AP govt ties up with SYSTRA, TYPSA for metro phase-1 execution
Vijayawada: The Andhra Pradesh government signed Memorandums of Agreement (MoAs) with SYSTRA Consultancy and TYPSA Consultancy to serve as general consultants for the Visakhapatnam and Vijayawada metro rail projects, respectively. As general consultants, SYSTRA will assist APMRCL in planning, design, and construction supervision of the Visakhapatnam metro rail project, while TYPSA will oversee the Vijayawada metro project. The MoAs were exchanged in the presence of Municipal Administration and Urban Development (MAUD) minister P Narayana and representatives of SYSTRA and TYPSA at the APCRDA regional office in Vijayawada. Speaking on the occasion, Narayana said the state government has already issued a tender notification for Phase-1 of the Visakhapatnam metro project, and a separate tender notification for Phase-1 of the Vijayawada metro project will be issued within a week. He stated that the government is committed to completing Phase-1 of both metro projects—Visakhapatnam at a cost of Rs 11,498 crore and Vijayawada at Rs 10,118 crore—within the next three years, with support from the Centre. Narayana noted that the metro projects were included in the AP Reorganisation Act, 2014, and would be developed as joint venture (JV) projects. An additional Rs 847 crore will be required for acquiring 99.75 acres of land. For Phase-1 of the Vijayawada metro project, which includes two corridors totaling 38.4 kilometers—Corridor-1 from PNBS to Gannavaram (25.95 km) and Corridor-2 from PNBS to Penamaluru (12.45 km)—a total of Rs 1,152 crore will be needed to acquire 91 acres of land.

AP signs MoUs with TIPSA, SYSTRA to fast-track metro projects in Vizag, Vijayawada
VIJAYAWADA: The Andhra Pradesh Metro Rail Corporation (APMRC) on Friday signed Memoranda of Understanding (MoUs) with leading consultancies TIPSA and SYSTRA to provide design, supervision, and technical support for metro rail projects in Visakhapatnam and Vijayawada. The MoUs were signed in the presence of Municipal Administration and Urban Development Minister Dr P Narayana at the APCRDA office in Vijayawada. As per the agreements, TIPSA will oversee design and supervision for the Vijayawada Metro Rail project, while SYSTRA will handle technical aspects and execution support for the Visakhapatnam Metro Rail. Speaking on the occasion, Minister Narayana said the projects are being taken up as part of commitments under the Andhra Pradesh Reorganisation Act. He blamed the previous regime for stalling metro progress and claimed the current administration is fast-tracking the initiatives. He said 20% of the cost will be borne by the Central government, 20% by the State, and 60% through a low-interest loan facilitated by the Centre. Vizag Metro's Phase 1 spans 46.23 km, with tenders already invited. Vijayawada Metro's 35.04 km Phase 1 tenders will be floated shortly. To optimise space, double-decker corridors have been planned—20 km in Vizag and 4.7 km in Vijayawada.

Five Andhra cities win national honours at Swachh Survekshan Awards for urban hygiene
VIJAYAWADA: Andhra Pradesh made a strong impression at the Swachh Survekshan Awards ceremony held at Vigyan Bhavan in New Delhi on Thursday, with five of its municipal corporations receiving national honours for excellence in cleanliness and sanitation. Municipal Administration and Urban Development (MAUD) Minister Dr P Narayana received the awards on behalf of the State from President Droupadi Murmu. Union Minister for Housing and Urban Affairs Manohar Lal Khattar was also present at the event. The municipal corporations of Vijayawada, Tirupati, Guntur, Greater Visakhapatnam (GVMC), and Rajahmundry were recognised for their achievements in urban cleanliness, waste management, and citizen participation under the national Swachh Survekshan initiative. Senior officials from the municipal department and representatives from the award-winning corporations attended the event. Speaking after receiving the award, Minister Narayana credited the success to the collective efforts of municipal staff, sanitation workers, and residents. 'Andhra Pradesh is committed to building cleaner, healthier cities through innovation and public involvement,' he said.

Narayana receives Swachh Survekshan awards from Prez
Vijayawada: Minister for municipal administration and urban development P Narayana received Swachh Survekshan awards from President of India Doupadi Murmu at a function held in New Delhi on Thursday. Of the 23 municipalities that received awards throughout India, three from Andhra Pradesh, Vijayawada, Guntur and Tirupati, bagged the awards under different population categories. Meanwhile, Visakhapatnam and Rajahmundry received ministerial awards under special category. Speaking on the occasion, minister Narayana said winning the national awards is an indication for functioning of municipalities and staff. He said the credit goes to Chief Minister N Chandrababu Naidu who used to monitor the functioning of municipalities to make AP best in cleanliness. The Swachh Survekshan 2024-25 awards presentation programme was held at Vignan Bhavan, New Delhi. President Droupadi Murmu participated as the chief guest. Union minister of urban development Manoharlal, municipal administration ministers of various states participated in the programme.

Andhra Pradesh government caps deputation of officials to municipal administration department
1 2 3 4 Vijayawada: In a major administrative reform aimed at strengthening the functioning of Urban Local Bodies (ULBs) across Andhra Pradesh, the state govt has decided to cap the deputation of officials from other departments to municipal administration department. The govt has also decided to allow officials only from panchayat raj, rural development, revenue, state audit and state secretariat for deputation. The officials from other departments will not be taken into any wing of municipal administration. In fact, the total officials to be taken on deputation should not be more than 10 percent of the total strength of the ULBs. The decision came following a representation of municipal commissioners association which strongly objected the spree of deputations from other departments hampering their promotion opportunities. "The government wanted to promote efficient, professional, and accountable urban governance in response to the rapidly evolving challenges in the urban sector," said municipal administration and urban development principal secretary S Suresh Kumar. However, concerns were raised about the lack of domain expertise among such deputed officers, which has impacted the quality of governance in several municipalities. Recently the Andhra Pradesh Municipal Commissioners' Association highlighted inefficiencies arising from such deputations and urged the government to establish stringent eligibility criteria. Following the advice of municipal administration minister Dr P Narayana, DMA submitted a detailed proposal underlining the complexity of urban governance and the need for competent leadership at the ULB level. After going through the report, the govt issued detailed guidelines for deputation of officials. The government introduced a standardized mechanism to regulate and streamline deputations, ensuring that only officers with the right qualifications, experience, and aptitude are considered. Officers from select departments having basic knowledge about urban governance issues and whose scale of pay matches the grade of the respective municipal body are eligible. The eligible departments and positions including MPDOs, DLDOs, deputy CEOs and CEOs of Zilla Parishads (for varying grades of municipalities) from PR department, tahsildars and deputy collectors from revenue department will be allowed for deputation. Similarly, assistant audit officers and district audit officers from state audit department and section officers and assistant secretaries from state secretariat will be taken on board. "This reform demonstrates our commitment to delivering better civic services through professionally managed urban local bodies. The guidelines bring greater transparency, efficiency, and accountability to the deputation process," said Suresh Kumar.
