ODOT announces road closures in southern Portage County beginning in July
The Ohio Department of Transportation said it will begin closing several roads in southern Portage County for culvert replacements during the second half of July. Closures and detours will include: Beginning July 21, State Route 43, just north of Randolph Road in Suffield Township, will be closed through early August for a culvert replacement. The detour will be US Route 224 to SR 532 to Interstate 76 to SR 43. Beginning July 23, SR 44, just south of Tallmadge Road in Rootstown Township, will be closed through early August for two culvert replacements. The detour will be Interstate 76 east to SR 14 to SR 183 to US Route 224. Beginning July 28, US Route 224, just east of SR 183 in Atwater Township, will be closed through Aug. 8 for two culvert replacements. The detour will be SR 183 to SR 14 to U.S. 224. FBI Arrests Man Called 'Frog' After Fentanyl — Sold as Cocaine — Kills 4 at Super Bowl Party
A California man known as "Frog" is facing charges on accusations he sold fentanyl disguised as cocaine that left four friends dead at a Super Bowl party. Frog, whose real name is Timothy Austin Pannell, was arrested on April 25 and is charged with felony distribution of fentanyl, according to an FBI news release. On Feb. 11, 2024, a group of five friends gathered at a South Lake Tahoe home to throw a Super Bowl party, according to a statement from the El Dorado County District Attorney's Office. As the evening went on, the friends started to take what they thought was cocaine. By morning, four of them would be dead. According to the district attorney's office, when Pannell allegedly realized he supplied the friend group with fentanyl, he made multiple attempts to warn them. An investigation found that he called them at least 17 times and drove through their neighborhood. But he was too late. At about 9 a.m. on Feb. 12, South Lake Tahoe police received a 911 call reporting multiple overdoses at the home. According to reporting from SFGATE, officers found Abraham Lemus 32, Keely Pereira, 33, Clifford Joy, 30, and Adam Joy, 35, all dead from apparent overdoses. Two of their bodies were found by the couch, a third was in the kitchen, the fourth was in an upstairs bedroom. A fifth, unnamed person was taken to a nearby hospital and survived, the outlet reported. 'They were flat-out poisoned and murdered,' Clifford and Adam's mother Daisy Joy Bankofier told the Record Courier. Katrina Joy was there that night, according to the outlet. She's the wife of Clifford, but didn't take any supposed cocaine that night. She fell asleep before they bought the drugs and recalled waking up the next morning. Katrina told the outlet she attempted CPR on her husband Clifford and instructed the other survivors to do CPR on a different victim and call 911. 'I asked him to do CPR on Keely while I did CPR on Cliff,' Katrina said to the outlet. The federal complaint charges Pannell with distribution of fentanyl, the district attorney said in a statement. Authorities did not charge Pannell with homicide because they say he believed he was distributing cocaine and made efforts to warn the victims that he accidentally gave them fentanyl when discovering his mistake, prosecutors said in their statement. 'They're not drug addicts,' Katrina said to the Record Courier. 'They're not even regular users. They just made a bad choice in a moment of wanting to have a little fun with kind of a socially acceptable party drug. Unfortunately this one costs a lot more than most people realize that it can.' Details released after four die at Lake Tahoe party
(KRON) — A drug dealer will not face murder charges after he supplied fentanyl at a Super Bowl party in South Lake Tahoe where four party-goers died, prosecutors announced Monday. The deadly quadruple fatal overdose happened on February 11, 2024 inside Adam Joy's house, the El Dorado County District Attorney's Office said. Joy, 35, believed he was buying cocaine for the party, not fentanyl. Joy and three others who consumed the drugs died, prosecutors said. The three additional victims were identified by South Lake Tahoe city officials as: Clifford Joy, Abraham Lemus, and 33-year-old Keely Pereira. Adam Joy and 37-year-old Clifford Joy were brothers, the Record Courier reported. On Monday, more than a year after the tragedy, prosecutors revealed details about the investigation and outcome of the case. Prosecutors said they declined to file murder charges against the alleged drug dealer, Timothy Austin Pannell, because there's strong evidence Pannell 'mistakenly supplied fentanyl' instead of cocaine at the party. The DA's office wrote, 'Mr. Pannell mistakenly supplied fentanyl — rather than the cocaine he typically sold — to Adam Joy and another individual in South Lake Tahoe. Believing the substance was cocaine, Mr. Joy shared it with friends during a Super Bowl party at his residence. Upon realizing his error, Mr. Pannell made multiple frantic attempts to warn the victims — placing at least 17 unanswered phone calls — and later drove through the victim's neighborhood in an unsuccessful effort to prevent harm.' Clifford Joy's wife attended the fateful Super Bowl party. She told the Record Courier, 'They're not drug addicts. They're not even regular users. They just made a bad choice in a moment of wanting to have a little fun with kind of a socially acceptable party drug. This was a fentanyl poisoning.' Prosecutors said they were unable to charge Pannell with second-degree murder because there was no evidence that the victims were killed with malice. 'To secure such a conviction, prosecutors must prove beyond a reasonable doubt that the defendant knowingly acted in conscious disregard for human life. In this case, the evidenceclearly shows Mr. Pannell believed he was distributing cocaine and made efforts to warn the victims upon discovering his mistake,' the DA's office explained. Boulder Creek homicide victim named suspected killer before death An investigation conducted by South Lake Tahoe Police Department detectives and FBI Special Agents involved extensive digital forensic analysis. Mobile phone communications and GPS data confirmed multiple interactions between Pannell and the victims on the night of the incident. Instead of murder, federal prosecutors with the U.S. Attorney's Office will charge Pannell with distribution of fentanyl. Pannell's criminal history includes felony drug convictions, prosecutors said. He received a three-year state prison sentence on April 9, 2024 for previous drug crimes that were not connected to the Super Bowl party tragedy. He was released from prison early, on April 8, 2025, due to credits earned through drug rehabilitation programs. District Attorney Vern Pierson expressed concern Monday over California Department of Corrections and Rehabilitation policies that facilitated early releases. 'Allowing Mr. Pannell back into our community prematurely, after 14 months of a 36 months sentence, underscores a significant flaw in current state policies,' Pierson said.
