Supreme Court orders Chandigarh to implement OBC quota from 2025-26 academic session

The Supreme Court has directed the Union Government and the Chandigarh Administration to begin implementing reservation for Other Backward Classes (OBCs) in educational institutions in the Union Territory, starting from the 2025-26 academic year. Passing orders in the 'Dhruvi Yadav vs Union of India & Ors' case, the top court took exception to the prolonged delay in providing OBC reservation despite national policy and repeated administrative deliberations. The absence of OBC quotas in the admission process of the Government Medical College, Chandigarh, had prompted legal scrutiny. The bench, led by Chief Justice of India B R Gavai, along with Justices Satish Chandra Sharma and K Vinod Chandran, recorded the statement of Additional Solicitor General Aishwarya Bhati, appearing for the Union of India, who said that a formal notification for OBC quota would be issued within a week. The court took this commitment on record and directed immediate implementation. The bench ruled that three per cent reservation for OBC candidates must be introduced this academic year and gradually scaled up to 27 per cent over six years. The court emphasised that this rollout must begin wherever the counselling or admission process has not already commenced for the academic cycle of 2025-26. The directive stated that if any admission processes for this year were already completed, the new reservation policy must be implemented from the next academic cycle (2026-27). The Supreme Court also mandated compliance reporting. Until now, Chandigarh lacked a formal OBC quota in educational institutions, despite recommendations by the National Commission for Backward Classes and repeated representations. Panjab University, although located in Chandigarh, has only provided a five per cent reservation for backward classes as of 2025 (not the full 27 per cent OBC quota). There is legal ambiguity about whether it must follow the Central rules or those of Punjab/Chandigarh. The case is set for further listing next week.

Chandrapur: In a significant move to ensure equitable representation in govt jobs and educational institutions, Maharashtra has implemented a revised reservation structure for eight tribal-dominated districts, including three from Vidarbha — Chandrapur, Gadchiroli, and Yavatmal. The point roster (system used to ensure correct percentages of reserved seats are allocated to different categories) has been finalised based on recommendations by cabinet sub-committee on reservation, chaired by revenue minister Chandrashekhar Bawankule. Alongside Vidarbha districts, five other tribal-dominated districts — Nashik, Dhule, Nandurbar, Palghar, and Raigad — have also been included under the new policy. To suggest necessary measures regarding the implementation of revised reservation in tribal-dominated districts, the cabinet had formed a sub-committee under Bawankule's leadership. The revised reservation percentages have been determined based on the population and existing reservation quotas of Other Backward Classes (OBCs), Vimukta Jatis, and Nomadic Tribes (VJNTs) in these districts. Under the Maharashtra State Reservation for Socially and Educationally Backward Classes Act, 2024, the socially and educationally backward classes (SEBC) are entitled to 10% reservation in direct recruitment for govt jobs and admissions to educational institutions. This restructured reservation matrix is expected to streamline recruitment and admission processes while ensuring fair access to under-represented communities in Maharashtra's tribal belts.

Shimla: The Himachal Pradesh Cabinet on Thursday decided to introduce reservation for Other Backward Classes (OBC) in Urban Local Bodies in the upcoming elections and gave nod to operation of lotteries in the state. The cabinet meeting presided over by Chief Minister Sukhvinder Singh Sukhu also recommended the governor to convene the Monsoon Session of Vidhan Sabha from August 18 to September 2, the government in a statement said. So far there is reservation for women, Scheduled Caste and Scheduled Tribes in the Urban Local Bodies elections. A Backward Classes Commission would now be constituted for compiling the accurate data of OBC before finalising the reservation roster. The cabinet also gave its nod to the sale of lotteries in the state. Lottery was banned in the state by the Himachal government headed by BJP leader Prem Kumar Dhumal in 1999 and made its violation punishable under Lotteries (Regulation) Act. The cabinet on Thursday granted a one-time relaxation of two years in the upper age limit for the people appearing for the competitive examination for Trained Graduate Teacher (TGT) and Junior Basic Training, (JBT) posts. It also decided to reserve one seat for orphans in all courses in the government, government-aided and private technical institutions, including ITIs, polytechnics, engineering and pharmacy colleges. The cabinet granted an ex post facto approval to grant rent money in aid to families affected by natural disasters living in relief camps. Families in rural areas would get Rs 5,000 and urban areas Rs 10,000 each month in their bank accounts for a maximum of six months. The cabinet ordered posting of two home guards each at distilleries, bottling and brewery plants to check illegal activities there. It approved the auction of 10 minor mineral quarries in Kangra district and the re-auction of 11 such quarries in Bilaspur district - the move is expected to generate Rs 18.82 crore in revenue, the government said. The cabinet also approved setting up of a Tourism Investment Promotion Council, to be headed by the chief minister, to oversee projects with investment of over Rs 50 crore. The Himachal Road Transport Corporation (HRTC) was empowered to issue a HIM bus card to eligible commuters. The cabinet announced the launch of Phase-II of the Himachal Pradesh Sadbhawana Legacy Cases Resolution Scheme, 2025, for a period of three months from September 1 to resolve around 30,000 pending tax cases.

Karnataka Labour Minister Santosh Lad has written to Chief Minister Siddaramaiah and Deputy Chief Minister D K Shivakumar urging the creation of a special 'fund-of-funds' to support young industrialists from Other Backward Classes (OBC) his letter dated July 26, Lad cited data from the 2015 Social and Educational Survey, which showed that OBCs make up 70% of Karnataka's population. He argued that the absence of a dedicated financial mechanism was discouraging young entrepreneurs from these communities from entering the industrial there is no separate fund to bolster young industrialists from these communities, they are staying away from the industry sector. Thus, it is mandatory to institute a separate fund at the government level,' the minister wrote. He called for immediate action, saying such a fund could bridge the gap in representation and opportunity in the state's industrial April this year, the state's caste census commission recommended increasing the OBC reservation quota in education and employment from 32 per cent to 51 per cent. Hyderabad: BRS (Bharat Rashtra Samithi) leaders today alleged that despite a month having passed since the BC Reservations Bill was put forth, the Chief Minister A Revanth Reddy's government has made no honest effort to ensure its passage by the President, thereby jeopardising the implementation of reservations in upcoming local body elections. Addressing a press conference, senior leader V Srinivas Goud stated that while the entire country is discussing the backwardness of Other Backward Classes (OBC) communities, and the Central government has even agreed to a caste census, creating an atmosphere where OBCs might gain reservations in legislative assemblies, 'God knows about reservations in the legislative Assemblies, but doubts are hovering over the 42 per cent reservation in the local elections in the state.' He questioned the fate of the ordinance which did not receive approval from the Governor, and the Bills with the President in Delhi, remarking on the Chief Minister's previous 'boasting' in the capital. The BRS leader alleged it was clear that both Congress and BJP were 'enacting dramas' purely for BC votes. He argued that reservations for BCs would not increase unless they were included in the Ninth Schedule, and accused the BJP of blocking the increase in BC reservations by using Muslim reservations as an excuse. He challenged this stance, asking if Muslims were not given reservations in BJP-ruled states or included in EWS (Economically Weaker Section) reservations. Srinivas Goud reminded that Revanth Reddy, when in opposition, had stated that reservations were not under the state's jurisdiction and that any attempt to increase them locally would lead to imprisonment. 'Why did Revanth Reddy stop the reservation increase ordinance from the Governor?' he questioned. Srinivas Goud further alleged that Revanth Reddy was not making any genuine efforts with the Centre for the approval of BC Bills. He demanded that the Chief Minister and ministers should travel to Delhi to secure approval for the BC Bills and return to Hyderabad only after their passage. He warned that BCs are 'not ready to be deceived by Congress and BJP once again.' Questioning the Congress leaders who celebrated when the ordinance was sent to the Governor, he asked, 'What will they say now?' Goud added, 'If an all-party delegation is taken to Delhi, we will come. They are not doing that work.' Former MLA D Vinay Bhaskar reiterated that the Congress party had made many promises to the BCs during the elections, yet they were not even carrying out the necessary actions for BCs within the state government. 'As stated in the Congress manifesto, we should go to the local elections only after giving 42 per cent reservation to the BCs,' he asserted. He concluded that they would increase pressure on the government, alongside BC associations, to secure these reservations. Balaraju Yadav, K Kishore Goud, Shubhprad Patel, and Gautam Prasad were also present at the press conference.
