‘Village for sale' poster over drug abuse: SHO transferred for threatening whistleblower
Bathinda: The Kotfatta police Station SHO, Manish Kumar, was transferred after Lakhbir Singh, a resident of Bhai Bakhtaur village in Bathinda, in a video accused him of threatening him. Tired of too many ads? go ad free now On Sunday, Lakhbir Singh had pasted a poster reading "village for sale" following complaints of rampant drug abuse in the village, especially after ex-serviceman Ranbir Singh was mercilessly beaten by two individuals, including Kuldeep Singh Kala, who faces two cases under the NDPS Act and two under the Excise Act. Amneet Kondal, senior superintendent of police, Bathinda, said the Kotfatta SHO had been transferred to the police lines and a departmental enquiry was initiated against him. The action was taken against Manish Kumar following the complaints made by Bhai Bakhtaur village resident Lakhbir Singh, said the SSP. Ex-serviceman Ranbir Singh, who opposed drug abuse and encouraged youths to engage in sports, was brutally beaten by Bhai Bakhtaur residents Kuldeep Singh Kala, Gurpreet Singh, and another person late Saturday. In response, village resident Lakhbir Singh uploaded a video on social media, expressing concern that after the attack on Ranbir Singh, many in the village, including women, did not feel safe. In anger, he also put up the "village on sale" poster. Although Kala and Gurpreet were arrested, Lakhbir uploaded another video Monday night, claiming that SHO Manish Kumar was angry about the video and threatened him with dire consequences, in addition to mentioning that a dope test should be conducted on him. Meanwhile, various political leaders visited Ranbir Singh in hospital and appreciated his stand against drug abuse and his challenge to the state govt. Why Shashi Tharoor Could Be Right: Army Had Said First Surgical Strike Was Carried Out In 2016
Last Updated: The Army's Northern Command Chief in 2016, Lt Gen Ranbir Singh had said after the surgical strikes in September 2016 that this was a first. Congress leader Shashi Tharoor could have been right in saying that India breached the Line of Control (LoC) for the first time in 2016 to carry out surgical strikes. Both the Indian Army in a press conference in 2016 and through an RTI reply had said the same. The Army's Northern Command Chief in 2016, Lt Gen Ranbir Singh had said after the surgical strikes in September 2016 that this was a first. He had quoted an RTI reply given by the Director General of Military Operations (DGMO) which clarified that the first such surgical strike was carried out in 2016. 'Army does not have any data pertaining to surgical strikes if carried out before September 29, 2016," the RTI reply said, upon a query if surgical strikes happened between 2004 and 2014 under the tenure of the UPA government as well. A political future has been raised by the Congress over Tharoor's remarks, saying they are factually wrong. Congress spokesperson Pawan Khera has cited a media report to claim that S Jaishankar, as the foreign secretary had told a parliamentary committee in October 2016 that 'target-specific, limited-calibre, counter-terrorist operations" had been carried out by the Army across the LoC in the past too. Such parliamentary committee briefings, however, are secret and do not have any records. The Congress wants Tharoor, an MP from the party, hence, to correct the remarks he has made abroad as part of an all-party delegation. 'Pawan Khera is speaking a lie…the Army has already laid out the facts in a RTI reply. It is also a fact that UPA under Manmohan Singh did nothing after the Mumbai 26/11 attacks," BJP spokesperson Pradeep Bhandari said. 'For the first time, India breached the Line of Control (LoC) between India and Pakistan to conduct a surgical strike on a terror base, a launch pad… (after) the Uri strike in September 2016. That was something we had not done before. Even during the Kargil War, we had not crossed the LoC," Tharoor said earlier this week. Congress leader Udit Raj took another swipe at Tharoor on Thursday saying the BJP should make Tharoor the External Affairs Minister since he was doing a better job than even the BJP spokesperson in defending the government. Tharoor, however, seems unruffled. 'We should go after the perpetrators, the killers, ourselves, and we will do so. But those who give them safe haven, those who protect, finance, train, arm, dispatch, and guide them should also be held accountable," Tharoor said in Panama on Wednesday. Canines pull out buried child and mutilate body in Faridabad
Representative photo FARIDABAD : A horrific incident occurred near Patel Chowk in Faridabad at 9.30pm on Tuesday when a six-month-old boy's mutilated remains were discovered being consumed by stray dogs. Police investigations revealed that the canines had extracted the infant's body from a nearby children's graveyard through a gap in the boundary wall, whilst the facility's administration remained unaware of the situation. Local residents became alarmed upon witnessing dogs consuming and transporting the remains near the graveyard. A resident, Mohit, noticed this disturbing scene and promptly alerted the police control room. "I was returning home after having dinner. When I reached Patel Chowk, I saw an ice-cream vendor and a few customers there. When I moved ahead, I saw four or five dogs eating a piece of flesh. When I had a closer look, I shivered after witnessing a horrific scene as I realised that canines were eating the body of a child which only had a foot left and was headless with only half the upper body left. I immediately raised an alarm," Mohit said. Two police control room vehicles and forensic teams arrived within 20 minutes. They secured the area, preventing public access, and covered the remains with white cloth. Officers had to repeatedly drive away persistent dogs attempting to reach the wrapped body. An Assistant Sub-Inspector at the scene noted that upon arrival, they found the body severely damaged, lacking head, face, and hands, with only a foot and partial torso remaining. SGM Nagar police station's SHO Ranbir Singh explained that the Hindu children's graveyard had 5-6 ft walls but contained a breach allowing dogs entry. The management was instructed to repair the wall immediately and ensure proper reburial of the child. A senior officer stated that no post-mortem was necessary, and the child was reburied. The parents weren't informed to prevent distress. No negligence case was registered, police said. Eyewitness Shiv Kumar suggested that despite the dogs' actions, accountability should rest with either the caretaker or security personnel of the graveyard.

Centre clarifies pay, allowance rules for deputationists in UT administration
Chandigarh: Government employees on deputation with the Chandigarh administration, irrespective of the date of joining, may elect to draw either the pay in the level/scale of pay of the deputation post or basic pay in the parent cadre with effect from April 1, 2022. This was stated by the UT personnel department in an order to all administrative secretaries on Tuesday. The deputation (duty) allowance will only be admissible up to the fifth year as calculated from the date of joining or April 1, 2022, whichever is later. Once the officers/officials exercise their option to draw the pay of his/her parent cadre, the grant of deputation (duty) allowance, after reviewing deputation terms, may be regulated in terms of provisions of the order of the Government of India, dated March 28, 2024. However, consultation with the finance department may be sought, if required. Deputationists opting to draw pay of the post against which they have been appointed on deputation shall be entitled to dearness allowance at the rates applicable in the Chandigarh administration. Commenting on the UT personnel department's latest communication on deputationists, Ranbir Singh, Punjab and Haryana Employees Welfare Association (Deputationist), said, "The deputationist from Punjab and Haryana will adopt pay scales of Chandigarh and according to DOPT guidelines of March 28, 2024, then deputation allowance is not permissible." He added that if the administration wishes to change any condition of deputation for the Chandigarh administration, which involves financial implications, then the approval of the department of expenditure, ministry of finance is mandatory. "Also, it is mentioned in a recent circular by MHA in June, 2024, that if the administration wishes to start a new scheme or project from budgetary allocations, then irrespective of the amount, the approval of the department of expenditure, MOF must be sought as necessary. MHA has already given a special status to UT Chandigarh, being a capital of both states, due to which special terms and conditions of deputationists were approved by the ministry of finance, Government of India in 1967 and 1978," said Singh.
