KUALA TERENGGANU: The Terengganu Department of Veterinary Services (JPV) seized 28 goats suspected to have been smuggled from a neighbouring country following the interception of a white Toyota Hiace van in Kampung Teris, Hulu Terengganu, at around 10am today. Its director Dr Anun Man said the operation was the result of several days of surveillance by enforcement officers who had tracked the vehicle from Kampung Gong Manok in Pasir Puteh, Kelantan. The suspects were caught after a brief chase. 'The smugglers used a van to avoid detection, and its closed structure made it difficult for authorities to identify any suspicious activity,' he told a press conference here today, adding that the seized goats and van are estimated to be worth RM86,000. Two male suspects in their 50s were arrested and are being investigated under Section 36(1) of the Animals Act 1953, which carries a fine of up to RM15,000. Dr Anun said the goats were likely intended for the Terengganu or national market, given the high demand for livestock ahead of Hari Raya Aidiladha next week. He expressed concern that some of the animals showed signs of illness such as coughing, runny noses, and foaming at the mouth, raising fears of contagious diseases like foot and mouth disease (FMD). 'We want to ensure animals used for korban are healthy and safe, not diseased. 'Terengganu JPV will step up enforcement to prevent illegal livestock movement into the state, especially in the lead-up to Aidiladha,' he added. So far this year, 13 such cases have been foiled, involving 78 cows, 46 sheep, and seven goats.

Court awards RM86k to ex-aircraft refueller over unjust dismissal

KUALA LUMPUR: A former aircraft refueller has been awarded RM86,450 in compensation and back wages by the Industrial Court after it ruled that his dismissal by Petronas Dagangan Berhad (PDB) was without just cause or excuse. Industrial Court chairman Zalina Awang @ Mamat also found that Mohd Taufik Mohd Aris, who served the company for nearly nine years, had committed misconduct by submitting recreated training records and signing on behalf of others. However, the court held that the company's decision to terminate him was disproportionate. According to court documents, Mohd Taufik was dismissed in December 2022 after a domestic inquiry found that he had falsified a refuelling log to show he was on duty on a day he was on leave, and had signed On-Boarding Programme (OBP) forms on behalf of colleagues. He argued that he had done so based on information from the company's system, and only after repeated instructions from his superior, following a grievance he had filed over a poor performance rating. The court acknowledged that Mohd Taufik's actions constituted misconduct, but ruled that they did not justify dismissal, citing mitigating factors including emotional stress following his father's death, workplace pressure, and a clean service record. "The court accepts that falsification of official documents and signatures constitutes serious misconduct. "However, it is also established that these actions occurred in the context of the claimant (Mohd Taufik) attempting to support a grievance appeal, under emotional strain following his father's passing, and under perceived pressure from his superior. "There is no evidence that the claimant stood to benefit financially or acted with malicious intent. "Therefore, the court must consider the proportionality of the penalty imposed," the ruling said. Zalina said the court was satisfied, on a balance of probabilities, that the company had failed to prove that the termination of the claimant was with just cause or excuse. "The claimant did not have any history of misconduct proven by the company. "The company's decision to terminate the claimant's employment was procedurally unfair and carried out in an unjust manner. "There was no evidence at all to show that the company had suffered any financial loss or that its reputation was tarnished as a result of the claimant's alleged misconduct," she said. Zalina added that the company had dismissed the claimant hastily and arbitrarily, with the allegations raised suddenly and in bad faith. "The company could have dealt with the allegations (if proven) in a less severe manner, such as through proper management action and/or understanding of the issues affecting its employees, particularly the claimant in this instance," she added. The court awarded Mohd Taufik RM59,850 in back wages (after a 10 per cent deduction for proportionality) and RM26,600 in compensation in lieu of reinstatement. Petronas Dagangan was represented by lawyers Vijayan Venugopal and Peter H. Santiago, while S. Mariappen appeared for the claimant.

ISKANDAR PUTERI: The Johor government has introduced the Rumah Prihatin Johor (RPJ) initiative to benefit the rural B40 group, starting this year. State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the initiative is specifically designed for B40 individuals who are not listed under the e-Kasih database but still require support to own affordable homes on their own land. He said the RPJ unit, which has a built-up area of 660 square feet and comes with three bedrooms and two bathrooms, is priced at RM86,000. The state government will provide a RM30,000 subsidy, while the remaining RM56,000 will be borne by the programme participants. 'Applicants must be 21 years old and above, married, and both the applicant and spouse must be Malaysian citizens. 'The applicant's household income must not exceed RM5,000, and neither the applicant nor their spouse should own a house or have received any housing aid or construction approval from any quarters such as the Johor Islamic Religious Council, district offices, Rural and Regional Development Ministry, ICU, Syarikat Perumahan Negara Bhd and the Prime Minister's Department,' he said. He was responding to a question from Mohd Yusla Ismail (BN-Senggarang) on housing assistance for Johor's rural communities during the state assembly sitting in Kota Iskandar here today. Mohd Jafni said the pilot project would be carried out in Kluang and Kulai, with 10 units each. 'If this pilot project proves successful and receives an encouraging response, the state government will expand it to other districts, particularly in constituencies that still lack Johor Affordable Housing (RMMJ) development. 'To date, the state government has received 20 applications, with six approved in Felda Inas, Kulai,' he added.

ISKANDAR PUTERI: Johor is ramping up its efforts to give every segment of society, particularly those in rural areas and the B40 group, access to quality and affordable housing. Housing and local government committee chairman Datuk Mohd Jafni Md Shukor said the state government has committed to building 100,000 units of Rumah Mampu Milik Johor (RMMJ) by 2030, with 16,845 units already completed as of the first quarter of this year. 'The state government remains committed to achieving our target of 30,000 units by 2026, and the momentum will continue to reach 100,000 units by the end of this decade,' he told the state assembly here on Monday (May 19). He was replying to questions from Muszaide Makmor (BN-Sedili), Mohd Yusla Ismail (BN-Senggarang) and Ng Kor Sim (PH-Jementah). Jafni added that this commitment includes efforts to expand projects under the Rumah Kasih Johor (RKJ) and Rumah Prihatin Johor (RPJ) programmes, to support low-income groups listed under the e-Kasih system as well as those that are not. He said the RKJ programme provides free housing to hardcore poor families on their own land, with 500 units targeted for completion by next year with an allocation of RM67mil. The RPJ programme, launched this year, is tailored for those in the B40 group who own land but are not registered in the e-Kasih database. 'Each RPJ unit costs at RM86,000, of which RM30,000 is subsidised by the state. "Through RPJ, eligible recipients only need to pay RM56,000 for a 660sq ft home with three bedrooms and two bathrooms,' Jafni said, adding that a pilot project involving 20 units in Kulai and Kluang was underway. Jafni also said some 31 RMMJ projects were offered last year, comprising 2,326 units, while the number of eligible applications received via the e-rumah portal stood at 20,276. He said 14 state constituencies currently have fewer than 20 RMMJ units each and this would be prioritised under plans involving government land and strategic partnerships with district offices and local authorities. Among the new strategies being explored are the construction of affordable apartments on waqaf land, the use of land under the South Johor Development Authority (SSI) and Port of Tanjung Pelepas (PTP), and enhanced policies on bumiputra lot pricing. 'We have also activated a state-level housing task force to identify viable land in all 10 districts for future affordable housing projects,' Jafni said. He added that the state government, under the leadership of Mentri Besar Datuk Onn Hafiz Ghazi, remains focused on inclusive development, particularly in ensuring safe shelter for all.
