Andhra cabinet okays bill for women to do night shifts in factories

The Andhra Pradesh cabinet chaired by chief minister N Chandrababu Naidu on Wednesday approved an amendment to the Factories Act, 1948, that will allow women to work night shifts in factories with adequate safety and transport facilities. The cabinet approved amendments to several key sections of the Factories Act, 1948, said state information and public relations minister Kolusu Parthasarathy. 'Accordingly, the AP Factories Amendment Bill, 2025 will be passed in the assembly to reduce procedural burdens on industries. Women will be allowed to work night shifts with adequate safety and transport facilities,' the minister said. According to the bill, women employees would be allowed to work in night shifts between 7pm and 6am. This would be applicable only after obtaining prior written consent of the employees, as well as providing them pick-up and drop off facilities and other security measures, he said. The minister further said that the cabinet felt that there would be increased investments in the industrial sector only if labour laws were relaxed. 'At present, women employees working in factories are entitled to do overtime work only for 50-75 hours every three months. Now, the cabinet has decided to amend the Factories Act, relaxing conditions to enable women employees to do 144 hours of overtime work,' said Parthasarathy. The cabinet also approved the home department's proposal to grant special remission to 17 convicts sentenced to life imprisonment, eligible as on February 1, 2025. The order follows the issuance of permanent guidelines for premature release of prisoners sentenced to life in accordance with orders of the Supreme Court. 'Prisoners who have undergone an actual sentence of 14 years for offences punishable with death and 7 years for offences punishable with life imprisonment are eligible for this remission,' he said. The minister said prisoners released through remission will have to appear before the police station in their jurisdiction once every three months. If the released prisoners commit any crime later, their remission will be cancelled, he added. The cabinet further approved a proposal by the information technology, electronics and communications department for establishment of Andhra Pradesh State Quantum Mission (SQM), under which Quantum Valley will be established in Amaravati for undertaking research in quantum computing, artificial intelligence, and cybersecurity by working with institutions like IIT Madras, Tata Consultancy Services (TCS), and IBM. 'It will help attract world-class researchers and bring international investments to the state,' he said. total of 50 acres of land have been allocated for the development of Quantum Valley in Amaravati through Andhra Pradesh capital region development authority (APCRDA) and a detailed project report has been submitted, said the minister. 'IBM will deploy their '156-qubit Quantum System 2' in the state, while TCS will partner in software development and L&T will participate in the development of Quantum Valley Tech Park,' he added, and further said that a Quantum Summit will be organized in June 2025 to develop strategic action plans with international experts.

Vijayawada: The state Cabinet, chaired by Chief Minister N Chandrababu Naidu on Wednesday, accorded approval to the establishment of state Quantum Mission to fuel the growth of the information technology sector in Amaravati greenfield capital. Announcing this at a press conference at the Secretariat after the Cabinet meeting, Information and Public Relations Minister K Parthasarathy said the Cabinet had given consent to the Quantum Mission proposed by the Department of IT, Electronics and Communications as part of India's National Quantum Mission (NQM). A Quantum Valley, which will be set up in the capital city, will promote research in Artificial Intelligence (AI) and cyber security in partnership with TCS, IIT-Madras and IBM to attract world class researchers. The minister said Naidu aims to make Amaravati number one in quantum computing and added that India is currently at the sixth position in this segment in the world while AP is on top within India. "In future, Andhra Pradesh will be on top in the world in quantum computing. From schools to universities, all of them will be involved in training," he said. Parthasarathy said the government formed a committee of experts on quantum computing and noted that 50 acres of land has been allocated in Amaravati for Quantum Valley development. Further, the minister said the Cabinet gave its nod for viability gap funding of Rs 57 crore and Rs 82 crore for drinking water projects at Uddhanam in Srikakulam district and Kuppam in Chittoor district respectively. The Cabinet also approved the promotion of 248 Andhra Pradesh Special Police (APSP) constables as head constables in the department. The Cabinet also approved the Home Department's proposals for the release of 17 life-term prisoners. For the establishment of Andhra Pradesh Police Academy, the Cabinet approved the free transfer of government land in Eluru district to the Home Department. Similarly, the Cabinet greenlighted the Health and Family Welfare Department's proposals to achieve a world record on International Yoga Day on June 21. Moreover, the Cabinet approved the Industries Department's proposal to set up one MSME park per assembly constituency, totalling 175 across the state as part of 'One Family, One Entrepreneur' programme, among others. Further, administrative approvals included the formalisation of the YSR district's name change to YSR Kadapa district. Earlier, the Cabinet extended congratulations to the Chief Minister Naidu for the successful implementation of several welfare schemes in the past year.

The Andhra Pradesh cabinet, chaired by chief minister N Chandrababu Naidu, on Tuesday announced the decision to do away with the method of doordelivery of essential commodities to the consumers under public distribution system and re-introduce fair price shops to distribute the commodities from June 1. After the cabinet meeting, state civil supplies minister Nadendla Manohar said that it was decided to discontinue the current practice of delivering ration commodities through Mobile Dispensing Units (MDUs) which was introduced during the previous YS Jagan Mohan Reddy government. 'The decision was taken after obtaining the feedback from the consumers through a survey. It was revealed that 25% of ration card-holders did not receive essential commodities, and another 26% consumers complained that MDU operators were charging higher prices,' he told reporters. He said there were other operational shortcomings in the distribution of commodities through MDUs, such as diversion of goods, inability to cover all the areas and lack of manpower to run MDUs. 'The scrapping of the scheme will save the government ₹353.81 crore. So, starting June 1, the government will reintroduce 29,000 fair price shops that were existing earlier,' he said, adding that door-delivery of commodities would be done only in case of senior citizens and to persons with disabilities. Manohar said the previous government had purchased 9,260 MDUs at a cost of ₹1,860 crore, with an additional ₹200 crore spent on a pilot project. 'Beneficiaries who obtained vans through the SC, ST, BC, EBC and other welfare corporations and have already paid 10% of the vehicle cost will receive full ownership of those vans free of charge,' he added. State information and public relations minister K Parthasarathy said the state cabinet ratified three separate Memoranda of Understanding (MoUs) signed between the state government and the global IT majors IBM, Tata Consultancy Services (TCS) and Larsen & Toubro (L&T) for setting up the 'Quantum Valley' project in Amaravati. 'Backed by these technology giants, Andhra Pradesh aims to position itself as India's leader in advanced technology. The project is expected to nurture cutting-edge innovation, attract world-class talent and create high-quality employment opportunities for the youth of the state. Through strategic partnerships and forward-looking leadership, the state government intends to foster state-of-the-art breakthroughs and build a robust future-ready economy,' he said. The cabinet approved recommendations of the State Investment Promotion Board (SIPB) for investment proposals from five companies - Deccan Fine Chemicals, Bharat Electronics Ltd, PUR Energy Pvt Ltd, Blue Jet Healthcare Ltd and Jupiter Renewables Pvt Ltd. 'These projects, totalling ₹9,246 crore, are expected to create around 7,766 jobs. The state will allocate land and provide necessary infrastructure such as roads, industrial water, and energy,' the minister said. The cabinet also gave the green signal to reallocate 500 acres of land for the Bhogapuram Greenfield International Airport. It also approved multiple renewable energy and bioenergy projects to be established at various parts of the state like Eluru, YSR Kadapa, Anantapur and Sri Satya Sai districts. It also decided to allot 41.00 acres of land in YSR Kadapa district for a 1,000 MW pumped storage hydro power project and ( ₹ 2.09 crore), and another 12.87 acres in Sri Sathya Sai district for a 500 MW hydro project ( ₹64.35 lakh), to be set up by Adani Green Energy Ltd. The cabinet also approved establishment of India International University of Legal Education and Research (IIULER) under the Bar Council of India Trust at Amaravati and shifting of Potti Sreeramulu Telugu University's headquarters from Hyderabad to Rajamahendravaram.

: Chief Minister N. Chandrababu Naidu has expressed the view that the Telugu people are a symbol of economic creativity and wished for them to lead in knowledge economy and entrepreneurship. He was speaking at the silver jubilee celebrations of TeluguOne Digital Media, founded by Kantamneni Ravi Shankar, in Hyderabad on Sunday. In 1995-96, Telugu people were primarily dependent on agriculture. Only Hyderabad and Secunderabad were known. 'I wanted to change the future of our people and hence decided to embrace IT. I built the Hitec City to promote IT and created vast opportunities for our people,' he said. ''Today, wherever you go in the world, Indians are present and among them, Telugu people are at the forefront. When I was building Hitec City, people mocked at it but now we see the results. Today, one doesn't need to work hard, but smart. We're now in a knowledge economy, with real-time data and AI. Back then, I spoke of IT and Hitec City, now I speak of Quantum Valley with AI,'' he said. 'My vision is that by 2047, if Indians lead the world, Telugu people should lead among them. That is achievable. There's no competition for Indians anywhere in the world.' Hyderabad has emerged as one of the most liveable cities. ''Between 1995 and 2000, we prepared a blueprint and built the Outer Ring Road, airport, Genome Valley, and Gachibowli Sports City. Now, with all your blessings, I have received another opportunity. Just as I developed Hyderabad back then, now I've been blessed with the responsibility to present Amaravati to the Telugu people. In the future, Amaravati and Hyderabad will hold the first and second spots respectively,'' he said. ''Whatever you do, credibility is essential — be it NGOs or media. During the freedom movement, newspapers and journalists played key roles. But today, in this competitive world, values are eroding. Social media brings both advantages and disadvantages. It is being used as a platform for character assassination and misinformation. This is especially harmful when the character of girls and women is targeted, it affects society at large. Regulation is necessary. Both Central and State governments must think about promoting unbiased media. Those with malicious intent must be restrained,'' Mr. Naidu said.

ANANTAPUR: Governor and Chancellor S Abdul Nazeer presided over the 14th Convocation of Jawaharlal Nehru Technological University (JNTU), Anantapur, on Saturday. The Governor awarded 41 gold medals to meritorious students and conferred an honorary doctorate on Dr Satyanarayana Chava, CEO of Lawrence Labs in Hyderabad. Pujith Kumar Reddy won six gold medals, the highest number, followed by Supraja with four. JNTUA Vice-Chancellor (V-C) Professor Ph Sudarshana Rao presented the university's progress report. The Governor hailed the university's contribution to technical education across Rayalaseema and its implementation of the National Education Policy (NEP) 2020. He stressed the need for skill-based learning, innovation, and inclusive development. He cited initiatives such as Quantum Valley, Andhra Pradesh State Skill Development Corporation (APSSDC) job fairs, and the Viksit Bharat and Swarna Andhra 2047 missions as vital for creating a self-reliant and equitable India. Nazeer urged students to explore rural innovation, engage with startups, and uphold civic responsibility. He quoted Abdul Kalam and Tagore, encouraging graduates to be skilled, compassionate leaders. He concluded by wishing them a purposeful journey ahead, calling them the torchbearers of a developed India. Professor MR Madhav, former IIT Kanpur faculty, served as chief guest.
