Kurnool: On the occasion of Environment Day, a sapling plant programme was undertaken in the premises of the Prohibition and Excise Office under the leadership of Deputy Commissioner Sridevi in the premises of the District Excise Offices under the auspices of the Harithandhra Pradesh programme and to increase greenery. This programme was attended by Assistant Excise Commissioner Hanumantha Rao, District Prohibition and Excise Officer M Sudheer Babu, Circle inspectors Chandrahas, Jayaram Naidu, Krishna, Subhasini, Rajendra Prasad, Sub inspectors Rehana, Naveen Babu, Indrakiran Teja and staff. Later, as part of the Navodayam 2.0 programme, raids were conducted on the Natusarah stalls in Bangarupet in Kurnool city and about 650 liters of jaggery were destroyed.

Rajamahendravaram: The Prohibition and Excise Department has initiated special night patrolling operations across East Godavari district to ensure liquor shops and restaurant-bars operate strictly as per regulatory norms. District Prohibition and Excise Officer Ch Lavanya has directed all excise station inspectors and staff to conduct night patrols within their jurisdictions to enforce adherence to rules and regulations. As part of the initiative, officers have been tasked with ensuring that wine shops strictly follow designated operating hours, prevent illegal retail sales, and avoid charging prices above the Maximum Retail Price (MRP). They have also been instructed to curb unauthorised sit-outs near liquor outlets. Cleanliness of the shop premises and proper maintenance of records are also to be ensured. Lavanya emphasised the importance of ensuring functional CCTV surveillance systems at all liquor shops. Each constable has been assigned responsibility for monitoring three to four shops, while sub-inspectors, inspectors, and other senior officials will supervise the enforcement operations directly. To strengthen monitoring and transparency, the Excise Department is set to launch a mobile application named Excise 'I', which will allow real-time supervision of activities in liquor shops and bars. Citizens are encouraged to report any excise violations in their vicinity by calling the toll-free number 14405. The district Excise and Prohibition Officer warned that strict action would be taken against shop operators found violating licensing conditions.

Puttaparthi: Acting on the orders of Rajashree, Deputy Commissioner of Prohibition and Excise, Anantapur, a large quantity of illegal liquor seized in various cases under the jurisdiction of the Puttaparthi Prohibition and Excise Station was destroyed today. Under the supervision of Puttaparthi District Prohibition and Excise Officer Govind Naik, the following contraband was disposed of in the presence of local panchayat members, Karnataka Liquor: 133.2 liters, Andhra Liquor: 112.3 liters, Illicitly brewed arrack: 28 liters, Toddy: 8 liters. The destruction was carried out with the assistance of department staff. Puttaparthi Prohibition and Excise Inspector G. Nagaraju and his team actively participated in the operation.

In a move to strengthen control over the liquor supply chain, the government of Andhra Pradesh has constituted a Multi-Departmental Expert Committee to oversee the development and implementation of a new Track and Trace cum Integrated Excise Management System. According to a G.O. 356 issued by Principal Secretary, Excise Department (FAC), Mukesh Kumar Meena the system aims to ensure complete end-to-end supervision using an advanced technology-driven mechanism. The Director of Prohibition and Excise had earlier submitted a detailed proposal along with a draft Request for Proposal (RFP), incorporating lessons from similar systems in other States. The proposed RFP includes the supply of Holographic Excise Adhesive Labels (HEALS), now extending to beer bottles, and a comprehensive software platform for shipment tracking, regulatory compliance, enforcement, and end-user verification through a mobile application. The system will be implemented in two phases — Phase-I covering Track and Trace functionalities, and Phase-II focusing on regulatory modules like renewals and permits for Molasses and others. The eligibility criteria for service providers will align with the General Financial Rules and procurement guidelines issued by the Government of India's Ministry of Finance in June 2024. The newly constituted Multi-Departmental Committee comprises senior officials from Prohibition & Excise, Industries & Commerce, Finance, and Information Technology, Electronics & Communications departments. The Committee is tasked with reviewing the draft RFP and proposing modifications, if any, within 15 days. It will also evaluate the bids received in response to the RFP and recommend a final selection, strictly adhering to government procurement norms. Mr. Mukesh Kumar Meena emphasized the importance of swift and transparent action, directing the Excise department to coordinate the next steps promptly.

Bill to amend Goondas Act introduced in TN Assembly to punish those who dump medical waste into state

CHENNAI: Law Minister S Regupathy on Saturday introduced a Bill to further amend the Goondas Act, 1982, to punish those who dump bio-medical waste into Tamil Nadu from the neighbouring States. Accordingly, the Minister introduced a Bill to amend the Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Cyberlaw offenders, Drug offenders, Forest-offenders, Goondas, Immoral Traffic Offenders, Sand-offenders, Sexual-offenders, Slum-grabbers and Video Pirates Act, 1982, commonly known as the Goondas Act, 1982. It is also known as Act 14 of 1982. This Act allows the state to detain individuals without trial, preventing them from engaging in "dangerous activities prejudicial to the maintenance of public order". Though the Agenda of the State Assembly for April 26 mentioned that Minister for Electricity, Prohibition and Excise, V Senthil Balaji, would introduce the above amendment Bill, Law Minister S Regupathy introduced it. It assumed significance since there are expectations that Balaji may step down as minister within a day or two, according to the recent verdict of the Supreme Court. On the objectives and reasons for the amendment, the Bill said Chief Minister MK Stalin, while moving the demand for grants for the police department for 2024-2025, announced that to control the activities of persons indulging in economic offences, they will be detained under the above Act and it would be amended suitably. 'Further, the improper disposal of bio-medical waste poses grave risks to public health and the environment. There are frequent complaints about the dumping of such waste in Tamil Nadu from the neighbouring States. The Madurai Bench of Madras High Court in its order dated November 15, 2023, observed that it is the right time to book the violators of the Bio-medical Waste Management Rules, 2016 by bringing suitable amendments,' the Bill added. The Bill also said the Indian Penal Code, 1860, and the Code of Criminal Procedure, 1973, were repealed and re-enacted as the Bharatiya Nyaya Sanhita, 2023 and the Bharatiya Nagarik Suraksha Sanhita, 2023, respectively. Hence, certain consequential amendments are required to be made in the said Tamil Nadu Act 14 of 1982.
