The Department of Budget and Management has expressed support for a proposal that will realign P250 million worth of flood control allocations to the construction of classrooms, which now has only P13 billion under the National Expenditure Program for 2026. Batangas Rep. Leandro Leviste made the suggestion during the Development Budget Coordination Committee (DBCC) briefing. The P6.7-trillion proposed national budget has earmarked P274 billion worth of flood control for next year. 'The President has indicated that flood control projects are a possible source of corruption and yet the 2026 NEP includes over P250 billion in flood control projects while the provision for new classrooms is at P13 billion,' Leviste said. 'Would DBCC support the House if we allocate much of this over P250 billion worth of flood control projects to increase the P13 billion pesos allocated to new classroom construction?" he added. "Based on the substandard and overpriced [Department of Public Works and Highways] projects we have seen, closing the gap on [the Department of Education's] classroom shortage seems to be a much more wise use of taxpayers' money than DPWH flood control projects in the 2026 budget,' Leviste said. 'As long as DepEd can utilize' Budget Secretary and DBCC Chair Amenah Pangandaman said Leviste's suggestion was welcome as long as the Department of Education (DepEd) could efficiently spend such a huge allocation. Pangandaman on Monday said that the country could not afford to fund education, health, and social protection programs based on international standards because it would go beyond its present budget level. Last year, President Ferdinand "Bongbong" Marcos, Jr. vetoed, meaning removed, more than P16 billion worth of flood control projects under the Congress-approved P6.3 trillion national budget for 2025 before signing the General Appropriations Bill into law. Finance Secretary Ralph Recto, on the other hand, said on Monday that the President withheld the release of at least P60 billion funding under the 2025 national budget because this amount funded programs that are not aligned with the administration's priorities. –NB, GMA Integrated News

Ayala Land Inc. on Thursday announced it has scaled up the budget for the ongoing redevelopment of its four flagship malls as it expands the transformation initiative to other malls across its portfolio. In a news release, Ayala Land said the malls' redevelopment program, which was launched in 2024 with a budget of P13 billion, has been increased by P4.5 billion, for a total of P17.5 billion, to 'include more malls and elevate design and experience standards across the board.' The ongoing redevelopment initially covered the property developer's four flagship malls, namely Greenbelt 2, Glorietta, Trinoma, and Ayala Center Cebu. The redevelopment is part of Ayala Land's retail development and leasing arm Ayala Malls' broader growth strategy as it aims to add over 700,000 square meters of gross leasable area (GLA) over the next five years, which include malls in key growth areas such as Parklinks—the joint estate development with Eton Properties in Quezon City and Pasig. Meanwhile, Ayala Land said renovations at Glorietta, Greenbelt, Trinoma, and Ayala Center Cebu remain on track, 'with key milestones set for completion in the coming months.' 'This extensive transformation is far more than just renovation; it's about creating spaces where life happens, where memories are made, and one that aligns perfectly with Ayala Land's long-term growth story of building places that people love,' said Mariana Zobel de Ayala, Ayala Malls president and head of Leasing and Hospitality Group. The transformation program introduces a comprehensive redevelopment of Ayala Malls' flagship properties, including: Modernized architecture and improved navigation, allowing for more intuitive movement across multiple levels New green and al fresco zones, integrating nature and wellness into the shopping experience Curated brand mixes, including new-to-market retail concepts and experiential stores Elevated amenities and shared spaces, such as wider walkways, better seating, upgraded restrooms, and cowork-friendly areas Sustainable infrastructure, with energy-efficient systems and natural ventilation built into the design In the first quarter of 2025, Ayala Malls posted P5.7 billion in revenues, up 4% year-on-year, driven by stable occupancy and increased GLA at One Ayala and Ayala Malls Vermosa. Health workers in Philippines demand higher pay, release of incentives

MANILA: As the country observed Health Workers' Day on Wednesday (May 7), a group of healthcare workers reiterated their demands for a wage increase, better working conditions, and the release of their long-overdue benefits. Members of the Alliance of Health Workers (AHW) unions aired their concerns during a 'noise barrage protest' held in front of the Philippine Orthopedic Center in Quezon City during their lunch break. 'Health workers, along with other government employees, are currently not receiving a living wage. A Salary Grade 1 employee in a public hospital earns only P13,500 per month, which is nearly one-third of the P33,000 monthly living wage calculated for a family of five,' said Ricardo Antonio, National Orthopedic Hospital Union-AHW president. 'In fact, even the P33,000 figure only covers the most basic expenses, including the lowest monthly rent, food, utilities, clothing, transportation and public education amid the rising costs of goods and services. Notably, this amount does not account for health care or recreational expenses,' he said. Health-care workers have been demanding entry-level salaries of P33,000 for private and public health workers and P50,000 for nurses and other allied health professionals such as medical technologists, pharmacists, respiratory therapists, radiologic technologists, dietitians, and physical therapists. Subject to taxes While the AHW welcomed the salary increases to be implemented from 2024 to 2027 under President Marcos' Executive Order No. 64, it noted that these were subject to various taxes. 'Even the benefits that are supposed to serve as incentives are being used to supplement the shortfall in [our] wages, yet these too are subject to tax deductions. As a result, health workers are left with only a small amount of their salary or, worse, none at all,' said Paul Gubaton, president of the Jose Reyes Memorial Medical Center Employees Union-AHW. According to the group, severe understaffing and the contractualization of personnel are rampant in public and private hospitals, which contribute to the poor quality of health-care services. 'The dire conditions of health workers have not improved under President Marcos Jr.'s nearly three-year tenure; in fact, they've worsened. This has resulted in a depleted, demoralised, and burned-out workforce, with many resigning or retiring early due to low wages, unpaid benefits, lack of job security, and unsafe workplace,' AHW said. - Philippine Daily Inquirer/ANN
