Second phase of NAKSHA Capacity Building Programme to be launched across five National Centres of Excellence from June 2

New Delhi [India], June 1 (ANI): The Department of Land Resources (DoLR), Ministry of Rural Development, Government of India, is going to conduct the second phase of capacity-building under the NAKSHA (National geospatial Knowledge-based land Survey of urban Habitations) programme from June 2, across five Centres of Excellence (CoEs) in the country. The first phase of capacity building programme to train the 160 master trainers from NAKSHA participating states/UTs has been completed in the month of May 2025, according to the Ministry of Rural Development. This phase of training programme will be inaugurated virtually by Manoj Joshi, Secretary, Department of Land Resources on June 2. Under this training programme, 304 ULB-level and district officers have been nominated from 157 Urban Local Bodies (ULBs). These officers will undergo hands-on training in leveraging modern geospatial technologies for effective urban property surveys. The training will be conducted for a week starting from June 2 at the following Centres of Excellence institutions: Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, Uttarakhand; Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune, Maharashtra; Northeast Region Centre of Excellence, Guwahati, Assam; Mahatma Gandhi State Institute of Public Administration (MGSIPA), Chandigarh, Punjab; Administrative Training Institute (ATI), Mysuru, Karnataka The training aims to equip ULB officers and field staff with the technical and practical skills required to oversee high-accuracy land surveys under the NAKSHA programme. Modules cover the programme framework, GNSS and ETS-based surveying, Web-GIS application, land parcel mapping, and the legal-administrative aspects of land surveys. With India's urban population expected to exceed 600 million by 2031, the need for modern, verifiable, and easily accessible land records has become more urgent than ever. The NAKSHA programme addresses this challenge with a bold, technology-driven approach. NAKSHA programme is being implemented by the department of Land Resources (DoLR), Government of India in association with the Survey of India, NICSI, MPSeDC, and five Centres of Excellence, as a pilot programme. NAKSHA has been launched across 157 Urban Local Bodies (ULBs) in 27 States and 3 Union Territories. (ANI)

With India's urban population expected to exceed 600 million by 2031, the need for modern, verifiable, and easily accessible land records has become more urgent than ever. The NAKSHA programme addresses this challenge with a bold, technology-driven approach. GUNTUR: Union Minister of State for Rural Development and Communications Pemmasani Chandrasekhar on Friday said India's transformation into a developed nation by 2047 depends on the effective use of modern technology. Pemmasani along with Municipal Administration Minister P Narayana addressed the valedictory session of a national-level workshop on rural and urban land records digitisation held in Guntur under the Centre's NAKSHA (National Generic Document Registration System) initiative. He described the digitisation of land records as vital for economic development, administrative efficiency, and social justice, especially for rural communities, women, and tribal populations. The Minister commended Andhra Pradesh, Rajasthan, Assam, and four other States for their significant progress, and noted Andhra Pradesh's rapid strides under Chief Minister N Chandrababu Naidu's leadership. He said the State now qualifies for key incentive funds and termed the initiative a model of 'collaborative federalism.' He assured continued Central support in terms of policy, funding, and technology. Minister Narayana said the project aligns with Prime Minister Narendra Modi's 'Viksit Bharat 2047' and Chief Minister Naidu's 'Swarna Andhra 2047' visions. He said 10 municipalities covering 524 sq km and 9.5 lakh properties were selected in the pilot phase. Aerial surveys have been completed in eight municipalities, while work is under way in Eluru and Mangalagiri-Tadepalli. Minister Narayana said over 6,000 government properties in Kuppam, Ongole, and Anantapur have been surveyed. Of the 166 rovers required for accurate ground mapping, 158 are operational, and 643 verification teams have been deployed across the State. He said the project would boost urban planning, improve tax systems, and minimise property disputes. Special CS G Jayalakshmi and others participated.

Bengaluru: With the state govt accelerating its ambitious land digitisation drive under the National Geospatial Knowledge-based Land Survey of Urban Habitations (NAKSHA) programme, the state survey and settlement department has issued a clarion call: Property owners must be present during survey work or risk ownership disputes initiative aims to digitise and modernise land records in urban areas using high-resolution drone mapping and ground verification to ensure transparency and accuracy. As part of a pilot rollout, 10 urban local bodies (ULBs) — including six city municipal councils and four town panchayats — were selected across the state. These include Bhagyanagara TP and Siruguppa CMC (Ballari), Boragav TP and Gokak CMC (Belagavi), Basavakalyan CMC (Bidar), Kolar CMC, Bagalkot CMC, Chikkamagaluru CMC, Bogadi TP (Mysuru), and Anavatti TP (Shivamogga). Officials have scheduled surveys on Monday and are urging owners or their representatives to be available on site."Once the department issues a draft card of property ownership after a survey, owners could raise concerns or queries about ownership," said J Manjunath, commissioner of survey settlement and land records. "There is a possibility that many owners may approach the department for corrections. If the survey is done in the presence of owners, the number of errors will decrease. So, the department has requested people to be present at their property for survey work."Drones, flown 120 metres above ground, have already completed aerial surveys in eight of 10 areas. The data was used to generate orthorectified radar images (ORI maps) showing every visible structure and feature, from buildings to drainage truthing, or on-site verification, is now underway to match drone data with physical features. "The department had ORI mapping for Kolar, Sirguppa, and Bhagyanagara before the NAKSHA programme was launched. So, the department began ground truthing work for these three ULBs. In the remaining five ULBs, the drone flyover was completed," Manjunath Survey of India provide ORI (origin of replication) maps. Once everything is mapped, the department plans to swiftly complete verification and issue ownership records — making early public participation critical.
