NASHVILLE, Tenn. (WKRN) — A suspect accused of firing at a patrol car and an 18-year-old woman faces a federal firearm charge, according to the U.S. Attorney's Office for the Middle District of Tennessee. The Metro Nashville Police Department said 18-year-old Emmanual Orr shot at the victim in Madison on April 30. Authorities said Orr then shot three rounds into the patrol car of Officer Jeff Lubey, who was not injured during the incident. Orr then allegedly threw down the handgun and ran into a restaurant before surrendering to police. The MNPD also recovered a used 9mm shell casing and an intact 9mm round in the area where the victim reported being shot. 'We will not stand for violence against our citizens or our men and women in law enforcement,' acting U.S. attorney Robert E. McGuire said. 'Those convicted of violent offenses, and especially those on probation for such offenses, cannot possess firearms and put citizens and our police officers at risk. Our Operation Bond Watch program seeks to hold those who do accountable for their actions.' ⏩ Orr had been charged with felony weapon possession, aggravated assault with a deadly weapon, attempted criminal homicide and evading arrest in connection with this case. Federal authorities added that he had been previously convicted of reckless aggravated assault with a deadly weapon and received a two-year sentence that was later suspended to probation. A criminal complaint charges Orr with being a felon in possession of a firearm, the Attorney's Office said. NASHVILLE, Tenn. (WKRN) — A Nashville man with prior convictions, including attempted murder, has been charged with possession of a firearm as a felon, officials announced Thursday. 'We will not permit those who have committed violent crimes to carry firearms, especially when they are on release in our community,' said acting U.S. Attorney Robert E. McGuire for the Middle District of Tennessee. 'Our Operation Bond Watch program works every day with our law enforcement partners to keep violent felons from carrying guns and hold those who do accountable for their actions.' Former Fort Campbell soldier accused of selling information to China sentenced According to court documents, on April 17, detectives from the Metro Nashville Police Department were using Metro Development and Housing Agency cameras to conduct surveillance in the area of South 6th Street and Summer Place. Authorities reportedly noticed some people gathering and identified one of them as 28-year-old Latreavias Burns, who had active state warrants. Detectives responded to the area and tried to make contact with Burns, but he allegedly ran away. After catching Burns, police searched him and found a 'Smith and Wesson, Model: SD9; Caliber: 9mm pistol' loaded with 19 rounds of ammo in his left pant leg, as well as a digital scale with marijuana residue, the U.S. Department of Justice said. Officials said Burns has multiple prior felony convictions in Davidson County, including attempted second-degree murder, assault resulting in death, and accessory after the fact. According to the Tennessee Department of Correction, Burns had absconded from his community corrections program prior to this incident. ⏩ If convicted, the DOJ said Burns faces up to 15 years in federal prison and a maximum fine of $250,000. 'This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone,' officials said in a statement. 'On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.' NASHVILLE, Tenn. (WKRN) — A man who was arrested in East Nashville after allegedly making a drug transaction in front of detectives now faces federal charges, according to the U.S. Attorney's Office for the Middle District of Tennessee. Last month, detectives with the Metro Nashville Police Department reportedly saw 33-year-old Dejuan Bell get out of a Nissan Altima near the James Cayce Homes and walk up to several people who were on porches. Detectives said they saw Bell exchange pills and a plastic bag with the driver of a black truck that had stopped on South Sixth Street. MARCH: Man arrested in East Nashville after making drug transaction in front of detectives, police say When MNPD detectives tried to make contact with him, he allegedly fled. As he fled, he reportedly threw a Glock 23 Gen5, .40 caliber pistol, that had been in the waistband of his pants. A search of the firearm's history revealed that it had been reported stolen. Bell reportedly admitted to detectives that he had bought the firearm in the Cayce area about two weeks prior and that he had run from authorities because he had the weapon on his person. Authorities also discovered $2,180 in cash and 4.2 grams of suspected oxycodone pills in a plastic bag in his pants pockets. Additionally, after authorities conducted a probable cause search of the Altima, they seized a digital scale, 'plastic bags of a green leafy substance suspected to be marijuana' and a plastic bag with 4.5 grams of a 'white/grey powdery substance' that tested positive for cocaine in the field. Bell also allegedly admitted to detectives that he had marijuana and cocaine for sale and that he had a manslaughter conviction for which he had been on probation. 'Our efforts in Operation Bond Watch are designed to keep those with violent histories from possessing firearms and putting our community at risk,' acting U.S. Attorney Robert E. McGuire said. 'A person previously and recently convicted of killing someone should not have a handgun — period.' Bell has been charged with being a felon in possession of a firearm, possession of oxycodone and cocaine with intent to distribute and possession of a firearm during a drug trafficking crime. If convicted, he could face a maximum of 15 years in federal prison and a $250,000 fine on the possession of a firearm by a convicted felon charge. He could also face up to 20 years in federal prison and a $1 million fine on the drug charge as well as five years to life in prison and a $250,000 fine on the possession of a firearm during a drug trafficking charge.
