Rubber production incentive benefits 239,053 smallholders with RM523.4 mln payout
KUALA LUMPUR: The Rubber Production Incentive (IPG) has provided financial support to 239,053 smallholders, with total payouts reaching RM523.4 million from September 2015 to June 2025, the Ministry of Plantation and Commodities (KPK) confirmed. The incentive, designed to stabilise smallholder incomes when rubber prices drop below a set threshold, was raised to RM3 per kilogramme in 2024. KPK also noted that 221 tonnes of latex have been produced under the Latex Production Incentive Project (IPL+) as of June 2025. 'This figure is projected to grow as the programme expands to Negeri Sembilan, Pahang, and Selangor in 2025,' the ministry stated on the Parliament's website. 'This effort also reduces reliance on imported latex.' The update followed a query from Datuk Awang Hashim (PN-Pendang) on measures to stabilise rubber prices and protect smallholder earnings. KPK further revealed that the Malaysian Rubber Board (LGM) is building three centres under the National Rubber Industry Transformation Program (TARGET), set to open by mid-2026. TARGET aims to integrate smallholders into the supply chain, eliminating middlemen. 'It streamlines production and allows farmers to process higher-value crepe rubber with 80% Dry Rubber Content (DRC),' KPK explained. 'Cooperative participation also ensures profit-sharing among members.'

'This amount is expected to rise with the expansion of the programme to three additional locations — Negeri Sembilan, Pahang and Selangor — currently underway in 2025. 'This initiative is also an initial step toward reducing dependence on imported latex,' KPK posted on the Parliament's website on Monday. The ministry was responding to Datuk Awang Hashim's (PN-Pendang) question regarding its strategic measures to ensure rubber prices remain stable and do not decline to levels that would negatively impact the income of smallholders. KPK highlighted that the Malaysian Rubber Board (LGM) is currently constructing three centres for the National Rubber Industry Transformation Program (TARGET), which are expected to be operational by the second quarter of 2026. The implementation of TARGET aims to increase the income of small rubber farmers by enabling them to be directly involved in the industry supply chain without relying on middlemen. 'It shortens the supply chain and enables smallholders to produce value-added crepe rubber with a Dry Rubber Content (DRC) of around 80 per cent, which provides higher returns. In a statement, MRB said IPG for May 2025 is triggered when the average monthly farmgate price for cuplump rubber falls to RM3.00 per kilogramme (kg) or below, with the IPG for latex activated concurrently. In May 2025, the custodian of Malaysia's rubber industry noted that the average farmgate prices for cuplump were RM3.00 per kg in Peninsular Malaysia, RM2.75 per kg in Sabah and RM2.65 per kg in Sarawak. In Sabah, the IPG rate for cuplump and latex is 25 sen per kg for 50 per cent dry rubber content (DRC) and 50 sen per kg for 100 per cent DRC. In Sarawak, the rate is 35 sen per kg for 50 per cent DRC and 70 sen per kg for 100 per cent DRC. For latex, the IPG rate is fixed at 90 sen per kg for material with 100 per cent DRC. The MRB said smallholders in Sabah and Sarawak are eligible to receive IPG payment from June 1-30, 2025, based on the rubber production in May 2025. Sarawak plants 1,049 ha of rubber trees in Tebedu to boost industry, says deputy minister
Martin says his ministry is actively implementing various programmes to strengthen the rubber industry while encouraging youth involvement. – Photo by Roystein Emmor KUCHING (May 22): A total of 1,049 hectares of land in Tebedu have been planted with rubber trees as of last year, as part of ongoing efforts to boost the rubber commodity sector, said Sarawak Deputy Minister of Food Industry, Commodity and Regional Development, Datuk Martin Ben. He said his ministry is actively implementing various programmes to strengthen the rubber industry while encouraging youth involvement. 'Among the measures taken are the Rubber Production Incentive (IPG) and Latex Production Incentive (IPL), which are provided during periods of low rubber prices to stabilise the income of smallholders,' he said at the Sarawak Legislative Assembly (DUN) today responding to a question by Tebedu assemblyman Dr Simon Sinang Bada. In addition, Martin said the ministry offers a range of aid schemes, including the Rubber Development Programme, Replanting Assistance, and support from Marketing Productivity and farm infrastructure development. To further enhance the capabilities of smallholders, various training sessions and dialogue programmes are regularly conducted. 'We also hold discussions and training on modern rubber cultivation techniques, farm management practices, and efficient tapping methods,' he added. 'Other efforts include promoting the use of modern technology, mechanisation, and automation in the rubber sector, as well as strategic partnerships with investors to improve farm management efficiency.' Highlighting efforts to attract younger generations to the rubber sector, he noted the introduction of specific initiatives such as the Pergerakan Wanita Pekebun Kecil (PWPK) and Program Generasi Muda Pekebun Kecil (Gempak).
