Budget control: MCG terminates services of 17 consultants in Gurgaon
Gurgaon: MCG on Friday terminated the services of 17 experts and consultants. The civic body commissioner has decided not to extend the services of these experts, who had been appointed on a temporary basis in different branches. The decision has reduced the corporation's annual financial burden by approximately Rs 1.2 crore, commissioner Pradeep Dahiya said. The decision was taken under budget control and effective resource management, MCG officials said. MCG currently has around 30 such consultants on its payroll. Consultants employed by MCG were restricted to monitoring, supervisory and advisory functions. "They have been directed to hand over their charge to their respective branches, along with all relevant records, documents and any other assets belonging to the MCG," read an order issued by Dahiya late on Friday evening. Those terminated include Aman Singh, consultant in the MCG's vigilance wing; Surender Madan from the joint commissioner's office; RK Bhardwaj from the establishment branch; Harish Chander Yadav in electrical engineering; Ambika Prasad Sharma and Subhash Chander Verma from the sanitation department; and Satender Kumar Yadav in the horticulture department, among others. Dahiya said, "This decision was necessary to make the municipal corporation more efficient and financially robust." "The appointment of experts may be reconsidered in the future. This decision is seen as a significant step by the administration towards cost reduction and transparency," the commissioner said. TOI reported on Jan 22 that the MCG withdrew the financial authority granted to its consultants. The decision was taken after the Haryana urban local bodies (ULB) department's directives to all civic bodies, including MCG, to limit retired personnel's involvement as consultants in municipal corporations. The financial responsibilities previously handled by them were given to joint commissioners or relevant senior officials. The ULB, in its order in Jan, said consultants occasionally receive responsibilities involving financial decisions and payment processing, which might not align with govt protocols. Consequently, municipal corporation commissioners must ensure that retired personnel serving as experts or consultants are engaged solely for urgent situations, where they perform advisory or supervisory functions. Property tax to waste collection: MCG chief appoints 12 nodal officers to review work weekly
Gurgaon: MCG commissioner Pradeep Dahiya has appointed 12 nodal officers to oversee various services provided to residents. "All appointed nodal officers are directed to conduct a weekly review meeting to monitor the progress and address any challenges related to the implementation of these schemes. This will ensure the objectives of the schemes are met efficiently and within the stipulated timelines. The undersigned also reviewed the progress of all schemes, and a separate communication regarding observations and recommendations will be shared shortly," the order read. The appointed officers will assess property tax-related issues such as the status of newly generated property IDs among others. Moreover, they will monitor development projects, particularly those announced by the chief minister, while also supervising door-to-door waste collection operations and road sweeping activities. Additional commissioner Yash Jaluka was designated as the nodal officer to oversee MCG's development initiatives. His responsibilities include monitoring major project preparations, reviewing pending chief minister announcements, and supervising development activities in newly approved colonies. He will also assess requirements for horticulture and cleaning equipment, monitor work allocations on the Haryana Engineering Works Portal (HEWP), track bill payments, and oversee pothole repairs. Moreover, additional commissioner Mahabir Parsad will supervise the city's waste management operations, including door-to-door collection, solid waste processing, and road sweeping activities. He will also ensure proper data updates on the Solid Waste Management (SWM) portal. MCG chief accounts officer Vijay Kumar Singla will handle the review of budget announcements for the 2025-26 fiscal year. Additional commissioner Manish Lohan's appointment as nodal officer covers several key areas. These include overseeing property certificate issuance in Lal Dora, ensuring complete self-certification of committee properties, and addressing public grievances related to property IDs. MCG chief town planner Sanjeev Maan was appointed the nodal officer to review the regularisation of unauthorised colonies. Moreover, chief medical officer Dr Ashish Singla will address problems related to stray cattle in the city. For grievance redress, joint commissioner Vishal Kumar was appointed the nodal officer.

MCG sets new norms for project approvals, contractor payments
Gurgaon: MCG on Friday took a slew of decisions regarding contractor payments and project approvals. MCG officials made it clear that the commissioner would not grant ex-post facto (from a thing done afterward) approvals, saying all necessary approvals must be secured prior to commencing work. The officials established a new protocol for payment delays, directing contractors to first report such cases to their union rather than immediately pursuing legal action. The union would then be responsible for forwarding these cases to the MCG for resolution. Regarding bill payments, the MCG Contractors Union head said that the civic body officials said "there will be no delays" and assurance to that effect was given. "Officials told us not to delay work and said that timely completion and quality of work will prevent payment issues. They also told the contractors to inform the union before any case goes to court and the union will present it to the commissioner for resolution," he said. On Friday, the union met with commissioner Pradeep Dahiya to request a 21-day timeline for processing payment files of completed projects. Union head Manish Saidpur said, "We asked the MCG commissioner to set a 21-day timeframe for payment files. All work will now be conducted on the Haryana Engineering Works Portal (HEWP), with bills processed from start to finish on HEWP." Saidpur said, "Regarding objections on files, the commissioner told us that the SOP must be completed and any issues should be communicated through the union. The commissioner instructed us to inform chief engineer Vijay Dhaka about the old payments."

MCG engineer in dock over Gurugram Sector 15 inundation
MCG commissioner Pradeep Dahiya filed a 'charge sheet' against a junior engineer under Rule 7 of the Haryana Civil Services (Punishment & Appeal) Rules, 2016, for gross negligence in failing to operationalise a key drainage facility at Gulmohar Park, Sector violation of the rules, he ignored repeated directives over the past several months to install a power connection to activate the motor pumps at the sump well in the area. Despite repeated instructions from senior officials, the junior engineer did not ensure an electricity connection for a sump-well dewatering system, part of a ₹1.23-crore project completed in July 2024 to prevent monsoon flooding. The setup includes two 45-horsepower (hp) and a 20-hp pump, which remain defunct due to lack of power—a task that was under his purview, according to the 'charge sheet' and senior officials. The official was suspended indefinitely with immediate effect, officials said. 'Lapses in critical public services will not be tolerated. Officials will be held directly accountable,' Dahiya said. The MCG notice, dated April 22, 2025, outlines the alleged failure of junior engineer Ravinder Kumar to secure electricity, test equipment, or commission the system at Bandh Road, Sector 15 Part-II. Officials said his inaction resulted in repeated flooding and public inconvenience. Civic teams repeatedly found no progress at the site, with the engineer allegedly offering unsatisfactory responses. 'Leaving it idle for over nine months is unacceptable,' Dahiya added. Residents expressed anger at the recurring waterlogging. 'Every monsoon, we hear solutions are in place, yet the roads flood again,' said Rakesh Bhatnagar, a Sector 15 resident. The disciplinary action is expected to serve as a warning as MCG pushes for accelerated monsoon preparedness. 'Public money must yield public benefit,' said the commissioner.

Cut down collection points, push for zero waste vision, ULB chief tells MCG
Gurgaon: ULB director Pankaj on Friday instructed MCG officials to expedite legacy waste processing and increase its capacity. He also directed them to reduce the number of secondary waste collection points in the city to move towards "zero dumping ground". The sanitation system of the city, in terms of the areas, should be fully recorded on a digital map to ensure that new officials are well-informed, the minister told MCG officials. Officials informed the director, who visited Bandhwari on Friday afternoon, that two agencies were currently engaged in the legacy waste processing at the Bandhwari landfill site. Earlier in the day, the director held a meeting with the MCG officials and told them municipal work should be both technical and manual, adding, all officials should oversee cleanliness during their visits. He said, "Roads, drainage, sewerage networks and water bodies should be mapped. The number of secondary garbage collection points should be reduced to move towards zero dumping grounds." Pankaj suggested mapping water bodies, roads, drainage and sewerage networks, besides the areas assigned to the sanitary inspectors and officials, to monitor the city's sanitation effectively. The director inspected the material recovery facility at Nathupur village and the micro STP in Sector 43, where he gathered information from officials about the operation and technical aspects of these facilities. He visited the command and control centre at GMDA office in Sector 44 to observe the smart technologies in use. During the meeting, MCG commissioner Pradeep Dahiya mentioned that the process for a new tender for door-to-door garbage collection is underway. To ensure effective and technical monitoring of this task, RFID tags will be placed on households. He said that the monitoring of road sweeping machines is being increased and cameras will be installed on them. Routes have been shared with councillors and RWAs. He said for the construction and demolition (C&D) waste management, a plant is operational in Basai, tenders are being floated and other actions are being taken to remove debris from other parts of the city.
