DILG's Remulla urges LGUs to pass ordinances vs. 911 prank callers
Interior and Local Government Secretary Jonvic Remulla called on local government units (LGUs) Thursday to enact ordinances penalizing prank callers on the national emergency hotline or 911. "Dapat may ordinance ang lahat ng LGUs na may monetary fine, jail time basta prank call," Remulla said in a statement. (All LGUs should have an ordinance providing monetary fines and jail time for prank callers.) The Department of the Interior and Local Government (DILG) said the E911 National Office reported that in 2024, close to 12 million calls were received and 60% were identified as "fraudulent, hoax, or prank calls." Citing the Presidential Decree 1727, the DILG said individuals who maliciously spread false information may face imprisonment of up to five years, a fine of up to P40,000, or both. Remulla warned the public that the new system will have tracking capabilities to quickly identify prank callers. "May geofence at geo data kasi ang lahat ng tatawag. So kung tumawag ka at prank call ka, within five minutes, mahuhuli ka nila," Remulla said. (Everyone who calls has a geofence and geo data. So if you call and it's a prank call, within five minutes, they'll catch you.) Among the additional features of the national emergency hotline system are language-sensitive capabilities and push-to-talk over cellular technologies, which allow real-time coordination with over 1,000 police officers nationwide. Palace: No word yet if arrest warrant out vs. Bato, others in Duterte drug war
Malacañang said Thursday it has yet to receive communication if an arrest warrant has already been issued by the International Criminal Court (ICC) against Senator Ronald "Bato" dela Rosa and other alleged co-perpetrators of former President Rodrigo Duterte in his drug war. At a press briefing, Palace Press Officer Undersecretary Atty. Claire Castro was asked about the statement of Executive Secretary Lucas Bersamin to Kyodo News that Dela Rosa could be arrested once the International Criminal Court issues a warrant of arrest. "Sa ngayon, wala pa po tayong natatanggap na anumang communication kung mayroon na pong warrant of arrest para sa mga co-perpetrators ni dating Pangulong Duterte," Castro said. (At present, we have not received any communication if there's a warrant of arrest against former President Duterte's co-perpetrators.) In March, it was reported that nine individuals were tagged as co-perpetrators of the former president as shown in the application of warrant of arrest posted in the ICC website. There were particular individuals who were named because of their role in the previous administration's controversial campaign against illegal drugs. Among them was Dela Rosa, who was identified as the architect of "Oplan Tokhang," which was first implemented in Davao City when he was then the local police chief. Dela Rosa later served as chief of the Philippine National Police (PNP) who led the nationwide implementation of the war on drugs under the Duterte administration. The former top cop earlier tagged himself as the number two accused in the ICC case against the former president. Dela Rosa admitted before that he was considering hiding and not surrendering in the event that authorities implement a warrant of arrest issued by the tribunal based in The Hague, Netherlands. Incumbent PNP chief Police General Nicolas Torre III said authorities are planning contingencies amid the possible issuance of an arrest warrant. Duterte, who faces charges of crimes against humanity, was arrested in the Philippines by local authorities on March 11 based on a warrant of arrest issued by the ICC. PNP 911 demo catches real-life police response in Davao del Norte
What was supposed to only be a simulation turned out to be a real-life police response as the Department of the Interior and Local Government and the Philippine National Police tested the country's latest 9-1-1 response technology on Wednesday. In Jun Veneracion's report in '24 Oras,' the police responded to a 9-1-1 call from Panabo, Davao del Norte which was witnessed by PNP chief General Nicolas Torre III from Camp Crame in Quezon City. The caller sought help because of a suspicious man who checked in at a small hotel. The man is also the suspect in an earlier shooting incident in Tagum City, the report said. The police response was caught in real-time through body cameras worn by responding cops. 'Despite the technology we are using, we are doing very well. But sa bagong sistema natin I think the PNP will have a better response time,' said Department of Interior and Local Government (DILG) Secretary Jonvic Remulla. The new 9-1-1 system will be operational by the middle of August. The system is from a technology provider that won the bid for a contract worth over P1.4 billion. Among the features of the latest system is the capability to detect the location of the caller. 'Ang features niya ay language sensitive. So kung tatawag ka sa Pampanga, Kapampangan ang sasagot sa iyo,' said Remulla. (Among the features is that it is language sensitive. Online lending app company in Pasig raided for alleged harassment
Authorities arrested 168 employees of an online lending app for alleged harassment in a raid of its office at Ortigas Center in Pasig City. According to John Consulta's Tuesday report on '24 Oras,' authorities caught the employees engaging in their online lending operations, while some were registering new SIM cards under different names. The operatives also found the mother server and other equipment used for text blasts and collecting loan payments. 'Sa online site namin nasa 15,000 ang complaints. Sa amin pa lang yung. Meron din yung sa NBI at sa PNP. Gumawa kami ng one-stop shop na kasama natin yung NBI, yung PNP. Kasama natin ang SEC para mag cater doon sa mga complaints,' said Gilbert Cruz said, Presidential Anti-Organized Crime Commission (PAOCC) executive director. Drunk Quezon cop who fired gun, threatened neighbors faces multiple charges
A police officer has undergone inquest proceedings for various complaints after he allegedly fired a gun and terrorized his neighbors in Lucena, Quezon Province last Saturday. According to Mariz Umali's report in '24 Oras' on Monday, investigation showed that the suspect, identified as Patrolman Rodolfo Avila Madlang-awa, was drunk while buying ice from a sari-sari store. But he suddenly threatened and pointed a gun at the customers after him. Madlang-awa, a cop based in the town of Lopez, can be seen in CCTV footage threatening someone inside the store: 'Patayin kaya kita?' (Do you want me to kill you?) His sibling turned him over to the police following the incident and is now detained at the Lucena Custodial Facility. 'Nalasing, hindi kayang kontrolin yung sarili niya. This is really unforgivable, sabi ng ating Chief PNP, at yung mga ganitong klaseng pulis ay hindi dapat tumagal sa serbisyo po,' said PNP spokesperson Police Brigadier Gen. Jean Fajardo.
