West London woman rented her outbuilding for £1,300 a month - she has to pay £70k after being busted

Hounslow Council has successfully prosecuted and fined a woman thousands of pounds for illegally renting an outbuilding as a home. The West London council says it is 'cracking down' on illegal rentals in the borough. Thillakarani Ratnam, of 43 Chatsworth Crescent, was fined over £70,000 after a prolonged investigation, led by the Hounslow Council Planning Enforcement Team. Ms Ratnam was caught advertising the outbuilding for rent at £1,300 a month in 2017. In the period she was illegally letting the building as a residential property, she accumulated £35,000 in rent. After failing to comply with an enforcement notice to cease use and remove all kitchen and bathroom facilities from the building, the council decided to take further action. Ms Ratnam was forced to pay a £15,000 fine, more than £20,000 in court costs, and was forced to repay the £35,000 raked in from the illegal rental. Hounslow Council say in recent months enforcements have been issued against 24 unlicensed HMOs. Additionally, two civil penalties, 10 warnings and four formal improvement notices have been issued to landlords in the borough. The Deputy Leader of the Council, Councillor Tom Bruce, told the Local Democracy Reporting Service that he attended the enforcement visit against the rogue landlord. He said: "Sometimes I go along because I think it's important to see what is going on. "There were lots of safety issues and officers had tried to work with the landlady, letting her know it was illegal and she had to stop. Some may say it takes too long to deal with but it's important not to go in over the top, because we can sort it out." He added: "With illegal rentals there can be a huge number of safety issues, if they aren't compliant and so on. They can have boilers in the wrong place, electrical things not working properly, so there is always that danger element. "Sometimes these places don't have carbon monoxide alarms which if your boiler leaks, the tenant will die. It's for those reasons we have to make sure properties being let are suitable, and if they aren't we will take action." The council's financial investigators were crucial in uncovering the extent of gains from this illegal activity, which the council say indicates its resolve in tackling unscrupulous rental practices. Hounslow Council says it will continue to monitor housing compliance issues and will respond to ensure that all residents have access to safe and lawful housing options. The London borough that became part of city 60 years ago as LEGO building and exhibition mark jubilee

Hillingdon Council has announced plans to celebrate the borough's diamond jubilee with a series of events including LEGO building and a travelling exhibition. This year Hillingdon marks the 60th anniversary of the borough's formation. The anniversary will be commemorated with a series of activities and celebrations held across the borough's heritage sites and libraries. Hillingdon formally became a London borough on April 1, 1965 following the merging of the Borough of Uxbridge and the urban districts of Hayes and Harlington, Ruislip-Northwood, Yiewsley, and West Drayton. The jubilee celebrations will begin with a special service at St Margaret's Church in Uxbridge on Sunday April 6 for invited guests. Then, a 'Reminiscence Roadshow' will visit all libraries across the borough as part of a 'future commemorative exhibition'. For children, STEM-themed LEGO construction events will also take place in libraries. The exhibition will then travel to all other libraries in Hillingdon. Among the events at the borough's heritage sites is a special trail in Eastcote House Garden where visitors can hunt for 60 different treasures. The main event will be the Mayor's Picnic in the Park on Saturday, June 7 at Cowley Recreation Ground. Last year, the council invested £1 million to 'upgrade and enhance' five parks as part of the jubilee celebrations, with more set to receive upgrades this year. All projects will receive a special commemorative jubilee plaque. When the borough formed in 1965, the population was around 228,300. Now, 65 years on, Hillingdon is now home to an estimated 310,700 people. Back then, Heathrow only had two passenger terminals. Six-and-a-half decades on, the airport has five terminals, serving over 80 million people per year. Cllr Eddie Lavery, Hillingdon Council's Cabinet Member for Community and Environment, said: "This is a wonderful opportunity to celebrate our brilliant borough, its history and its residents. We've organised a range of events to mark this milestone, looking back across previous decades and exploring the many ways in which our borough has changed over the years. "We hope this celebration brings communities together to share memories, look to the future and champion the brilliant borough we all live in." Have a story you want to share? Two-storey West London data centre approved but developer owes £435k due to its carbon emissions

Hillingdon Council has granted planning permission for the construction of a large data centre in Hayes. The proposal includes the demolition of the existing vacant warehouse to allow for the construction of the two-storey centre and its facilities. The new data centre will be built in the Silverdale Industrial Estate on Silverdale Road in Hayes. The 1,914 sqm development will have several data halls, electrical plant rooms, offices, an emergency generator and a pumphouse. The developers, Marvel Developments LLC, will have to make a number of financial contributions to Hillingdon Council totalling £535,328 for local services. This includes £70,024 for air quality mitigation due to the site's location in an 'air quality management area and £29,700 towards travel improvements. Despite approving the application, it failed to meet the London Plan environmental standards. Therefore, the developers must also pay £435,064 to offset carbon dioxide emissions. Planning documents describe 'highly skilled jobs' within the centre such as data infrastructure management, cybersecurity, and maintenance roles. The site sits a short distance away from Hillingdon Borough Central Mosque. There were concerns raised that construction times may interfere with hours of worship for those who attend the mosque. Vice Chair Councillor Adam Bennett asked: "The proximity to the mosque in terms of hours of worship and construction... would we normally look to restrict that to not disrupt worship?" Planning officers present agreed with Cllr Bennett's concerns. As such, the construction management plan has been amended to minimise disruption to attendees of the mosque during hours of worship. The application received no local objection, and the committee voted unanimously in favour of the development. Have a story you want to share? Email Don't miss out on the biggest West London news. West London man 'persistently causing antisocial behaviour' banned from shops

A man who persistently caused antisocial behaviour has been banned from a shopping parade in West London. Rotimi Shomade was given a five-year Criminal Behaviour Order by Wimbledon Magistrates' Court on Wednesday, February 19. Shomade regularly caused problems in Coleridge Way in Hayes which prompted the 'significant step' to bar him from entering the shopping area. The Criminal Behaviour Order also says Shomade must not be in possession of any drug paraphernalia in a public place.
