New roads, flood solutions for Sibu under 13MP
Chieng says 13MP is a vital opportunity to transform Sibu's development landscape. THE implementation of the 13th Malaysia Plan (13MP) is expected to serve as the primary driver for infrastructure development and execution of large-scale flood mitigation projects in Sibu, Sarawak. Bukit Assek assemblyman Joseph Chieng said the 13MP, spanning from 2026 to 2030, will allocate funding for a range of strategic projects aimed at enhancing connectivity between key areas and addressing the recurring flood issues in Sibu. 'Among the main initiatives identified are the construction of a new road linking the Hann's Residence roundabout in Jalan Wong King Huo to Jalan Lapangan Terbang, as well as the upgrading of Jalan Kong Yit Khim and Jalan Salim,' he told reporters after distributing packs of Milo to constituents at his service centre. Chieng said a study by the Public Works Department (JKR) revealed that cost of relocating utilities along the original route would exceed that of constructing a new road. 'As such, an alternative route from Jalan Kong Yit Khim to Sibu Jaya via the Bukit Penyau residential area will be built. 'The proposal to instal traffic lights at the Jalan Bukit Penyau junction is also under consideration, though implementation is expected to begin only after the first phase of the 13MP.' He also said the second phase of the Sentosa Flood Mitigation Plan has been listed under the portfolio of state Public Health, Housing and Local Government Ministry led by Sarawak Deputy Premier Datuk Dr Sim Kui Hian. 'This project has received encouraging support from the ministry and is expected to be among the earliest initiatives to be carried out under Rolling Plan 1 of the 13MP,' said Chieng. Among other projects in the pipeline, he said, were a new link road connecting Teku to Ulu Sungai Merah, Permai and Sibu Airport, as proposed by Pelawan assemblyman Datuk Michael Tiang. Chieng said a flood mitigation project covering Kampung Saujana, Jalan Jeruwit and Jalan Ek Dee has also been included under Rolling Plan 2 of the 13MP. 'The 13MP is not simply a five-year development blueprint, it is a vital opportunity to transform Sibu's development landscape in terms of road infrastructure, and to enhance the safety and well-being of the community,' he added.

He noted that the initiatives have already secured approval, with necessary funding allocated for implementation. 'The 13MP is very important for Sibu especially, as it includes plans for several new connecting roads,' he said. Among the projects is a new link road connecting Hann's Residence Estate to Airport Road, passing through Bukit Lima Forest Park. Chieng expressed hope that the implementation of these projects will begin under Rolling Plan 1 of 13MP. 'With the rollout of 13MP, I am hoping that these link roads in Sibu will be realised soon,' he said at a Father's Day gift distribution event at the N51 Bukit Assek Service Centre today. Chieng also disclosed plans for another link road connecting Jalan Kong Yit Khim and Salim. However, due to high utility relocation costs, an alternative route connecting Jalan Bukit Penyau and Jalan Salim has been proposed. He added that a request had been made to the Land and Survey Department to establish road connections for Jalan Maling. 'They will construct a proper road link. All of these are part of 13MP. This shows the significance of 13MP (to Sibu),' he said. Chieng further highlighted the second phase of the Jalan Oya upgrading project as part of 13MP. 'In the Pelawan constituency of Datuk Michael Tiang, another new link road has also been planned under the development initiative.' During the recent State Legislative Assembly (DUN) sitting in May, Chieng proposed the Sentosa Flood Mitigation Project under 13MP. He said the proposal was well-received by Deputy Premier Datuk Amar Dr Sim Kui Hian, who is also the Minister of Public Health, Housing, and Local Government. Chieng also revealed that the Jerrwit Flood Mitigation Project – designed to protect areas stretching from Kampung Saujana to Ek Dee – is anticipated to be implemented under Rolling Plan 2 of 13MP. He assured the public that these projects are no longer at the proposal stage, as necessary approvals have been granted and funding allocated. 'It's just a matter of time. Many projects are still in the design phase. The funds are available. Once 13MP is underway, they can begin the tender process. 'Hopefully, many of these projects will fall under Rolling Plan 1 so they can start sooner. Otherwise, if it's under Rolling Plan 2, it will only commence in 2027,' he said. For reference, Rolling Plan 1 refers to the first year of the 13MP, which spans from 2026 to 2030. Chieng also mentioned that Sibu needs more link roads to effectively ease traffic congestion. 'Some have proposed flyovers, but that alone will not completely solve congestion. It will just move the bottleneck elsewhere. 'However, with these new link roads, traffic congestion will be alleviated,' said Chieng. Bottom-up approach key to Recoda's high-impact development projects, says Awg tengah

MIRI (June 26): A bottom-up approach driven by community feedback is essential for implementing development projects under the Regional Corridor Development Authority (Recoda), said Deputy Premier Datuk Amar Awang Tengah Ali Hasan. He emphasised that proposed projects should be innovative, have long-term impact, and be well-coordinated among all government agencies and departments in Sarawak. 'Projects that involve grassroots needs should be prioritised and evaluated for project implementation which is in accordance with the strengths and uniqueness of the location. 'We want to involve the community to see what the priorities are based on the needs, based on the strengths that exist in each area covered by the agencies and we don't want to go from top to bottom, but rather involve the bottom up,' said the State Minister of International Trade and Industry and Investments. Awang Tengah, who is also Second State Minister of Resources and Urban Development, and Northern Region Development Agency chairman, was speaking when officiating at a lab session organised by Recoda through NRDA in Lawas yesterday. The lab gathered key stakeholders to refine and prioritise high-impact initiatives under Rolling Plan 1 of the 13th Malaysia Plan (13MP) for the Limbang and Lawas districts. The session focused on ensuring that proposed projects are strategic, practical, and responsive to community needs. Recoda CEO Datuk Ismawi Ismuni reminded participants to emphasise cost-effectiveness and avoid overlapping with initiatives already funded by other ministries or agencies. Five KKDW 'Sick Projects' in Sarawak To Be Completed Under 13MP
KUCHING, May 30 (Bernama) -- Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi wants the five projects categorised as 'sick projects' in Sarawak, involving the Ministry of Rural and Regional Development (KKDW) under the 11th Malaysia Plan (11MP) and 12MP, to be completed during the 13MP period. Ahmad Zahid, who is also the Minister of Rural and Regional Development, said the causes for the projects' delay included site issues such as permits, land acquisition and overlapping pipe alignments, in addition to weather conditions. "Since the 13MP will be tabled at the coming Dewan Rakyat session, any sick projects will be expedited and its completion period must be within the 13MP, namely from Rolling Plan 1 to 5. "For example, for non-sick projects, but projects that have been delayed, namely the Maktab Rendah Sains MARA (MRSM) in Lawas which has obtained approval but not yet implemented… my instructions is that it must be implemented under the 13MP Rolling Plan 1,' he said. He said this at a media conference after attending the Special Meeting on the Implementation of KKDW Development Projects in Sarawak here today. Ahmad Zahid said that following the landslide incident in Kampung Lereng Bukit, Miri in January, which completely damaged 14 houses, efforts to rebuild the houses of all the affected residents would be carried out after the Gawai Day celebration. "A suitable plot of land has been obtained as determined by the Sarawak Land Custody and Development Authority (PELITA), with the implementation carried out by the state government agency,' he said, adding that the incident affected a total of 277 residents in the affected settlement. He also said that his ministry plans to set up the MARA Poly-Tech College (KPTM) of Sarawak either in Kuching or Samarahan to expand opportunities for youths in the state to further their studies at the pre-diploma, diploma and foundation level. He is targeting a total of 1,000 students to study at the KPTM by 2028.
