Impacts of ‘1 Nation, 1 Subscription' policydiscussed at BHU
Varanasi: A debate competition on "One Nation, One Subscription" was organised by the department of library and information science at Banaras Hindu University on Monday. This event was held under the literary forum 'FACET' by the students. The participants presented balanced arguments for and against the topic, leading to an in-depth discussion on pressing issues such as information accessibility, media ethics, and public policy. The chief guest, Kiran Chaturvedi, deputy librarian at the Institute of Medical Sciences, BHU, shared her thoughts on the evolving nature of digital information and emphasised the importance of equal information access in academic and public domains. The head of the department, Aditya Tripathi, highlighted the relevance and potential impacts of the "One Nation, One Subscription" policy. The "One Nation, One Subscription" (ONOS) is an ambitious initiative by the central govt aimed at providing equal and free access to research journals and scientific literature across the country. Implemented as a central sector scheme under the Office of the Principal Scientific Adviser from Nov 25, 2024, it offers access to over 13,000 international academic journals covering fields like science, technology, medicine, management, social sciences, and humanities. He said that the scheme benefits over 18 million students, teachers, and researchers from more than 6,300 govt higher education and research institutions. Students from small and rural colleges receive facilities similar to those at universities. The govt has allocated a budget of Rs 6,000 crore for the first phase (2025-2027). Publications from 30 global publishers, including Elsevier, Springer Nature, Wiley, Taylor & Francis, IEEE, SAGE Publishing, Cambridge University Press, American Chemical Society, and Emerald Publishing, are included in this program. The scheme also provides Indian scientists with the opportunity to publish with major global publishers for free, with publication fees covered by the Indian govt, thereby enhancing the international visibility of Indian research publications. The speakers expressed concerns about journal selection and highlighted the lack of technical infrastructure in rural and remote areas. The first prize was awarded to Riya Singh, the second prize to Kumar Sumit, and the third prize to Mohnish. A quiz related to ONOS was also conducted among the students, with Nikita Singh emerging as the winner.
