SC stays contempt plea against Noida CEO in 2011 housing case
Noida: The Supreme Court has stayed contempt proceedings against Noida Authority CEO Lokesh M for alleged non-compliance with an Allahabad HC order over the sanction of building plans for developing a group housing society on a plot in Sector 45 in a decade-old case. The court has directed the CEO and the petitioners to explore an amicable solution. The contempt petition, filed against the CEO in the Lucknow bench of Allahabad High Court in April, stated that despite a high court order, dated Nov 22, 2024, directing the Authority to reconsider the building plan application submitted by the petitioners under the Building Regulations, 2010, the map was rejected on technical grounds on Dec 24 that year. The case dates to 2011, when petitioner Kapil Misra and another person, received a plot at Sadarpur in Sector 45 through an exchange deed. According to the petitioners, the state govt initiated the process to acquire their 10,870 sqm plot at Rohillapur village in Sector 132 in 2006 for development. The acquisition process was quashed in 2009 after the two had challenged it in court. The petitioners had again approached the court as Noida Authority did not return their plot. Subsequently, Noida Authority allotted them a plot in Sadarpur in 2011 following the court's direction. In April 2021, the petitioners sought permission to develop group housing on the Sector 45 land. However, the Authority did not give approval. Misra filed a writ petition in 2022, and the Allahabad HC directed the Authority to decide on his application within 45 days. When this order was not followed, Misra filed a contempt petition. In response, the Authority rejected their application in Sept 2023, citing non-compliance with the Building Regulations that require a lease deed for such approvals. A revision petition filed with the state govt was dismissed last April. The petitioners maintained that an exchange deed constituted a valid transfer document under the law, granting them full property rights, including construction. They claimed the Authority's interpretation of the regulations was overly restrictive and violated their constitutional rights under Article 300A. In rejecting Kapil Misra's building plan application, the Noida Authority cited three main reasons. First, the land was originally acquired by Noida Authority and was allotted for specific purposes as per the lease deed; building plans could only be approved under the 2010 Building by-laws if all required documents were submitted. Second, building permission was granted only after a lease deed was executed, confirming the applicant is an authorised allottee. Third, Misra submitted a deed of exchange instead of a lease deed, which was not a valid document under the 2010 regulations, rendering his application incomplete and ineligible for approval. The high court found these reasons insufficient. On Nov 22, 2024, justice Alok Mathur of the Allahabad HC's Lucknow bench held that the exchange deed was a valid transfer under the Transfer of Property Act and the UP Industrial Area Development Act, 1976. "We find no reason for the Authority not to consider the petitioners' application for building plan sanction. The reasons for rejection are clearly illegal and arbitrary," the court observed. It ordered the Authority to pass a fresh decision within four weeks of receiving the certified copy of the order. On Dec 24 last year, Noida Authority once again rejected the building plan application, citing technical grounds. This prompted Misra to file a contempt application against the CEO in April 2025. On May 28, the SC bench observed the matter warranted "an amicable resolution" and granted two months for discussions. The Supreme Court stayed further contempt proceedings and listed the matter for hearing on July 29.

Child molester ‘drives 8cm nail into girl's skull to silence her'
A child molester has been accused of driving an 8cm iron nail into a girl's skull in an attempt to silence her. The seven-year-old's mother told doctors in India that her daughter was abused by an unidentified man who then pierced the nail through her mouth, penetrating her palate and brain. The police have opened an investigation. The girl, from a village in the northern state of Uttar Pradesh, is expected to make a full recovery and was discharged from the King George's Medical University (KGMU) in Lucknow city on Monday. Dr Samir Misra, a surgeon at KGMU, told The Telegraph that the nail had entered through the girl's lower jaw and neck before reaching her cranial cavity, narrowly missing major arteries. 'This was an extraordinarily complex case where the child's life was in serious jeopardy,' said Dr Misra. 'It took us four hours to remove the nail that was touching the brain and it was dangerously close to vital blood vessels. 'Our team worked meticulously to avoid any damage to the brain and sensitive nerves between the mouth and the brain,' the doctor, who works in the hospital's trauma surgery department, added. In the early hours of May 16, the patient was referred to KGMU, where a specialist team conducted examinations including CT scans. Clinical evaluation and imaging revealed the nail's path through several high-risk anatomical zones. Dr Misra described the child's condition on arrival as precarious. 'Her blood pressure was dangerously low. She was in shock, possibly septic or neurological, and required immediate resuscitation.' The team transfused blood to treat her anaemia, which they suspect may have been pre-existing due to malnutrition. After surgery the girl initially did not respond as expected, and doctors were especially concerned about the risk of infection and meningitis given that the iron nail was probably contaminated. But after intensive antibiotic care and close monitoring, the child stabilised and recovered without developing serious infections or neurological complications. 'She is now walking, talking and doing remarkably well,' Dr Misra said. 'There is some mild weakness, possibly due to her long hospital stay, but we expect a full recovery.' Following the surgery, the girl was placed in a paediatric intensive care and kept under close observation for 10 days. On May 29 she was fully conscious and responding well. 'She has shown remarkable resilience,' Dr Misra said. 'There are no neurological defects and we believe she will go on to live a normal life.' Haryana to conduct state-wide mock drill today, 15-min blackout from 8 pm
Haryana will now conduct the state-wide mock drill – civil defence exercise — under Operation Shield on Saturday across all 22 districts to enhance state's emergency preparedness and response capabilities. Scheduled to begin at 5 pm, the drill is being organised under the guidance of the Ministry of Home Affairs (MHA) to simulate critical incidents such as air raids, drone attacks, and other wartime scenarios in the light of current national security concerns. Earlier, this mock drill was scheduled for May 29 but was postponed as per MHA instructions. A controlled blackout of 15 minutes will be observed from 8 pm near vital installations, with exception of essential emergency services such as hospitals, fire stations, and police stations. Interacting with media persons here Friday, Additional Chief Secretary (Home) Sumita Misra said, 'The exercise aims to test existing emergency mechanisms, improve coordination between the civil administration, defence forces, and local communities and to identify areas that need to be strengthened, thus ensuring swift and effective response during any crisis.' Misra said, 'Currently there are around 32,000 civil defence volunteers across Haryana who will contribute in this exercise. All Deputy Commissioners have been directed to call out Civil Defence Volunteers, NSS, NCC, Nehru Yuva Kendra Sangathan (NYKS), Home Gaurds, etc. of their respective districts in order to brief them regarding their deployment, duties and exercises to be undertaken.' The key components include drills responding to aerial threats such as air raids and swarms of unmanned aerial vehicles (drones), activation of air raid sirens, and testing of control room communication hotlines established with the Indian Air Force. The exercise aligns with the Incident Response System (IRS), which Haryana officially notified on January 28, 2025, under the Disaster Management Act, 2005, providing a structured framework for effective emergency response. All Deputy Commissioners, who are also Chairpersons of District Disaster Management Authorities, along with Commissioners and Superintendents of Police, have been directed to ensure meticulous planning and execution of the exercise in their jurisdictions. 'They have been instructed to submit a detailed Action Taken Reports to the Commandant General, Home Guards, and Director, Civil Defence, Haryana, which will be compiled for state-level review and forwarded to the MHA. The above mock exercises are scheduled for May 31 between 5 pm and 9 pm and should not be the cause of alarm for the citizen,' Misra said.
