Egypt, Vietnam sign LOI to enhance military cooperation - Defence

Egyptian Minister of Defence and Military Production General Abdel Mageed Saqr and Vietnamese Minister of National Defence General Phan Van Giang signed a letter of intent (LOI) during a meeting in Cairo to enhance military cooperation between the two countries. This occurred during Minister Giang's current visit to Egypt as part of a high-ranking delegation led by Vietnamese President Luong Cuong, who is expected to meet President Abdel-Fattah El-Sisi later on Tuesday. During the meeting, Saqr underlined the importance of coordinating efforts and expanding military cooperation to serve the shared interests of both countries. For his part, the Vietnamese defence minister expressed his country's keenness on exchanging military expertise with Egypt in the near future. Chief of Staff of the Egyptian Armed Forces Lieutenant General Ahmed Khalifa and several military commanders from both nations attended the meeting. On Friday, Vietnamese Ambassador to Egypt Nguyen Huy Dung said President Cuong's visit to Egypt holds strategic significance and is expected to exert a lasting impact on the advancement of bilateral relations, as both nations embark on a new era of growth and development. The Vietnamese president is also scheduled to meet with Prime Minister Mostafa Madbouly, Senate President Abdel-Wahab Abdel-Razek, and House of Representatives Speaker Hanafy El-Gebaly and deliver a policy speech at the Arab League headquarters. Key US security partner strengthens ties with Chinese military

Vietnam, a key security partner of the United States in Asia, is participating in a historic joint army exercise with China as Vietnamese officials say the cooperation between the Chinese military and the Vietnamese military has 'deepened.' In a Sunday statement, China's Ministry of National Defense announced, 'The ground forces of China and Vietnam will conduct a joint training exercise in Guangxi Zhuang autonomous region in mid-to-late July.' China's Ministry of National Defense noted that the training exercise, which is expected to concentrate on 'joint border patrol,' is the first joint army training exercise to include both Vietnam and China. 'The exercise aims to enhance mutual learning and exchange of border patrol experiences and further deepen practical cooperation between the two militaries,' China's Ministry of National Defense added. According to Newsweek, the joint army training exercise is the third time Chinese and Vietnamese military forces have held joint engagements since the two countries held two joint patrols in the Beibu Gulf in April. Newsweek reported that Chinese Defense Minister Admiral Dong Jun previously claimed that the Chinese and Vietnamese militaries should be 'aligned with the relationship orientation of 'comrades and brothers,' further enhance strategic communication, deepen exchanges at all levels and in all fields, improve the quality and effectiveness of border defense friendly exchanges, continuously expand pragmatic cooperation, and make greater contributions to accelerating the construction of a strategically significant China-Vietnam community with a shared future.' The Vietnamese defense minister also noted that the cooperation between the military 'has been continuously deepened and achieved remarkable results.' 'Vietnam is willing to join hands with China to build a more pragmatic pillar of security cooperation and bring more benefits to the two countries and their people,' the Vietnamese defense minister added. Vietnam's 'deepened' relationship with the Chinese military comes after the U.S. State Department released a statement earlier this year regarding the security partnership between the United States and Vietnam. In January, the State Department said, 'The U.S. security relationship with Vietnam continues to expand and the two countries share a common vision for the future of a free and open Indo-Pacific region. Our security cooperation is based on our mutual commitment to deepen defense cooperation and shared resolve to address regional security challenges.'

This is as both countries aim to achieve concrete outcomes from the upgrade of bilateral ties to a Comprehensive Strategic Partnership (CSP) earlier in 2025, Chan said at the conclusion of a visit to Hanoi. During his visit, Chan had called on Vietnam's Prime Minister Pham Minh Chinh. The two leaders reaffirmed the warm and friendly bilateral relationship between Singapore and Vietnam, and discussed various initiatives under the CSP, said Mindef in a statement. Chan, who is also Coordinating Minister for Public Services, said he and Chinh discussed several areas of potential cooperation, such as in renewable energy, data and finance, and leadership development. At the strategic level, more dialogue between leaders of both sides is important, given the turbulent global economic and security situation, he added. 'We talked about setting up more regular dialogues between the public services of both sides, and how we can use such occasions to talk about the emerging challenges that both of us face,' Chan said. In March 2025, Prime Minister Lawrence Wong and Communist Party of Vietnam general secretary To Lam announced that Singapore and Vietnam had elevated bilateral ties to a wide-ranging CSP, with both sides committing to deepen cooperation in areas such as security, sustainability and the digital economy. The CSP with Vietnam is Singapore's first with an Asean member state, reflecting both countries' shared commitment to expanding cooperation in areas of mutual benefit and which can create growth opportunities, said Mindef. Singapore's cooperation with Vietnam also supports regional initiatives like the Asean Digital Economy Framework Agreement and the Asean Power Grid, which will strengthen the economy and resilience of Singapore, Vietnam and Asean, the ministry added. On his trip, Chan also met his counterpart, Minister of National Defence Phan Van Giang, and they exchanged views on geopolitical developments. Given that security challenges will increasingly be networked, Chan said he and General Giang discussed ways for the two armed forces to work together to counter such threats. The two defence ministers also agreed to step up military-to-military interactions through high-level visits, bilateral dialogues, cross-attendance of courses, and professional exchanges. 'We will also continue to work together at the Asean Defence Ministers' Meeting (ADMM) and ADMM-Plus to uphold an open and inclusive regional security architecture,' said Chan. Chan was joined at the meetings by Minister of State for Defence Desmond Choo.
