​All in one: on the Prime Minister Dhan-Dhaanya Krishi Yojana scheme

The Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY), a scheme approved by the Union Cabinet, is to be implemented through the convergence of 36 existing schemes across 11 Departments. According to Union Agriculture Minister Shivraj Singh Chouhan, the scheme seeks to address the 'disparities in productivity' between States, and even among districts within a State. The Centre's pet schemes such as the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) and the PM Fasal Bima Yojana (PMFBY) as well as relevant State schemes, to be identified by the District Dhan Dhaanya Samitis, will be subsumed in the PMDDKY. Local partnerships with the private sector will also be promoted under the proposed scheme, which will begin in October during the rabi crop season. The scheme is to get an annual outlay of ₹24,000 crore for six years. Modelled on NITI Aayog's Aspirational Districts Programme, the Centre will identify 100 districts based on low productivity and cropping intensity and less credit disbursement. The hope is that the scheme will result in higher productivity, value addition in agriculture and allied sectors, local livelihood creation, leading to increased domestic production and self-reliance. This convergence of schemes must be viewed in the background of decreasing public spending on agriculture. The Parliamentary Standing Committee on Agriculture, in the latest report on Demands for Grants, had observed a continuous decline, from 3.53% in 2021-22 to 3.14% (2022-23), 2.57% (2023-24), 2.54% (2024-25) and 2.51% (2025-26), of the allocations for agriculture as a percentage of total Central Plan outlay. This aggregation of all schemes under one umbrella suggests that the Government wants uniformity in running the welfare, financial and technical schemes in the agriculture sector. It is keen to add States' measures too in the new scheme. It remains to be seen how effective such uniformity will be on the ground as further decrease in public investment in agriculture could be disastrous. Private-public partnerships should be for the larger good of self-reliance, particularly in the production of foodgrains, edible oil and pulses. The progress of area coverage under kharif crops, released last week, points to a decrease in the sowing of oil seeds and popular pulses. Though it promotes national uniformity, it is welcome that the new scheme will function based on 'District Plans' that will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors. For the PMDDKY, the Centre will monitor 117 key indicators of progress on a monthly basis. But to make it more participatory, States, local self governments, primary agriculture cooperative societies, agriculture universities and organisations of farmers and traders must be involved in this process.

Lucknow: A day after the Centre rolled out the Pradhan Mantri Dhan Dhanya Krishi Yojana (PMDDKY), which envisages measures to raise productivity and cropping intensity, the UP govt moved swiftly on Thursday to plan a blueprint for securing lion's share in the scheme. Sources said the state agriculture department reviewed all field details before sending an exhaustive proposal to the Centre. The scheme will be implemented in 100 districts across the country for a period of six years beginning in 2025-26. A budget of Rs 24,000 crore has been allocated for the scheme, which will encompass over 36 sub-schemes related to agriculture. "UP is a key agricultural state. We expect to get a prominent share under PMDDKY, which certainly proposes to be a game-changer scheme for agriculture," said principal secretary, agriculture, Ravindra. He said the department was keenly waiting for formal guidelines required to be followed under the scheme. Sources said that the scheme will help the govt to push small and marginal farmers towards modern and profitable farming. "This scheme will increase agricultural production, as well as encourage farmers to grow different crops so that their income increases. For effective planning, implementation, and monitoring of the scheme, committees will be formed at the district, state, and national levels. The District Agriculture and Allied Activity Plan will be finalised by the District Dhan Dhanya Committee, in which progressive farmers will also be made members. The scheme, experts said, comes in addition to the World Bank-aided UP AGREES scheme, which aims to improve the agricultural yield from the existing 10 quintals to 15 quintals per acre in 28 districts of the Purvanchal and Bundelkhand regions. Likewise, the state govt is working to improve agricultural productivity under the aspirational district programme.

The Union Cabinet on Wednesday approved the 'Prime Minister Dhan-Dhaanya Krishi Yojana' (PMDDKY), which envisages development of 100 agricultural districts through the convergence of existing schemes with an annual outlay of Rs 24,000 crore per year. 'The scheme will be implemented through convergence of 36 existing schemes across 11 departments, other State schemes and local partnerships with the private sector,' said an official statement issued after the Cabinet meeting. At a briefing on the Cabinet's decisions, Information and Broadcasting Minister Ashwini Vaishnaw said the scheme would be implemented for six years beginning from 2025-26. 'A master plan will be prepared for each district. It will include agriculture and other allied activities,' Vaishnaw said. He said the scheme would benefit about 1.7 crore farmers. The scheme was first announced by Finance Minister Nirmala Sitharaman in her Budget speech earlier this year. Saying that the government was 'motivated by the success of the aspirational districts programme', she had said the scheme would cover '100 districts with low productivity, moderate crop intensity and below-average credit parameters'. Cropping intensity is a measure of how efficiently land is used — the number of crops grown in the area in an agricultural year (July-June). 'One hundred districts will be identified based on three key indicators of low productivity, low cropping intensity, and less credit disbursement. The number of districts in each state/ Union Territory will be based on the share of net cropped area and operational holdings. However, a minimum of one district will be selected from each state,' the official statement said on Wednesday. 'The scheme aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities and facilitate availability of long-term and short-term credit,' it said. According to the statement, committees will be formed at the district, state and national levels for effective planning, implementation and monitoring of the scheme. Central nodal officers will be appointed for field visits, review and monitoring. A district agriculture and allied activities plan will be finalised by the District Dhan Dhaanya Samiti, which will be headed by the district collector and include progressive farmers as members. 'The district plans will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors as well as expansion of natural and organic farming,' the statement said. In addition, Central and State agriculture universities will be assigned each district as technical knowledge partner. The scheme is designed on the lines of the 'Aspirational Districts Programme' that was launched by Prime Minister Narendra Modi in January 2018 in 112 most under-developed districts across the country. In PMDDKY too, the Dhan-Dhaanya districts will be ranked based on their performance. A portal/ dashboard will be developed to monitor the progress of the scheme in each district on 117 key performance indicators on a monthly basis, said the statement. 'As the targeted outcomes in these 100 districts will improve, the overall average against key performance indicators will rise for the country. The scheme will result in higher productivity, value addition in agriculture and allied sector, local livelihood creation and hence increase domestic production and achieve self-reliance (Atmanirbhar Bharat). As the indicators of these 100 districts improve, the national indicators will automatically show an upward trajectory,' it said.
