1 2 Patna: Leader of opposition in the Lok Sabha and Congress MP Rahul Gandhi will spearhead a 17-day campaign in Bihar from Aug 9, immediately after Rakshabandhan, to oppose the special intensive revision (SIR) of electoral rolls being carried out by the Election Commission of India (ECI) in the state. He will be joined by other INDIA bloc leaders, including RJD's Tejashwi Prasad Yadav . Congress state president Rajesh Ram announced on Thursday that Rahul would launch the campaign from either Kaimur or Rohtas district. "His final route map is yet to be finalised," he said. Tejashwi, chairman of the INDIA bloc's coordination committee in Bihar, said on Wednesday that joint rallies would be held at the headquarters of all nine divisions in the state. During a programme at the state Congress office in Patna, Rajesh Ram handed over cheques of Rs 1 lakh each to the families of two fallen soldiers from Bihar – Imtiaz Ali of Pahalgam and Rambabu Singh of Pulwama. "Congress will stand by the nation's respected soldiers at every step," he said. Chairman of the All India Ex-Servicemen Congress, Rohit Chaudhary, accused the NDA govt of politicising the armed forces and the martyrdom of soldiers. "If the INDIA bloc wins the upcoming assembly election and forms the govt in Bihar, we will provide Rs 1 crore in compensation and a govt job to the families of all martyrs," he said. The chaos erupted after Shakeel Ahmed Khan requested party workers to vacate seats for ex-servicemen. Reacting to the incident, Rajesh Ram warned of disciplinary action against those responsible.

Patna: Congress party on Monday launched the 'Har Ghar Adhikar Abhiyan' in the presence of AICC in charge of the state, Krishna Allavaru, and party's state president Rajesh Ram. As part of the campaign for the coming assembly elections due this year, the Grand Alliance partner promised 'Mai Behan Maan Yojana' of Rs 2,500 per month, old age and disabled pension of Rs 1,500 per month, 200 units of free electricity, free medical insurance up to Rs 25 lakh and schemes to give up to 5 decimals of land for houses to the landless families. Rajesh said the Congress's bouquet of guarantees campaign also include guarantees like startup funds, lakhs of govt jobs, crop purchase at MSP etc. He also said the Congress party will also give the right to employment and medical treatment. Allavaru said just as the Congress has done the work of giving the right to education, food and information to the common people, it will also give the right to employment and health facilities in Bihar. He also said that in the state, they will go to the public and party workers and discuss their problems and work to include all the issues in the election campaign.

File photo: Bihar Congress president Rajesh Ram addressing a press conference (Picture credit: ANI) NEW DELHI: Congress is likely to settle for a lower share of seats in Bihar than it contested in 2020, with sources saying that negotiations are on with a constituency-wise analysis among partners, including RJD and Left parties. According to a Congress manager, the party is likely to get a tally between 50 and 60 seats to contest, which would be below the 70 seats it contested in the last election to the 243-member assembly. But Congress, sources said, is focusing more on the "winnability" factor than numbers, and is keen to ensure that the alliance does not face dissonance which a race among allies for a greater share creates. While talks are ongoing, Congress's willingness to settle for a lower tally appears to be a bitter lesson learnt from the humbling experience of 2020. Congress had secured a high tally of 70 seats after intense bargaining, but could win only 19, and ended up taking the blame for the RJD-led alliance falling just short of the magic number against the JDU-BJP combination, which scraped home. Other parties in the alliance were CPM, CPI, CPI (ML), which had performed much better than Congress, compounding the criticism directed at the grand old party. Photo: PTI New Delhi: While the Election Commission of India (ECI) has sought 11 documents as part of its Special Intensive Revision (SIR) exercise in Bihar, at least five of these documents do not indicate the applicant's place or date of birth, which is a prerequisite for inclusion of name in the voter role. Of the 11 documents sought by the ECI, the Scheduled Caste/Scheduled Tribe certificate, Forest Rights Certificate and Permanent Resident Certificate (or Domicile Certificates) do not display the date of birth or place of birth of an applicant, reported The Hindu. Only the name of the holder, the place where they 'ordinarily reside', their community's name, their parents' names, and community name are mentioned in the SC/ST and OBC certificates, with none of them displaying information on the holder's place of birth or date of birth. This information is required in the application forms but not displayed in the certificates. The National Register of Citizens (NRC) and Family Register which are two other documents accepted under the SIR exercise, do not exist in Bihar. 'Just 10% of the filled forms were supported by the required documents – all submitted school leaving certificates. Those who did not have any of the 11 documents said they have applied for a domicile certificate and hoped to get it in the next 10-12 days. Applicants said they provided a copy of Aadhaar to get the domicile certificate,' a booth-level officer told the newspaper. The official said that of the 500 forms distributed by him in the past one week, 185 were filled and returned by the applicants. Ever since the SIR was announced, the Domicile Certificate, which is issued by a revenue officer or Tehsildar, has been in demand in Bihar. As part of the SIR exercise, Aadhaar, voter identity cards issued by the ECI or PAN cards have not been included in the list of 11 documents that the applicants can produce. However, the documents which have been excluded are often the ones submitted by people to procure the 11 documents required under the SIR in Bihar. 'Among the documents sought only a few mention the date of birth. Usually Aadhaar is furnished as the proof of date of birth which the ECI is not accepting this time,' Brajesh Munan, a local functionary of the Congress party told The Hindu. After the ECI termed Yadav's statement as misleading and issued a 'fact check', RJD MP Manoj Kumar Jha questioned the ECI about its post. New Delhi [India], July 9 (ANI): Congress MP Rahul Gandhi on Wednesday reached Patna to join the 'Bihar Bandh' protests, organised by the INDIA block against the Special Intensive Revision of the voter list by the Election Commission of India ahead of the upcoming assembly polls. Speaking about Rahul Gandhi joining the protests, Bihar Congress President Rajesh Ram said that the Congress MP has 'fought on the streets' whenever the country 'faces a crisis.' 'Whenever the country has faced a crisis, Rahul Gandhi has fought on the streets. Today, voting is on the verge of being banned, we are fighting for it, and Rahul Gandhi is coming here for it,' Rajesh Ram told ANI. Rajesh Ram further criticised Chief Election Commissioner Gyanesh Kumar over the revision of electoral rolls before the Bihar Assembly elections. 'There is a difference between taking a decision while staying in Delhi and taking a decision while staying on the ground. If you had to do this, you should have done it before the Lok Sabha elections.' Meanwhile, Congress workers, participating in 'Bihar Bandh', lay down on the road to block vehicles from crossing. A Congress worker said, 'We will keep doing this until the government accepts our demands. We will fight to the extent our leadership says... The ruling party is only trying to confuse the people.' Another Congress worker said, 'Entire Bihar has been successfully shut down. The Mahagathbandhan is united against the rigging done by the Election Commission... We will not get up even if a car runs over us.' Meanwhile, the INDIA bloc leaders burned tyres and blocked roads at the Maner Assembly stretch of National Highway 30 in Patna district. Earlier, RJD leader Tejashwi raised 'deep' concerns over the Special Intensive Revision (SIR), claiming that those who do not have any of the 11 documents asked for verification of their names will be 'removed' from the electoral roll list. 'The worry is that we have no clarity from the EC so far. You all know that Bihar EC works only as a post office and has no authority to provide an answer. Why are they not answering the questions of the opposition and the people of Bihar... People of Bihar don't have the 11 documents which EC has asked for; rather, they have an Aadhar card, MGNREGA card, and ration card. This is the only document that the poor people of Bihar have. It is clear that the people who do not have these 11 documents, their names will be removed,' Yadav said. (ANI)
