decision of the Municipal Council. 3. Expedite the implementation of the Metro Project to realize the New Kuwait Vision and the development plan of the country.

The closure began at dawn on Friday and is part of a month-long comprehensive maintenance plan launched by the Roads and Transport Authority in collaboration with the General Traffic Department. Despite prior coordination and approval from the Ministry of Public Works, the Roads and Transport Authority, and other relevant agencies, the closure timing has sparked frustration among Kuwaiti citizens and expats. Many believe that carrying out such extensive roadwork during this busy period has intensified their daily hardships. They have called on authorities to reconsider the timing of major infrastructure projects to minimize disruption to public life. In a related development, the Ministry of Public Works secured all necessary approvals before implementing the closure. They also noted that alternative routes are being arranged with the General Traffic Department to help ease traffic during peak hours, particularly when students and employees are commuting in the mornings and evenings. The Ministry emphasized that maintenance work is progressing rapidly to ensure timely completion. It also highlighted that a traffic management plan has been implemented in cooperation with the Traffic Department to mitigate congestion during the ongoing roadworks.

Kuwait Cabinet Approves Draft Law on Special Leave, Discusses Road Maintenance Progress

KUWAIT CITY, April 22: The Kuwaiti Cabinet held its weekly meeting on Tuesday morning, April 22, 2025, at Bayan Palace under the chairmanship of Acting Prime Minister and Minister of Interior, Sheikh Fahad Yousef Saud Al-Sabah. Following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sherida Abdullah Al-Muasherji, issued the following statement: At the beginning of the meeting, the Cabinet was informed that His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, had designated His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, to represent him at the upcoming second summit of the strategic dialogue between the Gulf Cooperation Council (GCC) and Central Asian countries. The summit is scheduled to take place on May 5, 2025, in Samarkand, Uzbekistan. The Cabinet also reviewed a visual presentation by Minister of Public Works, Dr. Noura Mohammed Al-Mashaan, in the presence of officials from the Ministry of Public Works and the Public Authority for Roads and Land Transport. The presentation outlined the progress and current status of comprehensive maintenance projects on major expressways across Kuwait's six governorates, as well as internal roads in various regions. Dr. Al-Mashaan emphasized the Ministry's commitment, in coordination with the Ministry of Interior and other concerned agencies, to execute these works promptly to enhance road safety and reduce traffic congestion. In response, the Cabinet commended Dr. Al-Mashaan and the teams from the Ministry of Public Works, the Ministry of Interior, and the Public Authority for Roads and Land Transport for their dedication and ongoing efforts. The Cabinet reiterated its commitment to ensuring the smooth implementation of road maintenance projects and emphasized the importance of issuing proper traffic directives during construction to safeguard public safety and ensure fluid traffic movement. In another matter, the Cabinet reviewed recommendations from the Ministerial Committee for Legal Affairs regarding a draft decree-law to amend Article (45) of the Civil Service System, originally issued on April 4, 1979. The amended article allows a minister to grant an employee special leave, without deducting from their regular leave balance, to accompany a patient approved by the Ministry of Health for treatment abroad. This leave, with full salary, may extend up to one year and can be prolonged for an additional six months without pay. Salaries during this period shall be paid at the beginning of each month. The Cabinet approved the draft amendment and resolved to submit it to His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, for final approval. Additionally, the Cabinet reviewed various items on its agenda, endorsing several of them, while referring others to relevant ministerial committees for further study and detailed reporting. Lastly, the Cabinet approved the minutes submitted by the Supreme Committee for the Investigation of Kuwaiti Nationality. These included cases involving the revocation or withdrawal of Kuwaiti citizenship from certain individuals, under Decree Law No. (15) of 1959 and its subsequent amendments.
