Calgary sex offender facing new charges was a ‘moderate risk' to reoffend: parole board
Jeffrey Robert Williams was convicted of voyeurism and possession of child pornography in 2018. On July 1, 2025, he was charged of similar offences. A Calgary man accused of taking photos of women and children without their consent this week was deemed a moderate-to-average risk of sexual reoffending, parole board documents obtained by CTV News show. Jeffrey Robert Williamson, 51, was charged on July 1 with voyeurism, possession of child pornography and accessing child pornography following the execution of a search warrant at a home in the 300 block of Marquis Lane S.E. The charges came after he was convicted of similar offences in 2018 and served two years in prison before being released on day parole in September 2019. In its decision, the Parole Board of Canada said Williamson was a moderate or average risk for sexual reoffending and a low or moderate risk of general reoffending. The Correctional Service of Canada recommended the board deny his request for both day and full parole. However, the board said Williamson's case management team supported his application for day parole. 'Thousands of victims' The parole board noted there were no victim impact statements on file from his conviction, but it was clear that his actions were serious. 'It is clear that there are thousands of victims in your case, and your actions caused serious victim harm. You violated the privacy of the victims, and contributed towards the abuse that the vulnerable child victims endure,' the board said. A psychological risk assessment, completed in June 2019, reported that Williamson had 'a good grasp of programming material.' 'The psychologist ends the report with some recommendations that you complete your core programming (which you have) and allow yourself sufficient and gradual time to solidify and apply these programming gains in the community,' the board said. Williamson was granted day parole, denied full parole and given statutory release in 2019. He was ordered to two years' probation under several conditions. Those included avoiding children and areas where children would be present, a restriction on possessing and accessing pornography, a restriction on wireless communication and a prohibition on owning or possessing a computer that would allow unsupervised access to the internet. 'Day parole will provide you with a structured and monitored environment to continue to work on your self management and coping skills, continue to address your sexual addiction with a counsellor, and demonstrate compliance and adherence to court-imposed conditions and board-imposed special conditions while reintegrating. 'This will help to prepare you for your statutory release and will serve to lower your risk when you approach that date.' The now 51-year-old Williamson made a brief court appearance on Thursday and the matter was put over until July 25.

The Parole Board of Canada says in a decision that Allan Perdomo Lopez is to have no contact with children. The now-65-year-old was sentenced in 2019 to nine years after Emilio Perdomo died of a traumatic brain injury. Five months earlier, the boy had been sent to Canada from Mexico by his mother for a better life. Court heard the boy was subjected to months of physical abuse, with bruising and scars found all over his body. The trial heard a recording of the grandfather tearfully praying in Spanish, asking God for forgiveness and saying he "didn't want to kill that child." Perdomo Lopez was denied day parole and full parole in 2022. Under law, federal offenders who serve two-thirds of a prison term can get statutory release with supervision in the community for the remainder of their sentence.

Convicted killer Kerry Sim, formerly Kelly Ellard, loses day parole over drug tests
Kerry Sim, formerly Kelly Ellard, has had her day parole revoked after she breached release conditions. According to a decision issued last month and shared with Postmedia this week, the Parole Board of Canada cited Sim's refusal to participate in drug tests, her eventual positive test result after using drugs belonging to another prisoner, and uncooperative behaviour as being factors in her parole being revoked. 'Despite the time you have had for self-reflection since returning to custody, the Board finds you continue to engage in behaviours and thinking that contributed to your suspension and are related to your risk to reoffend. 'Consequently, the Board concludes that you will, by reoffending before the expiration of your sentence, present an undue risk to society. Therefore, the Board revokes your day parole.' In 1997, Victoria teen Reena Virk was lured to a party where she was swarmed and violently assaulted. Sim, then 15 years old, was among those who beat Virk and later drowned her. In 2005, Sim began serving a life sentence for second degree murder. She was granted day parole in 2017 and released to a community facility in 2018. At the start of 2020, she was granted extended leave privileges along with a number of conditions such as not to consume alcohol or drugs, avoid contact with certain individuals, and to follow a treatment plan. In 2021, her extended leave privileges were suspended following a domestic violence incident with her then partner and father of her two kids, and she was ordered to follow a new psych treatment plan and to report any relationships. In late 2024, concerns were raised about Sim's 'negative attitude' and behaviour described as 'antagonizing, threatening, and insulting.' She also refused drug tests and when eventual drug tests returned positive, she claimed it was due to prescription medication that caused a false positive. Earlier this year, Sim was arrested following a positive drug test but initially resisted arrest, refused to leave her room, and was argumentative. 'While in police custody, you were noted to be uncooperative (screaming and kicking),' the decision read. 'While in provincial custody, your behaviour remains problematic.' In a parole decision released this week, the Parole Board of Canada revoked Sim's parole, citing positive drug tests and refusals to undergo drug testing as breaches of her parole conditions.
