Ex-senior Natl. Assembly official makes bid for Inter-Parliamentary Union secretary general

Jun Sang-soo, former deputy secretary general for legislative affairs at the National Assembly Secretariat, has submitted a bid to become the next secretary general of a global association of national parliaments, officials said Monday. Jun recently submitted his candidacy for the top job at the Geneva-based Inter-Parliamentary Union that facilitates parliamentary diplomacy and seeks to promote democratic governance. The 181-member organization will elect its new secretary general during its general assembly in Istanbul next April, who will serve a four-year term. The organization's executive committee is set to review a shortlist of 20 candidates later this year, before narrowing it down to five final candidates. National Assembly Speaker Woo Won-shik recommended Jun for the role, noting the "resiliency" of South Korea's democracy after the brief imposition of martial law last year, which was lifted by the National Assembly. "After the martial law crisis, the Republic of Korea's National Assembly has demonstrated a surprising level of democratic resiliency," Woo said in his recommendation. "As a candidate from Asia, Jun will be committed to raising the diversity and inclusivity of the IPU a step further through proven leadership in the field of innovation." Ruling and opposition party lawmakers from the parliamentary Foreign Affairs and Unification Committee also offered support for Jun. "There has never been a secretary general from Asia in the IPU's 136-year history. Jun, who has 30 years of legislative experience, seeks to fill that gap," Rep. Lee Jae-jung of the ruling Democratic Party said. Rep. Kim Gunn of the main opposition People Power Party noted the importance of the election process of a new IPU secretary general as South Korea marks the 80th anniversary of its liberation from Japan's 1910-45 colonial rule this year. Jun, who currently serves as an adviser to Samsung Fire & Marine Insurance, entered public service in 1992. He has served in various roles at the National Assembly Secretariat, including as the head of the planning and coordination office and the proceedings bureau. (Yonhap)

ISLAMABAD: The National Assembly Secretariat on Friday removed Omar Ayub from his post as Leader of Opposition in the House. A notification issued by the National Assembly Secretariat stated, 'consequent upon disqualification and de-notification of Mr. Omar Ayub Khan, Leader of the Opposition from being Member of the National Assembly (NA-18 Haripur) under Article 63 of the Constitution of the Islamic Republic of Pakistan vide Election Commission of Pakistan Notification No. 17(8)/2025-Coord.(M/F) dated 05.08.2025, the office of the Leader of the Opposition in the National Assembly has become vacant with effect from 5th August, 2025.' The Secretariat has declared the position of Opposition Leader vacant and reclaimed the Opposition Leader's chamber from the PTI leader. The Secretariat said the Speaker is expected to issue a notification for the appointment of a new Opposition Leader soon. Several other parliamentary positions held by members of the Pakistan Tehreek-e-Insaf (PTI) were also revoked. Zartaj Gul was removed as Parliamentary Leader. Ahmed Chattha lost his role as Deputy Parliamentary Leader. Membership of 15 committees has been revoked from seven PTI members who were deemed ineligible. Notable changes include: Omar Ayub delisted from the Public Accounts Committee (PAC) and Finance Committee. Sahibzada Hamid Raza removed as chairman of the Human Rights Committee. Zartaj Gul lost her seat in the Human Rights Standing Committee. Rai Hassan Nawaz was stripped of the Railways Committee chairmanship. Independent PTI members have been directed to nominate fresh candidates for the posts of Parliamentary Leader and Deputy Parliamentary Leader. The development comes days after PTI leaders were disqualified by the Election Commission of Pakistan (ECP) after they were convicted by an anti-terrorism court in May 9 riot cases, and declared their seats vacant. Eighteen members of the National Assembly (MNAs), recently reinstated to reserved seats, are now awaiting the release of their salaries accumulated during their year-long suspension. The National Assembly Secretariat is facing uncertainty over whether the reinstated lawmakers are entitled to receive salaries for the period they were de-notified. The secretariat has sought advice from the Finance Department on the matter, and a final decision is expected during the ongoing NA session following approval from the speaker. As of January 2025, the monthly salary for an MNA stands at Rs730,000. If the pending payments are approved, each of the 18 MNAs is expected to receive around Rs7.1 million in arrears. The total disbursement required for all 18 lawmakers amounts to approximately Rs127.8 million. It is worth noting that these members were de-notified on May 13, 2024, following a Supreme Court ruling. However, the apex court reversed its decision on July 2, 2025, and reinstated all 18 lawmakers. Among those restored are 15 women and three minority representatives.

ISLAMABAD: A parliamentary body on Tuesday directed the National Assembly Secretariat to issue a reminder to all parliamentary party leaders to submit their opinion on the proposed constitutional amendment aimed at strengthening local governments. The Senate Standing Committee on Law and Justice, which met with MNA Chaudhry Mahmood Bashir Virk in the chair, discussed 'The Constitution (Amendment) Bill, 2025' (Article 140-A) moved by MNA Muhammad Jawed Hanif Khan, seeking to make local government institutions more viable and effective in line with the aspirations of the people of Pakistan. The parliamentary body observed that, in compliance with its previous directions, letters were issued to the provincial governments as well as to the parliamentary leaders of all political parties, seeking their views regarding the proposed amendment in Article 140-A. However, the committee has so far not received a response of any parliamentary leader in this regard. The committee directed the secretariat to issue a reminder to all parliamentary leaders to submit their opinions as soon as possible to proceed further in the matter. The meeting also considered 'The Qanun-e-Shahadat (Amendment) Bill, 2025' moved by MNA Shazia Marri. During detailed deliberations, the mover informed the committee that, in light of the discussions held during the previous meeting, the proposed bill had been redrafted. The revised draft of the bill was placed before the parliamentary body for consideration, she said. The members of the committee observed that, since the bill now contained substantive amendments, it was not feasible to deliberate upon the revised draft without prior examination. Therefore, the committee decided to defer consideration of the bill till its next meeting to allow members sufficient time for a thorough review. The committee also considered the 'Constitution (Amendment) Bill, 2024' (Article 25) moved by MNA Nafeesa Shah and 'The Code of Civil Procedure (Amendment) Bill, 2024' (Section 54-A) moved by MNA Sofia Saeed Shah but due to the non-availability of the movers, the committee decided to defer consideration of both bills to its next meeting, with the observation that no further deferment shall be granted. The committee decided that, in case of continued absence of the movers, the bills shall be taken up and decided upon in absentia. MNAs Zahra Wadood Fatemi, Kiran Haider, Syed Ibrar Ali Shah, Syed Naveed Qamar, Syed Hafeezuddin, Hassan Sabir, Ali Muhammad Khan, Umair Khan Niazi, Changaze Ahmec Khan, Sardar Muhammad Latif Khan Khosa, Aliya Kamran, Shazia Marri, Jawed Hanif Khan, and senior officials of Ministry of Law and Justice attended the meeting. NA secretariat denies role in speaker's salary hike

The Spokesperson of the National Assembly Secretariat on Thursday clarified that neither the speaker's office nor the National Assembly Secretariat had any role in the salary increase of the Speaker. In a move that has raised eyebrows, the government had approved over fivefold increase in the salaries of Senate chairman and National Assembly speaker, taking it to Rs1.3 million a month. According to a notification dated May 29, the Senate chairman and NA speaker's salaries have been raised from Rs205,000 to Rs1.3m, besides 50pc of the revised salary (Rs650,000) as the sumptuary allowance. The hike, with retrospective effect, has become effective in January 2025. Addressing the matter, the spokesperson said the summary for the salary hike was prepared by the Ministry of Parliamentary Affairs. The summary was then forwarded by the ministry and approved by the federal cabinet.
