‘Rs 700 crore earmarked for slum development, no evictions planned'
NEW DELHI: Urban Development Minister Ashish Sood on Wednesday said the government is improving housing and living conditions for the city's urban poor, including revival of 2,500 houses under the Pradhan Mantri Awas Yojana (PMAY) and a Rs 700 crore allocation for slum rehabilitation. Addressing the media, the minister said one of the first steps taken by the government after assuming office was to resume work on the PMAY homes, which had remained unoccupied for years. He alleged that the previous AAP government had stalled their allocation due to the absence of the 'Chief Minister' label on the structures. 'These homes were kept from the people simply due to political ego. With Rs 43 crore now being spent to make them livable, we are correcting that injustice,' he said, adding that the initiative is being carried out under the Delhi Urban Shelter Improvement Board (DUSIB) and will benefit thousands of poor families in need of shelter. Reaffirming the government's stand on slum rehabilitation, Sood asserted that no slum will be demolished in Delhi. 'This is not just a statement but a commitment. For the first time, we have allocated Rs 700 crore in the DUSIB budget for the upliftment of slum dwellers,' he said. Responding to concerns over the recent demolition of the Madrasi Camp slum in Jangpura, Sood said the move was essential to prevent urban flooding, and claimed that 215 of the 370 families there had been respectfully relocated. He accused AAP of failing to provide dignified resettlement during its tenure.

Pune: Housing for displaced families remains on paper as action against illegal structures begins
PUNE : The urban development department on Feb 25 issued a govt resolution directing municipal corporations, Pune Metropolitan Region Development Authority and municipal councils to take strict action against unauthorised constructions while simultaneously providing shelter to displaced families under Pradhan Mantri Awas Yojana . However, nearly three months later, the implementation remains sluggish. PMRDA , with jurisdiction over 6,000 square km consisting of around 3,500 identified illegal structures, has yet to operationalise the mechanism. "Demolition of unoccupied structures has begun. For occupied ones, we are reviewing the circular and understanding the process for alternavie housing," a senior official said, adding that they had no prior knowledge of the order. Affected residents are growing increasingly frustrated with the lack of clarity. Sunita J, whose family resides in one such construction in the outskirts and has received a demolition notice, said, "Once they demolish these structures, there is no question of them giving us houses elsewhere. No citizen knowingly invests in such properties — developers deceive us. Why would we want to be on the streets? My children attend school here; we have jobs nearby. How long can we stay with relatives?" Another resident argued against demolitions in monsoon. "It is unjust to raze during rain when we have nowhere to go. Nobody wastes their life savings willingly. Such developers should be penalised, not the residents living in those structures." As per the the order, eligible families should be registered under PMAY. In case of delays in providing PMAY houses, rental housing shall be arranged in permanent transitional camps for a fixed period. For economically weaker sections or low-income groups, rental charges will be at prevailing market rates. If available rental flats are insufficient compared to affected families, allocation will be done through lottery. Govt has clarified that after staying in rental housing for a specific period, displaced residents may get an opportunity to claim ownership of allotted homes. However, this directive does not offer relief for individuals who would lose livelihoods on account of demolitions. While the state guidelines instruct authorities to file complaints against landowners, architects, construction professionals and contractors involved in illegal activities, govt has assured residents they will not be left homeless. "Govt has given clear instructions, but ground-level implementation takes time. We need to identify the eligible families, verify documents and process applications," a senior PMRDA official said. The gap between policy and implementation has left hundreds of families uncertain about their future.

Raipur village fights eviction for ‘MLA colony'
For the past ten days, residents of Nakta village, located approximately 15 kilometres from Chhattisgarh's capital Raipur, have been staging a protest against a recent government directive instructing them to vacate what authorities have termed 'encroachments'. The April 17 order, issued by the Tehsildar Court, identifies the houses of 85 families - 77, according to the government - as unauthorised structures slated for removal to clear land allegedly earmarked for the State Housing Board and a proposed residential colony for MLAs. Many of the affected residents claim to have lived on the land for decades, with some homes constructed as recently as last year under the Pradhan Mantri Awaas Yojana (Grameen). The disputed parcel spans over 15 hectares and is situated less than five km from the Raipur airport, close to the developing administrative hub of Nava Raipur, where the Chief Minister's residence and State Assembly are being shifted. This proximity makes it a potentially high-value real estate site. While official records state that the land falls under a single Khasra number (460) classified as government-owned, villagers contest this assertion. They point to a resolution passed by the gram sabha opposing the transfer of the land to the Housing Board. Revenue department records label the Khasra as Shamlat Charagan - or communal grazing land - with individual names such as Jhadu, Badku, Kesarbai, and six others listed as owners, complicating the issue of title and ownership. Kamla Sahu, a resident, claims that those currently occupying the land are descendants of the original donors. Her son, Ajash Yadav, says their house was constructed with government assistance under the PMAY scheme. He notes that such approvals require involvement from the local sarpanch and panchayat secretary. Village sarpanch Bihari Yadav has publicly supported the claims of the affected families. Commenting on the issue, Durg-based revenue law expert Bheesham Patel said, 'The term Shamlat itself questions the government's assertion, as it implies collective ownership.' Former BJP MLA from the area, Devji Bhai Patel, has also stated that residents have been living on the land since the early 2000s. Lathis versus bulldozers According to the notice, residents were to vacate their homes by May 28. Villagers now fear that demolition could begin at any moment. When The Hindu visited the area on Tuesday, a group - mainly women - had assembled outside the local community hall under a banner reading Jabar Bhuiya Bachav Aandolan (Save the Land Movement, in Chhattisgarhi). Rani Sahu, 30, said, 'I have been living in this house since I got married 12 years ago. My husband's family has been here for over three decades. The monsoon is near, and we've been offered no alternative accommodation. Where will we go with our children? If the bulldozers come, we will drive them away with our lathis,' she said, holding up a wooden stick. Raipur Collector Gaurav Singh said that the residents are occupying government land and that notices have been served over the past two years without any response. 'We had given them notices, and even now they can approach the concerned SDM court with explanations as to why they did not vacate earlier,' he said. While the Collector did not confirm whether the land would be used for an MLA colony, another government official indicated that the site 'might be needed for any upcoming project.'
