Chennai Corporation plans to tap nearly ₹100 crore revenue from ads on street light poles and medians
The Greater Chennai Corporation (GCC) expects to generate ₹94.6 crore over three years by using spaces on street light poles and medians. The civic body has initiated a six-year Public-Private Partnership (PPP) project to assign advertisement rights on medians and street light poles across its bus route roads. According to GCC officials, over 2 lakh street light poles and more than 17,000 medians along bus route roads (BRRs) within corporation limits will be made available for advertising. This is based on the resolution passed by the GCC Council at a general meeting on February 22, 2024. According to the resolution, usually a limited budget has been allocated for Out-of-Home (OOH) advertisements in Chennai with advertising agencies. To introduce and promote the new OOH opportunities in Chennai, a pilot project was essential. It is divided into four packages based on how busy each area is and how much ad revenue it can bring in - that is roads with more vehicular movement and footfall may get more advertisements in these spaces. This will be the pilot, which will undergo a three-month study before tenders are released for the remaining packages, according to civic officials. GCC's standards for advertisement displays are restricted to a maximum size of 0.6 metres in length and 1 metre in breadth. As per the Tamil Nadu Urban Local Bodies (TNULB) Rules 2023, the annual license fee is ₹3,000 per square metre, with an application fee of ₹2,000 per unit, payable once every three years. Euthanasia of rabid dogs unlikely to succeed in Kerala, veterinarians call for State legislation
Euthanasia of diseased and rabid stray dogs, as proposed by the State government, is unlikely to deliver the desired results considering the legal hurdles and the health risk involved in the process, according to veterinary experts. The State government had on Wednesday permitted the local bodies to euthanise the rabid dogs by invoking the provisions of the Prevention of Cruelty to Animals (Animal Husbandry Practices and Procedures) Rules 2023. As many as 3.17 lakh people sought treatment from government hospitals in the State in 2024 for dog bite-related cases. The first four months of the current year witnessed 16 rabies deaths and 1.31 lakh cases of dog bites, according to government data. The Rules state that any diseased animal that can spread disease shall be put to death if a registered veterinary practitioner certifies that it is mortally or severely injured or in a physical condition that it would be cruel to keep it alive. Euthanasia, say the Rules, shall be done after blindfolding the animal. It shall be handled and controlled humanely to minimise its fear, pain and distress. The animal shall be sedated if it's in an anxious state or fear or if there are concerns over the safety of the animal or the handler. It shall be put down by giving an overdose of anaesthetic to cause death, noted the Rule. Handling of rabid dogs as prescribed in the Rules could pose serious risks to the dog handlers and the veterinarians, who shall administer the drug to put the animal to death, pointed out V.K.P. Mohankumar, State general secretary of the Indian Veterinary Association, Kerala. The government shall go for legislation to facilitate the legal euthanising of rabid dogs without much hassle. The practice of administering one dose of anti-rabies vaccine to street dogs suspected of having been bitten by rabid dogs is unscientific. Such dogs shall be given the full course of vaccine and kept under supervision for 120 days before releasing them. Intensive Animal Birth Control measures during the breeding period and not euthanasia can help in bringing down the canine population, he suggested. Any deviation from the Rules while euthanising the dogs could land the veterinarians in legal trouble. Moreover, administering drugs to put the dogs to death is a risky task as there exists a high possibility of the animal attacking humans, feared a senior government veterinarian. Aggressive animals shall be kept in shelters and at least 150 ABC units shall be opened. Pet dogs, which are not kept for breeding shall be sterilised and their licensing made mandatory. Besides the reduction in dumping of waste, mobile surgery units and portable ABC units should be set up, the Association demanded.

Kerala government permits local bodies to carry out euthanasia of diseased or dangerous stray dogs
The Kerala government has decided to allow local bodies to carry out euthanasia of diseased or dangerous stray dogs by making use of the provisions of the Prevention of Cruelty to Animals (Animal Husbandry Practices and Procedures) Rules 2023. Minister for Local Self Governments M.B. Rajesh and Minister for Animal Husbandry J. Chinchurani announced the decision at a press conference here on Wednesday (July 16, 2025) after a high-level meeting amid rising cases of stray dog bites and deaths due to rabies. As per Section 8 of the Animal Husbandry Rules, the euthanasia of an animal can be carried out when the Union government or the State government finds any animal which is so diseased that it can spread the disease, in order to control such disease. A registered veterinary practitioner has to certify that the animal is mortally injured or so severely injured or in such a physical condition that it shall be cruel to keep it alive. Mr. Rajesh said the State government had to depend on the Animal Husbandry Rules for allowing euthanasia of diseased stray dogs as the Animal Birth Control (ABC) rules do not allow euthanasia. 'The State government will again request the Union government to amend the ABC rules as it slows down the progress of ABC activities. Another challenge is the opposition from the local population against opening ABC centres. The government will take action related to obstructing public servants in discharge of public functions against those who try to impede the functioning of ABC units,' he said. Mobile ABC units Eight mobile ABC units, purchased by the Animal Husbandry department, will be deployed immediately. The Local Self-Government department will also over the next two months deploy mobile ABC units in each of the 152 block panchayats in the State. Panchayats have been directed to identify ideal locations to park the mobile units. The mobile units are meant to overcome the local opposition while setting up permanent ABC centres in various localities. Vaccination of stray dogs will be carried out in August. Licensing and vaccination of pet dogs will done in September.

KE asks Power Div for consultation on NEP
ISLAMABAD: The Power Division's alleged apathy with respect to consultation process on the National Electricity Plan (NEP) has irritated K-Electric (KE), well informed sources told Business Recorder. In a letter to Secretary Power, KE's Chief Regulatory Affairs Imran Qureshi referred to KE's letter of January 15, 2025 regarding the NEP 2023-2027 and eligibility criteria (Electric Power Supplier Licenses) Rules 2023 ('Supplier Rules') notified by the federal government along with earlier correspondence on this matter wherein the power utility company submitted its comments to the Power Division for consideration and incorporation of the same accordingly. According to the power utility company, considering the significance of the matter and possible implications on KE and its consumers, it also requested for a one-to-one consultative session to discuss KE's comments, as well as, certain recommendations on the notified NEP including the implementation timelines for certain strategic directives and on the supplier rules, as well. However, despite continuous correspondence from KE, the response from Power Division is still awaited. KE explains power generation cost in Dec KE, in its letter of April 8, 2204 reiterated that a thorough consultation with all stakeholders is critical for effective implementation of the NE Plan and supplier rules, as well as, for the sustainability of the sector, including the proposed transition towards opening up of the market under the Competitive Trading Bilateral Contracts Market (CTBCM) framework. 'KE acknowledges and highly appreciates the ongoing sector reforms, and we are confident that a well-considered and collaborative transition, finalised in consultation with stakeholders, will not only serve the best interests of consumers but also send a positive signal to both existing and prospective investors in Pakistan,' Qureshi said adding that support and understanding of Secretary Power in this matter is crucial. He also assured engagement in constructive dialogue to ensure a smooth and beneficial transition for all stakeholders involved. Earlier, in his letter to Secretary Power, Chief Executive Officer (CEO) Syed Moonis Abdullah Alvi stated that KE had sent its comments on the NEP which need to be considered for incorporation in the plan accordingly. 'Considering the significance of the matter and possible implications on KE and its consumers, KE also requested for a one-to-one consultative session to discuss KE'S comments, as well as, certain recommendations on the notified NE Plan including the implementation timelines for certain strategic directives and on the supplier rules, as well.
