ROURKELA: The court of Judicial Magistrate First Class (JMFC) Sharmistha Padhi on Monday sentenced a 53-year-old man to 30 months of imprisonment for impersonating a doctor. A habitual offender, Padmanava Mukhi Karua was caught serving in Rourkela Government Hospital (RGH) by stealing the identity of a Jharkhand doctor. Impersonating as Dr Ramesh Chandra Jha of adjacent Jharkhand, Karua had got contractual appointment in the dialysis unit of RGH through an outsourcing agency on December 26, 2023. His fake identity got revealed accidentally in June 2024. A resident of Rourkela city, Karua has studied up to Class XII. According to police, Karua had availed a loan of about Rs 16.5 lakh from a private non-banking financial company by forging the documents of Dr Jha. However, he had failed to change the actual phone number of Dr Jha. The authorities of the finance company called Dr Jha's number and came to know about the fraud. Subsequently, a complaint was filed in RN Pali police station. After his arrest, Karua revealed his original identity and confessed to his crime.

Rourkela: A local court on Monday sentenced a fake doctor to 29 months of rigorous imprisonment for impersonating a qualified medical practitioner and cheating using forged documents. Pradmanavan Mukhi Karwa (54), a Class XII pass-out from Jharkhand, was working at the Rourkela Govt Hospital (RGH) dialysis centre under the false identity of Dr Ramesh Chandra Jha. The convict had secured the position through a Chandigarh-based outsourcing firm, Rahi Care Dialysis. The fraud came to light when Karwa applied for a personal loan of Rs 16.53 lakh from a private non-banking financial firm. During document verification, it was discovered that he had submitted Jha's certificates with his own photograph. Following a complaint filed by the finance company on June 26, 2024, Raghunathpalli police arrested Karwa under various sections of the IPC, including forgery and cheating. In a separate case, the outsourcing firm's area manager, Mayur Agarwal, filed a complaint on June 28, revealing that Karwa had been drawing regular salary under the false identity. Public prosecutor Akshaya Kumar Sahoo, who represented the state during the proceedings, said chief judicial magistrate (first class), Sarmista Padhi, pronounced the verdict after examining 14 witnesses. The sentences under different IPC sections will run concurrently. The judge also imposed a fine of Rs 5,000, with an additional month's imprisonment in case of non-payment. This isn't Karwa's first offence. He was previously convicted for a similar fraud at Nuagaon PHC, where he worked from 2016 to 2019. In April 2022, he was sentenced to two years of rigorous imprisonment by JMFC, Sundargarh.

Odisha hikes medical infrastructure budget to Rs 9,200 crore; to add 4,000 hospital beds

BHUBANESWAR: The Odisha government has revised the estimate for redevelopment of four key medical institutions and hospitals in the state and approved the capacity augmentation plan of Capital Hospital in the city. During a high-level meeting chaired by Chief Minister Mohan Charan Majhi on Tuesday night, it was decided that Rs 9,200 crore will be spent for transformation of VIMSAR in Burla, MKCG Medical College and Hospital (MCH) at Berhampur, Acharya Harihar Post Graduate Cancer Institute (AHPGIC) at Cuttack and Rourkela Government Hospital (RGH), apart from the Capital Hospital. Earlier, the state government had estimated to invest around Rs 3,360 crore for redevelopment of four medical institutions as per the Indian Public Health Standards (IPHS) guidelines. Once the five medical facilities are redeveloped, the bed capacity in these hospitals will go up to 8,859 from existing 4,762. One of the key recommendations of IPHS was to increase sanctioned bed strength to one bed per 1,000 population. At present, Odisha has 0.4 beds for 1,000 population. Sources said, VIMSAR will be redeveloped at a cost of Rs 1,594 crore instead of Rs 950 crore as estimated earlier. Three campuses of the MCH will be developed in an integrated manner along with the expansion of the teaching hospital, burn unit, trauma care unit and cancer wing. All residential buildings, hostels and paramedical institutions have also been planned. Once completed, the hospital's bed capacity will go up from 1,485 to 2,861. The Health department has modified the estimate for redevelopment of MKCG MCH from Rs 850 crore to Rs 1,014.13 crore. The plan includes a state-of-the-art trauma care centre, burn care unit and dental college besides the expansion of the cancer wing and PG department. Its bed strength will increase from 1,583 to 2,033. While the estimate for the redevelopment work of AHPGIC has been revised to Rs 895.89 crore, RGH will be redeveloped at a cost of Rs 627.16 crore. This would enhance the bed strength from 507 to 1,127 in AHPGIC and 437 to 763 in RGH. Along with the clinical beds, the cancer institute will have hostels for PG students and senior residents, besides five VIP guest houses in a single block. The chief minister has also approved the redevelopment plan of the Post Graduate Institute of Medical Education and Research and Capital Hospital in the city at an estimate of Rs 5,958 crore. The plan includes academic building, hostels, staff quarters, auditorium and facility for patients' attendants along with clinical beds. 'The CM has also decided to develop SCB MCH in Cuttack as an AIIMS++ institution for which construction work is underway at an estimated cost of Rs 4,474.49 crore. The new facilities with an enhanced bed capacity of 3,796 will be ready by June 2026,' the CMO said in a statement.
