1 2 3 Dibrugarh: Policy Group for People's Rights, a prominent Dibrugarh NGO, has urged CM Himanta Biswa Sarma to immediately address recurring waterlogging crisis plaguing Jibon Phukan Nagar, a densely populated locality in the district. NGO president Dr Aradhana Kataki on July 16 had submitted a memorandum to the CM, via an email, highlighting a "deeply distressing situation" affecting thousands of residents during the monsoon. Apparently, the persistent waterlogging issue stem from dysfunctional concrete drains, which has been constructed under the Non-Lapsable Central Pool of Resources (NLCPR) scheme. "The drains in question do not function as projected and are unable to ensure continuous flow of rainwater. This leads to sudden and widespread flooding during the monsoon, creating immense hardship for residents," Dr Kataki said in the memorandum. The situation has been further exacerbated due to the choking of Rajabheta drain, a major outflow channel. The combination of these drainage failures has led to flooding in the area, the memorandum read. "The water pumps had already been procured, yet for reasons unknown, they have not been installed to date. This delay is unacceptable when people are suffering every monsoon season. The situation is dire. Families face knee-deep water, damaged homes and health hazards," the memorandum said.

1 2 3 Aizawl: Special Court (Prevention of Corruption Act) in Aizawl has granted bail to C Ngunlianchunga, the lone Congress legislator in the 40-member Mizoram state legislative assembly, who was recently charge-sheeted in a graft case, court sources said on Tuesday. Ngunlianchunga's counsel, Lalfakawma, argued that the investigation had already been completed, and the charge sheet submitted before the court. "The applicant is a permanent resident of Mizoram and poses no risk of absconding. As an elected MLA, his arrest at this stage would bring disrepute, particularly given that the trial is still in its initial phase," he submitted. He further informed the court that Ngunlianchunga is undergoing treatment for rectal cancer. After hearing the arguments, special judge F Rohlupuia granted bail with a bond of Rs 2 lakh and a reliable surety. "Upon careful perusal of the case record and guidelines set by the Supreme Court in Satender Kumar Antil vs. CBI (2021) 10 SCC 773, granting bail is deemed appropriate," the judge ruled. He stipulated that the accused must attend court regularly, failing which the bail may be revoked. The court has scheduled July 22 as the date for Ngunlianchunga's next appearance. The case stems from a complaint submitted to the state Lokayukta alleging misappropriation of funds meant for constructing the Lawngtlai town bypass road in South Mizoram's Lawngtlai district, bordering Myanmar. The funds were received under the Non-Lapsable Central Pool of Resources from the ministry of development of north eastern region (DoNER) in 2013, when Ngunlianchunga was the chief executive member of LADC. The lokayukta authorised the state anti-corruption bureau to investigate, leading the agency to register the case in 2022.
