RICS: Construction activity is on the rise across Wales

The increase has been reported for the fifth consecutive quarter, according to the latest Royal Institution of Chartered Surveyors (RICS) Construction Monitor for the second quarter of 2025. The growth, driven by both public and private housebuilding, has not been matched by a rise in profit margins. Sam Rees, interim head of public affairs UK and Ireland at RICS, said: "It's encouraging to see construction activity picking up in Wales and housing being the main driver. "This was also evidenced in NHBC's most recent quarterly report which also shows a rise in the number of new homes registered in Wales. "However, it is important to note that even with an uplift in activity, there is still much progress to be made in building enough homes to meet housing need. "The Welsh Government has an ambitious target of creating 20,000 homes by next year, and it's hoped this momentum can continue, particularly in regard to social and affordable housing." A net balance of 22 per cent of surveyors in Wales reported increased construction activity, the highest level since early 2022. Public housing saw the strongest growth, with a net balance of 38 per cent reporting a rise, while private housing recorded a 24 per cent increase. Profit margins are expected to remain flat over the next year. While this figure is subdued, it is up from -7 per cent reported in the previous survey.

Modest growth in new UK home registrations as London sees 59% annual fall

New home registrations showed 'modest growth' in the second quarter of this year, according to the National House Building Council (NHBC). Across the UK, 30,405 new homes were recorded by the NHBC, a warranty and insurance provider, as being registered to be built in the second quarter of 2025, up by 4% when compared with the same quarter in 2024 and the first quarter of 2025. Some 32,434 new homes were completed in the second quarter of 2025, which was 5% down on the same period in 2024. Yorkshire and the Humber, South West England and Northern Ireland recorded particularly big annual jumps in registrations in the second quarter for new building work starting, the NHBC said. In London, registrations for new work to be started more than halved compared with a year earlier, with 904 registrations in the second quarter of this year, down from 2,191 in the second quarter of 2024. The report said that London continues to be affected by the new building safety regime for high rise buildings and a depressed level of activity from housing associations. Apartment registrations across the UK were down by 23% in the second quarter of 2025 compared to the same period in 2024, with 4,002 registrations recorded. All other house type registrations were up, with terraced houses experiencing the biggest annual increase, at a third (33%), to reach 5,371, the report said. The NHBC has a 70%-plus share of the UK warranty market and its figures indicate the stock of new properties in the pipeline as homes are registered with it before being built. Steve Wood, chief executive at NHBC, said: 'There has been modest growth in house building registrations in (the second quarter) compared to last year, signalling an uplift in confidence from developers, especially in low-rise housing. 'While some areas of the market remain subdued, we remain optimistic about the longer-term as planning and land restraints are increasingly unblocked, mortgage rates ease and the Government sustains a focus on new home delivery.' The NHBC recorded 20,924 private sector registrations in the second quarter of 2025, up by 6% compared with the second quarter of 2024. The rental and affordable sector saw a 1% uplift over the same period, with 9,481 new homes registered in the second quarter. Quarter-on-quarter, rental and affordable registrations jumped by 6%, as the industry welcomed Chancellor Rachel Reeves's social and affordable homes programme, the NHBC said. The Government has said it is taking steps to tackle skills shortages in the construction sector and unlock development and opportunity on building sites, with the aim of building 1.5 million new homes as part of its wider plans to drive economic growth. Mr Wood added: 'The demand for social and affordable homes across the UK is acute, so it is encouraging to see long-term targeted funding for this sector. 'At NHBC we are focused on supporting developers to ensure such new homes are built to the quality owners and occupiers should expect. This is particularly important in periods of growth.' Sir Sadiq Khan is facing calls to water down his affordable housing targets amid a slump in the number of new homes in London. Figures from the National House Building Council (NHBC) showed that just 904 new homes were registered in London in the second quarter, down by 59pc from the same period last year. That marks the weakest second-quarter performance for at least 15 years. Registrations stood at just under 7,000 in the same period a decade ago. The NHBC blamed mounting costs required to fix fire safety defects on high-rise buildings after new laws came into effect to prevent a Grenfell-style cladding disaster. It also cited a depressed level of activity from housing associations. However, developers are understood to be concerned that the Mayor of London's strict affordable homes quotas are fuelling the problem and are lobbying Sir Sadiq to water down the targets. The Mayor has set private housebuilders a target of ensuring 35pc of homes within each development are affordable, which in itself was a climbdown from an initial manifesto pledge of 50pc. Housebuilders say the 35pc target is too high and makes it difficult to turn a profit. Housebuilders argue that overly ambitious and inflexible targets have stymied building, with many developments not getting off the ground at all. Bosses are understood to be pushing for the affordability quota to be lowered to 25pc, according to sources close to the situation. One source said: 'If the Mayor continues to insist on 35pc, he'll get 35pc of nothing, so surely it's better to get a lower percentage of something.' Developers are also frustrated with a rule that means the Mayor can take the majority of profits made at developments where less than 35pc of homes are affordable. Affordable home starts last year were at their second-lowest level since 2008. Construction began on 3,991 affordable homes in the year ending March 2025, showing improvement from the previous year's record low of 2,358, but still well below average. In 2023, Sir Sadiq promised a 'golden era of council housebuilding' after being handed £4bn by the previous Conservative government for his affordable homes programme. This was topped up with £100m from Rachel Reeves in last year's Budget and another £60m earlier this year. But the Mayor has come under fire for the sluggish progress, with Kevin Hollinrake, the shadow housing secretary, branding the pace of construction 'catastrophic'. Official figures show work began on just work began on just 1,100 new homes in London during the first three months of the year. Sir Sadiq has an overarching target to build 88,000 homes a year in the capital.

Cala's Darroch showhome at Cornhill Village was recognised at the Scottish home awards A Hamilton housing development has been recognised at this year's Scottish home awards, while its project manager has earned a prestigious honour from the National Home Building Council (NHBC). Cala Homes, who are constructing 26 properties at Cornhill Village off Strathaven Road, took home the showhome of the year title from the 18th annual Scottish home awards in Glasgow for their five-bedroomed Darroch house type. ‌ It features the housebuilder's 'showhome of support' initiative by showcasing products by 10 local suppliers; while the property has been designed by Alison Harding of amw Designs, inspired by nature and the development's green surroundings and using influences including Japanese and Scandinavian design, and neutral aesthetics. ‌ Judges were impressed by the Darroch's 'high specification and finish, flexibility and sustainability features' as the Cala property triumphed in a keenly-contested category with 16 finalists. Cala began sales of their Cornhill development last October with its three showhomes opening in February, in what is the company's first development in Hamilton since constructing the nearby Wellshaw Grange development nearly a decade ago. Project manager Jordan Hughes made it a double award success as he earned a pride in the job quality award from the NHBC, meaning he will now go on to this autumn's seal of excellence and regional awards, with winners then going forward to a national ceremony in January. Jordan said: 'This recognition means a lot. It reflects the high standards I set every day but more importantly, reflects the team culture we've built on site: one that takes ownership, solves problems fast, and never compromises on the quality of the homes we deliver. 'This is what it looks like when a team believes in the product, the process, and each other.
