NEW DELHI: Slamming the Congress led United Progressive Alliance government for failing to give a befitting response to Pakistan for perpetuating multiple terror attacks in India, leader of the house in the Rajya Sabha and BJP president JP Nadda on Wednesday said what sets the current National Democratic Alliance government apart from its predecessor is the 'political will' that has created the space for the armed forces to take decisive action. Accusing the UPA of giving a 'lukewarm response' to the dozens of terror attacks between 2004 and 2014,Nadda credited Prime Minister Narendra Modi's 'decisive leadership' for transforming India's response to terrorism. The government's decision to put the Indus water Treaty in abeyance, post Operation Sindoor was cited as an example of decisive action by Nadda. 'The role of the brave armed forces and the police force is undeniable and deserves deep respect and tribute from the nation,' Nadda said, but went on to add that it was also the political leadership that was crucial, because it is the political leadership that commands the armed forces. '...That is why there is a clear difference between a responsible, responsive, sensitive, and proactive government, one that acts as per the demands of the situation, and another type of government altogether an inactive government, one with a lukewarm attitude, and one that is non-reactive and non-responsive.' To understand this difference, he said the Pahalgam incident cannot be seen in isolation as doing so would be an injustice, both to the nation and to the larger narrative. Tracing the history of terror attacks on Indian soil during the UPA decade, Nadda said starting with the blasts in 2005 in the Shramjeevi Express which led to 14 casualties to the 26/11 attack in Mumbai that left 200 dead and shook the nation, the UPA chose engagement over action against Pakistan. 'An India-Pakistan joint commission was set up (in 2005)…the then EAM Natwar Singh met his counterpart Khurshid Kasuri to establish working groups on education, agriculture, IT, environment and tourism…' Nadda said, slamming the UPA for the response to Pakistan-sponsored attacks by terror groups such as Lashkar-e-Toiba, Harkat-ul-Jihad-al-Islami, and Indian Mujahideen. 'After the 26/11 Mumbai attacks, a dossier was sent and senior most officials are on record to have taken the decision to not hitback…It is the same Army since then but the only difference is the political will to strike back,' he said. Nadda said multiple terror attacks were followed by the Indian government pursuing engagements such as opening trade routes, increasing flights, and continuing dialogue with Pakistan. The Modi government on the other hand, he said, has been steadfast that 'terror and talks cannot go together'. 'They only appeased…there was no pressure on Pakistan,' Nadda said while praising PM Modi for his zero tolerance to terrorim doctrine. He said no PM since 1947 had responded like PM Modi to attacks on Indian soil. 'In 22 minutes we avenged April 22…I can say this on record, never in history has Pakistan been given a response like the one delivered by PM Narendra Modi through Operation Sindoor,' Nadda said. He referred to the 2016 surgical strike on terror camps in Pakistan, carried out in response to the Uri attack and the 2019 Balakot strike in response to the Pulwama attack as examples of PM Modi walking the talk on tackling terror. While the opposition has cornered the government for failing to stem terrorism, particularly in Jammu and Kashmir after the abrogation of Article 370 in the erstwhile state, Nadda said acts of terror in the country have declined and stone pelting incidents have been reduced to zero from over 2000 between 2010-2014. 'Except J&K, no incidents of terrorism have taken place in the country till date…there has been a reduction of 80% in terror incidents in the past decade,' he said. Quoting data, he said, from 7,217 terror incidents in 2004-2014, the number has declined to 2,150 (2015-2025). 'Civilian deaths under UPA were 1,060 as compared to 542 (under the Modi government) - a reduction of 49%...there has been an increase of 123% in killing of terrorists,' he said. Responding to the Opposition's charge that the government failed to elicit support from other countries for Operation Sindoor and lost the narrative war with Pakistan, Nadda referred to the international community not condemning Pakistan for the attacks in India. He said in 2009 at the SCO in Russia and the BRICS summit there was no mention of big attacks and the 2009 Sharm El-Sheikh statement where 'terror in India was equated with Balochistan'.

He accused the Congress of not taking any action after terror attacks when the grand old party was in power between 2004 and 2014. He further stated that trade between India and Pakistan continued even after these attacks. "The then government took no action in 2005 Delhi Serial bomb blasts, 2006 Varanasi terror attack, 2006 Mumbai local trains bomb blasts.... the point is - terror and trade and tourism continued between India and Pakistan then..." the BJP president said in the Rajya Sabha. '..We need to understand the limits of their (then Congress govt) appeasement that after 2008 Jaipur bomb blasts by Indian Mujahideen, India and Pakistan agreed on a specific confidence-building hume goliyoon se bhunte rahe aur hum unko biryani khilane chale (they kept on firing bullets, but we served them biryani)...They gave permission for a triple-entry permit to cross the LoC,' he added. Nadda stated that after the 2008 Mumbai attacks, the then UPA government failed to mention this attack at the 2009 SCO Summit. He added that there was 'no political will' at that time to take action against the perpetrators of terrorism. 'We had the same police, Army, but there was no political the 2009 SCO Summit, there was no mention of such a big terror attack in 2008,' the Union Minister stated.

NEW DELHI: Leader of the House in Rajya Sabha and BJP president JP Nadda on Wednesday said that previous Congress-led governments allegedly did not respond to terrorist attacks or take action against Pakistan, despite the neighbouring country supporting terrorism. Criticising the principal opposition party, he further alleged that the preceding regimes failed to act due to a lack of political will and a tendency to indulge in appeasement. He was speaking in the Upper House during the Special Discussion on India's Strong, Successful and Decisive Operation Sindoor in Response to the Terrorist Attack in Pahalgam. Referring to several terror incidents that took place between 2004 and 2014 during the UPA rule, including the Mumbai attacks, Nadda said that the situation changed after Prime Minister Narendra Modi took office and that India had given a befitting reply to the neighbouring country. 'With Operation Sindoor, India created history and terrorist infrastructures across the border were destroyed within 22 minutes,' he said. Nadda said that those questioning the government on its response post-Pahalgam must introspect on their own actions following terror attacks when they were in power. 'During the UPA regime, one terrorist attack followed another, but the Congress government's response was limited to mere statements. Instead of eliminating terrorists, they were served biryani,' he said. He added that Home Minister Amit Shah was in Kashmir at 5 pm on the day of the attack, while Prime Minister Narendra Modi cut short his visit to Saudi Arabia and returned.

New Delhi, July 30 (UNI) Strongly defending the Government on Operation Sindoor, Union Minister JP Nadda today launched a scathing attack on the Congress for questioning the government's response to the Pahalgam terror attack despite being "historically responsible" for the creation of Pakistan-occupied Kashmir (PoK). Continuing the debate on Operation Sindoor initiated yesterday in Rajya Sabha, Nadda took a swipe at the Congress' handling of national security during its tenure, asserting that terrorism had gone 'unchecked' in Jammu and Kashmir under successive UPA governments. 'They kept killing us, we served them Biryani,' Nadda said, hitting out at the Congress for what the BJP calls its "appeasement policy". 'Pahalgam did not happen in isolation,' he said, citing a chronology of terror incidents during the Congress years. 'We lived in darkness before 2014.' Hailing Prime Minister's leadership in taking decisive action against terrorism, Nadda said "there is a difference between a responsible, sensitive, proactive government and a government which responds according to the needs of the hour, and a lukewarm, non-reactive government". 'There is another type of government, one that is inactive, carries a lukewarm attitude, and is non-reactive and non-responsive. We need to assess this in two phases: the period from 2004 to 2014, and the period from 2014 to 2025,' Nadda said. "The then government took no action in the 2005 Delhi serial bomb blasts, the 2006 Varanasi terrorist attack, and the 2006 Mumbai local train bombings... "The issue is that during that time, terrorism, trade, and tourism continued between India and Pakistan," Nadda said. In contrast, he remarked, between 2014 and 2025, barring Jammu and Kashmir, the country had witnessed a complete cessation of terror attacks—a development he attributed to the Modi government's firm approach to internal security. This is the importance of decisive political leadership in responding to national security threats, he commented. While hailing the role of Army in successfully executing the operation against Pakistan, he said the political leadership is extremely important as it gives directions to the armed forces. 'Political leadership is very important, as it is the leadership that gives instructions to the Army.' Referring to senior Congress leaders, he said some were reluctant even to visit Kashmir or develop border areas. 'They did not have the courage or clarity. That is why the country suffered,' he remarked. Nadda also called on the Opposition to participate constructively in the national security debate. 'This is a question of the nation,' he said, urging a serious and united response to the security challenges. 'Do it with a smiling face—and if you can't smile, borrow a smile from me,' he added in a lighter vein. Criticising the Congress' approach to strategic issues such as the Indus Waters Treaty, Nadda said the party failed to understand the meaning of political will. 'Even keeping the treaty in abeyance sends a message. Congress doesn't grasp that,' he said. Since 2014, the number of medical colleges has increased from 387 to 780, undergraduate seats have risen from 51,348 to 1,15,900, and postgraduate seats have grown from 31,185 to 74,306, as Union Health Minister J P Nadda informed the Rajya Sabha on Tuesday. Answering a question, Nadda mentioned the government's efforts to increase the number of medical colleges and both undergraduate (UG) and postgraduate (PG) seats, reported PTI. Currently, there are 13,86,157 registered allopathic doctors and 7,51,768 registered practitioners in the AYUSH system of medicine. The World Health Organisation (WHO) recommends a doctor-to-population ratio of 1:1000. 'Assuming that 80 percent of registered practitioners in both the allopathic and AYUSH systems are available, the estimated doctor-population ratio in the country is 1:811," Nadda said. Nadda noted that public health is a state subject, and state governments are responsible for engaging available medical professionals in various healthcare setups, the PTI report added. To bridge healthcare delivery gaps, the government supports states and UTs through various central sector and centrally sponsored schemes/programmes. This support includes financial assistance, capacity building, provision of essential medicines, diagnostics, teleconsultation services, etc., to ensure effective and accessible primary healthcare. The Family Adoption Programme (FAP) has been integrated into the MBBS curriculum to provide equitable healthcare access to rural populations. The FAP involves medical colleges adopting villages and MBBS students adopting families within these villages. This enables regular follow-ups for vaccination, growth monitoring, menstrual hygiene, Iron and Folic Acid (IFA) supplementation, healthy lifestyle practices, nutrition, vector control, and medication adherence, according to the minister. It also helps educate families about ongoing government health programmes. Additionally, the District Residency Programme (DRP), notified by the National Medical Commission (NMC), mandates a compulsory three-month posting and training of PG medical students at district hospitals as part of the course curriculum. The DRP strengthens healthcare delivery in rural and underserved areas. Since its launch in 2018, 1,78,154 Ayushman Arogya Mandirs (AAMs) have been established as of July 15 by transforming existing Sub-Health Centres (SHCs) and Primary Health Centres (PHCs) to provide comprehensive primary healthcare closer to people's homes. Services have expanded from basic maternal and child care to twelve comprehensive healthcare packages. With these reforms, annual footfall increased from 13.49 crore in the financial year 2019-20 to 128.08 crore in 2024-25. Over 117 crore individuals have been screened for hypertension, diabetes, oral, breast, and cervical cancers. The availability of medicines at AAMs and teleconsultations with specialists have enhanced accessibility, reduced costs, and addressed provider shortages, Nadda stated.
